CALL TO ORDER – [0:00:21]: 6:30 p.m.
Chair Pro Tem Clarissa Burkert called the Kuliʻouʻou-Kalani Iki Neighborhood Board No. 2 meeting to order at 6:30 p.m. Quorum was established with nine (9) members present via WebEx and in person. Note – This 17 – member Board requires nine (9) members to establish a quorum and to take official Board action.

Chair Pro Tem Burkert welcomed returning board members: Jeannine Johnson, Sheridan Spangler, Healani Sonoda-Pale, Shelley Ham, William Kilcoyne, Frank Fujii, and Mecca Monson-Gere. She also welcomed new board members Will Duke and Kevin Palmer. Chair Pro Tem Burkert acknowledged Zhoydell Magaoay, Neighborhood Assistant, and James, videographer.

CITY / STATE MONTHLY REPORTS – [0:03:00]
Honolulu Fire Department (HFD) – [0:03:11]: Firefighter Isaia from Engine 23 provided the following statistics for July 2025. A copy of the report can be found at: HFD August 2025 Report.
July 2025 Statistics: There were two (2) nuisance fires, one (1) activated fire alarm, 25 medical emergencies, one (1) motor vehicle collision, and one mountain rescue.

Board Member Shin arrived at 6:34 p.m. There were 10 members present.

Questions, comments, and concerns followed – [0:05:07].
1. Chair Pro Tem Burkert asked about the Palolo area sirens not working during the tsunami warning. Firefighter Isaia offered to email the neighborhood board liaison for information.
2. Board Member Sheridan Spangler noted that the Wailupe Golf Course area did not hear sirens either.
3. A resident asked who is responsible for testing sirens regularly. Firefighter Isaia clarified it is the state’s responsibility, specifically Hawaiʻi Emergency Management Agency (HI-EMA).
4. Board Member Jeannine Johnson asked about the location of the mountain rescue. Captain Esteban did not have details but offered to report back at the next meeting.
5. Board Member Kilcoyne asked if fire trucks were moved to higher ground during the tsunami. Captain Esteban confirmed that trucks were relocated to higher areas like Puuikena and near Hanauma Bay.
Honolulu Police Department (HPD) – [0:11:23]: Lieutenant Nishimura from HPD District 7 (East Honolulu) provided the following statistics for July 2025:
July 2025 Statistics: There was one (1) motor vehicle theft, six (6) burlaries, nine (9) thefts, one (1) unauthorized entry to a vehicle (UEMV) or car break-in, and 5,662 total calls for service.
Safety Tips: HPD echoed HFD’s recommendation to sign up for HNL Alert at www.hnlalert.gov for emergency notifications including weather emergencies, road closures, and water main breaks.

NA Magaoay reminded residents to report any issues with emergency siren operations, to the Department of Emergency Management (DEM) at 808-723-8960.

Board of Water Supply (BWS) – [0:13:28]: Jimmy Yanos introduced himself as the new BWS representative, replacing Christopher Sugimoto. Yanos reported no main breaks for the previous month and shared information about the Water Wisdom Program:
• Designed to support condominiums and townhome residents, owners, and property managers in reducing water usage.
• Program highlights include on-site or virtual presentations, water audits for communal areas and personalized audits for kupuna (ages 60+), and conservation materials.
• All services and materials are free.

Questions, comments, and concerns followed:
1. Board Member Shin asked why audits specifically target kupuna. Mr. Yanos did not have that information but offered to report back at the next meeting.
ANNUAL ELECTION OF OFFICERS – [0:16:39]
Chair – [0:17:19]: [0:18:06] – Board member Ham NOMINATED Clarissa Burkert for the position of Chair and SECONDED by Board member Kilcoyne. [0:18:27] – Board member Johnson MOVED and Board member Monson-Gere SECONDED to close nominations. The motion was passed with unanimous consent. Hearing no other nominations, Board Member Burkert was elected Chair; 10-0-0 [Burkert – Spangler, Ham, Kilcoyne, Burkert, Shin, Fujii, Monson-Gere, Johnson, Palmer, Duke; Nay: None; Abstain: None] – [0:19:42].

Vice Chair – [0:20:44]: [0:22:23] – Chair Burkert MOVED and Board Member Monson-Gere SECONDED to postpone the election of Vice Chair until the September 3, 2025 meeting to allow for consideration of former board member and Vice Chair Kaui Lucas, who may fill a vacancy in sub-district number seven (Niu Valley). No current board members expressed interest in the Vice Chair position. The motion to postpone was approved without objection; 10-0-0 [Aye – Spangler, Ham, Kilcoyne, Burkert, Shin, Fujii, Monson-Gere, Johnson, Palmer, Duke; Nay: None; Abstain: None] – [0:22:54].

