Connectivity & Circulation:

  • Large blocks divided into coherent street pattern to create additional street frontage, improve access, and facilitate movement
  • Multi-use path under portion of rail guideway near the station
  • Bicycle lanes along Liliha, King, Beretania, and Alakawa Streets
  • Installation of missing sidewalks along Dillingham Boulevard

Parks & Open Space:

  • Large community park (at least five acres) with recreational opportunities
  • Urban parks and plazas, including public/private spaces integrated with new development
  • “Green streets” along Alakawa Street and new extensions of Kaamahu Place, Kaaahi and Summer Streets

Urban Form:

  • Average block length of 350 feet to make more walkable
  • Existing big-box stores redesigned into more attractive and intensely utilized retail destinations with vertical mix of uses, or with structured parking, to free up land for other uses
  • Scaled development along pedestrian-oriented retail streets with fine-grained, highly articulated facades, changes in materials, ample fenestration, and visible entryways
  • Articulated building facades and continuous street wall with buildings close to sidewalk to define public realm
  • Physical and visual access to waterfront
  • Variation and articulation through changes in building height and massing
  • Parking areas designed to permit active street frontage
  • Transitions and buffers between industrial and residential uses

Land Use:

  • Industrial mixed use to urban mixed use transformation, including medium- and high-density residential, retail, and office
  • Concentrated areas of vitality with active uses on ground-floor frontages
  • Building intensities slightly lower than Downtown station area, generally declining with distance from the station
  • Working harbor and port activities maintained
  • Heights stepping down makai of the station and toward the waterfront
