PARKLET PROGRAM GUIDE
The parklet program is an effort to re-think public space and re-use on-street parking stalls as parklets. This program allows for parklets—as an extension of the sidewalk—to create a unique and functional space aimed at pedestrians instead of automobiles. The guide specifies eligibility, requirements, and the application process.
what is a parklet?
A parklet is a public space created in an on-street parking space that may feature benches, tables, chairs, planters and landscaping, shade, and bicycle parking. Parklets are typically sponsored by private partners and temporary installations that can be in place for a period ranging from several hours to several years. All parklet amenities must remain free and open for any member of the public to use.
why a parklet program?
The City established a program for parklets due to private interest and City Council Resolution 13-290, which encouraged the establishment of such a program. The parklets permitted under this program since it began in 2016 have been heavily used and contribute to the economic vitality and safety of the streets and communities in which they are located. Additionally, parklets are especially suited to Honolulu’s climate, where they will be able to enjoyed year round.

4. Social Life—parklet foster a sense of community by creating welcoming public spaces where you can meet old friends and make new ones.
GENERAL DESIGN GUIDELINES

1. Parklets should be interesting and welcoming spaces that contribute to the beauty and character of the neighborhood and encourage passersby to pause, sit, relax, and interact with others, or people watch.
2. Seating should be durable and comfortable for individuals and groups of all ages and abilities. Designs that encourage use in various weather conditions should be considered.
3. Parklets are semi-permanent structures that must withstand the rigors of everyday outdoor use. Materials and design should be durable and low-maintenance.
4. The character of the design should be unique and not have an overt visual relationship with any nearby businesses.
5. Parklets should respond to surrounding conditions. For example, a parklet could create more space to walk on a particularly narrow or congested sidewalk or provide a place to sit and eat where there are many takeout restaurants.
6. The design should consider travel patterns and behavior of people walking and biking in order to minimize potential conflicts and maximize contribution to street life and the public realm.
7. Parklet should be easily installed and removed if necessary.

FREQUENTLY ASKED QUESTIONS
A: Applicants may be business improvement districts, chambers of commerce, storefront business owners, property owners, nonprofit institutions, community organizations, and schools, although other applicants can also apply.

A: The applicant is required to maintain liability insurance and is responsible for parklet maintenance, such as cleaning, repairs, and landscaping, while ensuring it remains open for general public use.