Johnson accepted the nomination, noting she has served as Secretary for approximately 20 years. Board Member Spangler MOVED and Board Member Ham SECONDED to close nominations. Treasurer – [0:25:25]: Ham NOMINATED Sheridan Spangler for the office of Treasurer and SECONDED by Monson-Gere. Sheridan Spangler accepted the nomination, noting she has been with the neighborhood board since 1989 (36 years). Board Member Monson-Gere MOVED and Board Member Ham SECONDED to close nominations. The motion was passed with unanimous consent. Hearing no other nominations, Sheridan Spangler was elected Treasurer; 10-0-0 [Burkert – Spangler, Ham, Kilcoyne, Burkert, Shin, Fujii, Monson-Gere, Johnson, Palmer, Duke; Nay: None; Abstain: None] – [0:26:36].

Rules of speaking, time limits – [0:30:41]: Chair Burkert explained the current time limits: Speakers: 2 minutes; Reports: 3 minutes; and Presenters: 5 minutes. Chair Burkert noted the new timer provided by the Neighborhood Commission Office and thanked Shelley Ham for serving as timekeeper. [0:34:40 ] – Treasurer Spangler MOVED and Board Member Ham SECONDED to keep the current time limits as stated. Hearing no other discussions and no objections, the motion passes with unanimous consent; 10-0-0 [Burkert – Spangler, Ham, Kilcoyne, Burkert, Shin, Fujii, Monson-Gere, Johnson, Palmer, Duke; Nay: None; Abstain: None] – [0:34:50].

Recess months – [0:35:01]: [0:00:00] – Chair Burkert proposed recessing in January 2026 and June 2026. Treasurer Spangler asked about July 4th, 2026, and whether it would conflict with the meeting date. It was determined there would be no conflict. [0:36:41] – Board Member Ham MOVED and Board Member Monson-Gere SECONDED that the Board recess in January 2026 and June 2026. Hearing no other discussions and no objections, the motion passes with unanimous consent; 10-0-0 [Burkert – Spangler, Ham, Kilcoyne, Burkert, Shin, Fujii, Monson-Gere, Johnson, Palmer, Duke; Nay: None; Abstain: None] – [0:37:28].

Approval of June 4, 2025 minutes – [0:37:35]: Treasurer Spangler offered a correction to the June 4, 2025 minutes regarding the Hawaii Department of Transportation section on page three: “Due to questions from Spangler, Abe also updated on the traffic signal modernization project at the intersection of Kalani Iki and Waiʻeli Street starting late August/early September 2025. Abe asked the board to vote on where contractors should park equipment during the non-working hours and offered to have the project manager attend a future meeting. Response was Wailupe Iki park parking lot or Kilauea Avenue at Waialae Avenue outside Kahala Mall or the formerly used median on Kalanianaʻole Highway just ʻEwa of Waa Street intersection or the empty lot on the Koko Head side of Kalani High School right on the highway. This is where the Kalani High School caretaker’s cottage used to be.” The minutes were approved unanimously as amended.

PUBLIC INPUT FOR ITEMS NOT ON THE AGENDA – [0:39:46]
Traffic Signal Modernization Project – [0:39:56]: Treasurer Spangler provided background on the traffic signal modernization project, explaining her commitment to fairness for all neighborhoods. She noted her experience in the film industry working with the Teamsters Union as a production and location manager, where she protected communities from disruption. She expressed concern that the State Department of Transportation (HDOT) has not informed the board about the traffic signal modernization plan affecting Wailupe, ‘Āina Haina, and Niu Valley. She referenced a 2017 board resolution to keep state highway project trucks off city residential roads from West Hind Drive to Ainakoa Avenue.

Several residents from the Waiʻalae Golf Course Community Association expressed concerns:
1. Polly Matsuo (903 Waiholo Street) expressed concerns about noise, dust, diesel exhaust, and lights at night if construction trucks are allowed to park on residential streets. She noted existing traffic issues with the “Kalani flow” where drivers use residential streets as cut-throughs.
2. Sandy Wong (corner of Kalani Iki and Kalanianaʻole Highway) described health issues she experienced during previous construction, including high white blood cell counts due to pollution. She reported trucks idling outside her house at midnight, exhaust fumes entering her home, workers talking loudly, lights shining into bedrooms, and early morning noise starting at 4:30 a.m. to 5:00 a.m.
3. Daniel Suzuki (corner of Waikui and Waiʻeli Street) emphasized health and safety concerns, noting that Waikui Street becomes a one-way, three-lane street during school drop-off hours (7:30 a.m. to 8:00 a.m.), creating dangerous conditions. He mentioned his multi-generational family includes a 95-year-old father and 87-year-old mother who need proper rest.
4. Grace Liu (Waiʻeli Street) emphasized the need to consider all community members, including families with small children and elders. As a physician, she noted concerns about chemical hazards from trucks and the impact on daily activities.
5. [0:57:16] – Ethan Abbott (Wailupe Circle) expressed support for the community’s concerns and offered to be a liaison for the Wailupe Community Association.
6. Jon Dela Pina (Waikui Street) mentioned concerns about pedestrian safety for dog walkers, noting speeding cars and potential accidents if construction vehicles are parked on residential streets.
7. Stephanie Spangler explained she has lived in the community since 1954 and cares deeply about her neighbors. She reported that Casey Abe from Department of Transportation (HDOT) mentioned in June that trucks would park in their community because the streets were wide. She noted that despite contacting numerous officials (Ed Sniffen, John Nouchi, Stanley Chang, Tommy Waters, Sean Haruno, Patrick Tutor), they have received no responses for a month. She requested better communication, a start date, and a meeting with the contractor.
Street Light Outage – [0:54:01]: Sandra Pfund reported that eight (8) streetlights on Analii Place and Analii Street along the park entrance have been out since February 2025. She contacted the Department of Facilities Maintenance (DFM) and was told they are waiting for an excavation permit. She also contacted Chair Waters’ office but received the same response. She requested assistance as the darkness creates safety concerns.

