The Revised Ordinances of Honolulu (ROH) is the code, or set of laws, for the City and County of Honolulu. For clarification on any part of the ROH, it is necessary to contact the department responsible for interpreting, enforcing, administering, or managing that code. Generally, the responsible department can be found at the beginning of the Chapter under “Administration and Enforcement,” or it is noted within the specific code.
We hope this online reference of the ROH is convenient and useful. The official version of the ROH is published in hardcopy. For public accessibility, the Office of Council Services provides updates of newly enacted ordinances that affect the ROH on the What’s New? Page. Please note that this website and all information within it are provided only as a reference tool.
The Revised Ordinances of Honolulu Online
Pursuant to Ordinance 22-21, the ROH 2021 took effect on November 18, 2022. Supplements to the ROH are published regularly and incorporated into the online ROH. Check back for recent updates on supplements or visit the New Legislation listing to see recently enacted ordinances.
