ALA MOANA TOD NEIGHBORHOOD
Ala Moana is envisioned as a livable urban community and a model for walking, biking, and transit usage. The new rail station and surrounding TOD district will include a mix of uses, spur redevelopment where appropriate, help revitalize neighborhoods, and provide infrastructure improvements for increased safety, better mobility, and a sustainable environment. The Ala Moana neighborhood will embody cultural and income diversity, convenience, and the aloha spirit—continuing its role as the place where locals and visitors gather together. It will continue to serve as a regional retail destination, and new mixed-use development will improve the physical environment, safety, and mobility by providing community benefits as a part of each project’s implementation.

STATION AREA PLAN
Kālia (Ala Moana) Station Area
Ala Moana offers a broad range of attractions serving both tourists and locals, including major regional draws and economic drivers, as well as vital neighborhood destinations. This station area comprises the entire Ala Moana TOD neighborhood and follows the overall neighborhood vision.

FREQUENTLY ASKED QUESTIONS
A: The Ala Moana Neighborhood TOD Plan was adopted by the City Council in September 2021. For a copy of the TOD Plan and related material, see the Related Documents section on this page.
A: Items that help implement the Ala Moana Neighborhood TOD Plan will be posted on this page, while the development projects in the neighborhood will be listed on the Development Projects page. Related items (e.g., those with a corridor-wide focus) may also be listed under the Planning Initiatives page. Additionally, you can sign up for the TOD newsletter to ensure you are up-to-date.
A: The rail line is currently projected to open in phases. Phase 1 opened on June 30, 2023 and includes the East Kapolei, Waipahu, Aiea-Pearl City, and Hālawa neighborhoods. Phase 2 is estimated to open a few years later and will include the Airport area and a portion of the Kalihi neighborhood. Remaining phases, which include the Ala Moana neighborhood, are more tentative at this point. A: The Honolulu Rail Transit Project is currently authorized to construct a 20-mile rail corridor with 21 stations, extending from East Kapolei to Ala Moana. At this point, there are no approved plans or funding at this time for extensions past either end of this corridor (e.g., to Kapolei or Mānoa). However, there has been interest in an extension, at the appropriate time, as a way to enhance Oʻahu’s land management and transportation system.
