ROH Supplement Updates

As of March 6, 2026

Supplement No. 10 to the ROH 2021, which covers Ordinances 25-40 to 25-56, has been uploaded to the online ROH 2021 and published in hard copy. The Office of Council Services will work with American Legal Publishing, LLC to prepare Supplement No. 11. As supplements will be published only twice a year, Supplement No. 11 will cover ordinances enacted through June 2026.

As of November 30, 2022

*Recodification of the ROH 1990 is complete. Per Ordinance 22-21, the Revised Ordinances of Honolulu 2021 has been enacted. The recodified ROH 2021 took effect on November 18, 2022 and is available for inspection at the City Clerk’s Office or online.

Recently Enacted Ordinances

The Office of Council Services issues updates to the recently enacted ordinances list (new legislation) on the online ROH 2021 on a regular basis following action by the City Council.

As of March 6, 2026

Codified ordinances enacted prior to January 1, 2026 are now included in the hard copy version of the ROH 2021, as supplemented by the recent Supplement No. 10.
