DPP is accepting comments on the proposed East Kapolei TOD Special District, zone changes, and State land use district boundary amendments through May 30, 2025. The TOD Design Guidelines have been updated. These guidelines help translate the TOD Special District requirements of the Land Use Ordinance. The new version incorporates recent amendments to the LUO along with other expanded content intended to assist projects. Certain projects are allowed to proceed without a TOD permit, such as if they meet the development standards and aren’t seeking a bonus.

Two new TOD-related ordinances are now in effect. Ordinance 23-32 updated the TOD Special District, including its expansion to cover the Halawa station area. Ordinance 23-33 changed the zoning in the same station area to allow for more mixed uses at higher densities and heights. See the Halawa TOD Area page for more information.
