Follow-Up on Recommendations from Report No. 19-06, Audit of the Department of Enterprise Services Operations - Honolulu Zoo
The audit reviewed the 6 recommendations to the Department of Enterprise Services in December 2019. We found 4 recommendations are completed and 2 are in process.
Audit of the Office of Economic Revitalization
The audit found that the Office of Economic Revitalization's delayed operational establishment and emphasis on administrative development over program delivery weakened transparency, accountability, and program effectiveness. Four recommendations were made to the Office of Economic Revitalization and one recommendation was made to the Economic Revitalization Commission.
2025 National Community Survey Launch
The City and County of Honolulu has partnered with Polco, a leader in the field of civic engagement and surveying, to issue the 2025 National Community Survey. We’d like all residents and community members to participate! Randomly selected households will receive mailed survey invitations over the next few weeks. If you receive an invitation, please follow the instructions and share your input. If you aren't selected for this initial survey effort, an open participation community-wide survey is available until February 2, 2026: Click on the image to be taken to the survey.
Audit of the Fire Plans Review Revolving Fund, Resolution 25-4
The audit found that the fund's administrative structure was not consistent with ordinance requirements, and lacked transparency and accountability for the fund and its fire prevention purpose. Three recommendations were made to improve the transparency and accountability of the fund.
Audit of the Skyline Operations
The audit found ridership decrease since its opening, accessibility concerns, and a lack of multi-language information. Ten recommendations were made to the Department of Transportation Services to improve current Skyline operations.

The Office of the City Auditor has suspended its performance audit of the Honolulu Emergency Services Department’s Crisis Outreach Response and Engagement (CORE) program, due to unreliable program data and repeated shifts in the program’s mission and structure. Because this audit was suspended prior to completion, no formal audit report will be issued. Read the full memorandum here.
