ĀHUA (LAGOON DRIVE) STATION AREA

Highlights from the TOD Plan are listed below. See the TOD Plan for all proposals/recommendations and more details, including the implementation framework.

Connectivity & Circulation:

  • Focus on improving the pedestrian environment, including sidewalk upgrades, around the station and establishing connections between the station and surrounding uses
  • Multi-use path connecting Waiwai Loop and Keehi Lagoon Beach Park
  • Multi-use path along Aolele Street
  • New street connection to Kakoi Street to improve connectivity in the Mapunapuna industrial area and to create secondary access in consideration of flooding and sea level rise impacts
  • Improve connectivity across Nimitz Highway for bicyclists and pedestrians
  • District parking at Ualena Street and Lagoon Drive to alleviate existing parking shortage, and take advantage of an otherwise development-restricted site
  • A roundabout, which could also include a placemaking element, at the Lagoon Drive and Aolele Street intersection to enhance bus movements, access to the station, vehicular efficiency, and pedestrian safety.

Parks & Open Space:

  • Enhance station with expanded station plazas, which could also accommodate convenience retail, dining, and outdoor seating areas
  • Incorporate enhanced landscaping and street trees on properties
  • Activate unused space within deep setbacks existing on certain properties, such as with trees and wider sidewalks

Urban Form:

  • Low building heights immediately around the station to comply with flight path restrictions
  • New mixed-use commercial buildings that are denser than existing buildings, although with variable heights and scales
  • More intensive mixed uses located closer to Nimitz Highway
  • Support removal (upon owner initiation) of a 20-foot front yard setback recorded on many properties to remove conflicts with TOD objectives of situating buildings close to the street

Land Use:

  • Retain commercial, industrial, and warehouse uses, acknowledging limited support for lodging and residential uses
  • Retail along Lagoon Drive between Nimitz Highway and Aolele Street to serve the neighborhood and rail passengers
  • Mixed-use commercial and mixed-use industrial, preferably denser, multi-story warehousing
  • Commercial land uses on HART-owned parcels under the rail guideway between Waiwai Loop and Keehi Lagoon Beach Park
  • Long-term district parking and/or a bus transfer point on vacant land within the Airport Runway Protection Zone, bordered by Ualena Street, Aolele Street, and Lagoon Drive, to address limited parking and bus stop space on site where structures prohibited
