MAKALAPA (PEARL HARBOR) STATION AREA

Highlights from the TOD Plan are listed below. See the TOD Plan for all proposals/recommendations and more details, including the implementation framework. Note that the Navy/federal government has not officially endorsed this plan and will continue dialog over time.
Connectivity & Circulation:
- Convenient access for all modes of transportation, including walking and bicycling
- New freeway overpass connecting Center and Bougainville Drives to provide better connectivity between new residences near the station and new development on the NAVFAC Hawaii site and The Mall at Pearl Harbor
- Existing Radford Drive overpass widened and enhanced for pedestrians and bicycles
- Roads oriented in a grid pattern within new community on the NAVFAC Hawaii site and connected to adjacent commercial/retail area on ewa side
- Mobility hub with bicycle storage facility adjacent to the station
Parks & Open Space:
- Community center and centralized park as the heart of a new community and gathering place for sporting and other civic events on the NAVFAC Hawaii site
- Blocks of new medium-density residential units without individual yards that instead include neighborhood mini-parks and landscaped pathways throughout a new community on the NAVFAC Hawaii site
- Neighborhood parks created in conjunction with new development on the Little Makalapa site
- Ample landscape and plaza space located in and around new mixed-use commercial and retail areas
- Plaza and adjoining park at the station
Urban Form:
- Building heights and massing less intense near existing low-density, single-family residences along Salt Lake Boulevard
- Larger, taller buildings of greater density located closer to Radford Drive
- Commercial development oriented toward public sidewalks with parking located in the interior or rear
- A main street beginning at the intersection of Radford and Bougainville Drives, with pedestrian plazas and entrance features, joining a new community on the NAVFAC Hawaii site and The Mall at Pearl Harbor
- Retail development adjacent to The Mall at Pearl Harbor, with the exception of retail directly facing Radford Drive, oriented toward the existing Mall and associated plazas to create a retail lifestyle center
- Area near the station developed sparsely with new buildings fitting into the existing landscape and mature shade trees to maintain park-like environment
Land Use:
- Balanced range of use types and densities
- Little Makalapa site (possibly only portions) and commercial and retail areas in the vicinity of The Mall at Pearl Harbor, including along Radford Drive, most intensively developed
- New community on the NAVFAC Hawaii site with a mix of densities and uses, including a park and school
- Retail development adjacent to The Mall at Pearl Harbor on existing large surface parking lot, potentially developed over time as new housing constructed nearby
