WAIAWA (PEARL HIGHLANDS) STATION AREA

Highlights from the TOD Plan are listed below. See the TOD Plan for all proposals/recommendations and more details, including the implementation framework.
Connectivity & Circulation:
- Major park-and-ride location
- Bicycle lane along Kuala Street to link riders to the station from the upland neighborhood
- Multi-use paths from the station, along Waiawa Stream, connecting to the Pearl Harbor Historic Trail and Leeward Community College
- Walkway along the edge of the University of Hawaii (UH) Urban Garden Center to the proposed Waiawa Stream path
- New street connections built with new development
- Direct bridge connection from the station into Pearl Highlands Center
Parks & Open Space:
- Improvements to the existing UH Urban Garden Center as a centerpiece to neighborhood redevelopment and improvement of the overall green network
- New neighborhood mini parks mauka of the station to serve as community gathering places and small recreation areas
- Open space on the triangle-shaped parcel at the corner of Kuala Street and Acacia Road
- New transit plaza at Pearl Highlands Center serving as an important neighborhood gateway and outdoor open space or an interior connection through the Center
Urban Form:
- Main street designed as pedestrian-first environment within the Pearl Highlands Center
- Stronger identity for the Pearl Highlands Center and ensuring a true sense of place
- Stronger connections to transit from other shopping centers and “big box” retail to adapt from a suburban auto-oriented environment into an urban pedestrian-oriented community
- Surface parking replaced by structured parking and new mixed-use buildings constructed along street edges to enhance pedestrian nature and walkable development
Land Use:
- Most intense high- and medium-density development within 1/4 mile of the station
- Medium- and lower-density housing further away
- Housing densities and building heights generally step down as they approach existing single-family neighborhoods
- Retail establishments to remain yet continue growing and adapting
- Retail and mixed-use infill development along Kamehameha Highway, Kuala Street, and Acacia Road to create a more lively pedestrian environment and provide new jobs and services for area residents
