Two new TOD-related ordinances are now in effect. Ordinance 22-29(opens in a new tab) updated the TOD Special District, including its expansion to cover the Aiea-Pearl City station areas. Ordinance 22-30(opens in a new tab) changed the zoning in the same station areas to allow for more mixed uses at higher densities and heights. The Airport Area TOD Plan was adopted by the City Council in March 2022. The final TOD Plan and a summary brochure are available on the Airport TOD Area page. TOD projects may still utilize the IPD-T permit until the TOD Special District and zoning are established for this area.

The Resilient Master Plan has been completed for the Kapalama Canal Catalytic Project. You can view the plan in the Final Report on the KCCP page, along with related technical reports and other appendices. Dredging design work is currently proceeding as part of the project’s first phase.

The complete TOD Wayfinding Master Plan is now available on the Wayfinding page. The Phase 2 Design and Documentation report was recently completed and complements the previously completed Phase 1 Planning report, which together comprise the Wayfinding Master Plan.

The Resilient Streetscape Transition Zone page offers new material focusing on the transition zone as a critical component of adapting to sea level rise in urban areas. These supplemental design scenarios complement the Tower & Podium building typology of the Climate Adaptation Design Principles.

Icon Award

The City’s DPP and Resilience Office, along with consultants SSFM International and Arup, have received the 2021 Best Practice Award from the American Planning Association Hawaii Chapter for the document Climate Adaptation Design Principles for Urban Honolulu. The Ala Moana Neighborhood TOD Plan was adopted by the City Council in September 2021. The final TOD Plan and an executive summary are available on the Ala Moana TOD Neighborhood page. TOD projects may still utilize the IPD-T permit until the TOD Special District and zoning are established for this area.
