CHINATOWN ACTION PLAN


Honolulu’s Chinatown is a beloved and vibrant place that already has the framework of a transit and pedestrian-oriented community, having been built long before the proliferation of automotive travel. The vision for this community, as expressed in the Downtown Neighborhood TOD Plan, is preservation of the historic district, upgrades to the public realm (both streets and parks), connection to the waterfront, and the addition of uses that strengthen its economic vitality.
To support this vision and ongoing community planning efforts to improve Chinatown by local businesses, cultural organizations, residents, property owners, elected officials, and public agencies, the City compiled the Chinatown Action Plan, which includes near-term implementation actions to be led by the City, State, partner organizations, and private businesses. The Action Plan was based on community feedback derived from a half-day public workshop and two subsequent community meetings which were held to identify and prioritize near-term actions, while refining longer-term strategies.

Improvement Action Areas:
- Livability: Pursue a higher standard of sanitation and safety in Chinatown to create an attractive environment in which to live, work, connect, and play.
- Neighborhood Connectivity: Make it safe and easy to access Chinatown on foot, by bike, on transit, or by car.
- Economic Vitality: Foster a supportive environment for existing local businesses and start-ups, while reinforcing the historic and cultural character of Chinatown.
- Housing Needs: Increase the availability of affordable housing choices for a growing and aging population.

- Provide pedestrian crossing of Vineyard Blvd at River Street

A: Many of the action items have already been initiated, as noted above. The City will continue coordinating on the remaining items and provide updates on this page when available.

The Downtown-Chinatown Neighborhood Board and the Chinatown Improvement District are a few of the active organizations in Chinatown that may be of interest as well. A: The TOD Special District regulations under the Revised Ordinances of Honolulu Section 21-9.100-8(a)(3) allow for outdoor dining within a property’s front yard. In addition, Honolulu’s Outdoor Dining Program permits outdoor dining on City properties, including sidewalks, parklets, pedestrian malls, and parks, under certain conditions during a pilot period.
A: The City is working towards providing relief to the homeless and those at risk of homelessness, as well as the residents and visitors who share Oahu’s public spaces, through collaboration and coordination among the City, State and federal agencies, community groups, nonprofits, faith-based organizations, businesses, and concerned citizens.
