- Hawaii Compliance Express (HCE) Effective August 27, 2005, the Certificate of Vendor Compliance issued electronically through the Hawaii Compliance Express (HCE), officially managed by the State’s internet portal contractor, Hawaii Information Consortium, LLC, may be used for both proof of compliance prior to the award of a contract and for final payment. Prospective offerors are encouraged to register with the Hawaii Compliance Express.
- Vendor Self Service (VSS)
If you have not done so already, be sure to register your organization in VSS to create a vendor account. A vendor account is needed in order to be awarded a contract or receive payments. Vendor Self Service portal will allow you to maintain your organization’s information, receive email notifications for relevant opportunities, place bids, and view bid results.
