NIUHELEWAI (KAPĀLAMA) STATION AREA

Connectivity & Circulation:
- New streets to provide access within mixed-use district and to Waiakamilo Road and the Kalihi station area
- Promenade along both sides of Kapālama Canal to create mauka-makai connections and view corridors
- Kohou Street redesigned as shared street to accommodate all modes of travel
- Kalani Street priority bicycle connection
- New and widened sidewalks along Dillingham Boulevard
- Two new pedestrian/bicycle bridges across Kapālama Canal
Parks & Open Space:
- Large community park (at least five acres) with recreational opportunities, such as ball fields, picnic areas, seating, and potentially a community center that can support programs and services
- Urban parks and plazas in new development projects and partnership with Honolulu Community College as public/private spaces
- “Green streets” with large shade-providing trees on Alakawa Street and new streets to connect open spaces and form a network, improve walkability and livability, facilitate access to promenades, and highlight views
- Promenade along both sides of Kapālama Canal to serve as open space and a recreational amenity
Urban Form:
- Scaled development along pedestrian-oriented retail streets and pedestrian connections with fine-grained, highly articulated facades, changes in materials, ample fenestration, and visible entryways
- Articulated building facades and continuous street wall with buildings close to sidewalk to define public realm
- Facade improvements along King Street to boost economic vitality of independent stores
- Parking areas designed to permit activate street frontage
- Physical and visual access to waterfront
- Upper levels of building stepped back to provide transition where adjacent building height regulations are lower
- Transitions and buffers between industrial and residential uses
- Variation and articulation through changes in building height and massing, with slender and staggered towers to minimize shadows and protect waterfront views
- New development oriented along Kaplama Canal with active ground-level uses
Land Use:
- Residential uses along Kapālama Canal
- Mixed uses makai of the station
- Educational hub at Honolulu Community College and full complement of uses
- Concentrated areas of vitality with active uses on ground-floor frontages
- Highest building intensities in neighborhood, generally declining with distance from the station and Dillingham Boulevard
- Working harbor and port activities maintained
