HŌ‘AE‘AE (WEST LOCH) STATION AREA

Connectivity & Circulation:
- Urban transit boulevard along Farrington Highway to separate local traffic from through-traffic and provide a safer pedestrian environment
- Pedestrian village character surrounding the station
- New streets to improve overall connectivity and create a more urban block network
- Main Street along Leoole Street
- Off-street bus transit center to connect residents to the station
- Parking district to provide shared parking compatible uses
Parks & Open Space:
- Hō‘ae‘ae Stream restored as natural greenway to provide linear open space and link to the Pearl Harbor Historic Trail (PHHT)
- Mini parks (one to two acres) to act as neighborhood centers with wide variety of uses
- Hardscaped transit plazas to serve as community gathering spaces and entryways into neighborhood
- New access and view corridors to Pearl Harbor by better utilizing the PHHT recreational corridor
Urban Form:
- High-density residential in the form of stacked flats with structured parking
- Medium-density residential in the form of townhouses and garden apartments
- Buildings in commercial areas oriented to the street with minimal front yards, plus features such as outdoor cafes, attractive seating areas, shade canopies, and storefront windows to ensure a pleasant pedestrian experience
- Landmark buildings to emphasize gateway to neighborhood
Land Use:
- Higher density uses concentrated nearest the station
- Retention of commercial/industrial space and corresponding increase in dwelling units
- Mixed uses—with retail character retained—along Farrington Highway to form a commercial and employment center
- Mixed uses along Leoole Street as a new main street, and along Leonui and Pupukupa Streets to promote a village-like character
- Live/work area makai of Farrington Highway to create mix of housing and employment, including non-noxious light industrial uses, artist studios, and galleries