OFFICIALS’ REPORTS – [1:03:39]
Congressman Ed Case Representative – [1:03:51]: No representative was present and no report was submitted.

Governor Josh Green Representative – [1:04:15]: No representative was present. The Governor’s newsletter can be found at: Ke Ala Hou August 2025.

City Council Chair Tommy Waters – District 4 [1:04:48]: Adam Doo provided the report which can be found at: Councilmember Waters August 2025 Report. Doo highlighted the following:
• Bill 46-25 passed second reading at the full council meeting; it requires HPD to provide local media outlets with access to dispatch radio communications in emergency situations.
• The US Army Corps of Engineers and Department of Design and Construction (DDC) hosted a public briefing on the Wailupe Bay Stream flood risk management study; Chair Waters is requesting additional meetings including a presentation to the neighborhood board. A copy of the letter from City Council Chair Waters can be found at: Wailupe Stream Flood Risk Management Study Letter.
• A RISR was submitted to the Mayor’s office regarding the Analii Street lights.
• Will work on getting HDOT representatives to contact the Spanglers and attend the next neighborhood board meeting.
• Will follow up on the siren issue in the Wailupe – Kahala area.
Questions, comments, and concerns followed – [1:09:36].
1. Treasurer Sheridan Spangler requested a letter of support from Chair Waters regarding the improper use of residential streets for staging state highway project trucks. She noted this affects multiple neighborhoods and expressed concern about the lack of communication from officials.
2. Adam Doo apologized for the miscommunication and promised to provide a letter of support by the next day. He acknowledged that while this involves a state highway, the City can urge better communication.
3. Treasurer Sheridan Spangler emphasized that City involvement is appropriate because the project is not being contained to the highway but extending onto city roads.
4. Board Member William Kilcoyne asked about the maintenance schedule for the Wailupe stream, noting vegetation has returned since the April cleaning. Adam Doo offered to follow up with Director Albano for the exact maintenance plan.
5. Sandra Fund requested follow-up on the street light issue, specifically asking where in the permitting process the excavation permit is stuck. Adam Doo promised to investigate beyond just submitting a RISR.
Senator Stanley Chang – District 9 – [1:19:35]: No representative was present and no report was submitted.

Representative Mark Hashem – District 18 – [1:19:51]: Representative Mark Hashem reported he contacted the Department of Transportation regarding the traffic signal modernization project but has not received a response. He spoke with Ed Sniffen earlier in the day, who promised to provide information, but no details were available yet. He will continue working to get information for the board.

Questions, comments, and concerns followed – [1:21:03]: Sheridan Spangler thanked Representative Hashem for his efforts, noting he called back, provided his cell phone number, and even visited her home. She expressed frustration that officials are not responding to inquiries despite normally being responsive.

Hawaiʻi Department of Transportation (HDOT) – [1:22:03]: No representative was present and no report was submitted.

CLOSING ANNOUNCEMENTS – [1:22:12]
Chair Burkert announced:
• The next regular meeting will be held on Wednesday, September 3, 2025, at 6:30 p.m. at the ‘Āina Haina Library and via WebEx.
• Sheridan Spangler mentioned the 2017 resolution regarding state highway project trucks only covers from ʻĀina Koa to ‘Āina Haina and suggested amending it to include the entire corridor from ʻĀina Koa to Kuliʻouʻou
• The Department of Parks and Recreation (DPR) is requesting community feedback by August 29, 2025, regarding increasing the number of parks available for walking leashed dogs. Under consideration in the area are Kuliʻouʻou Beach Park, Kuliʻouʻou Neighborhood Park, Niu Valley Park, Kawaikui, Nehu, ‘Āina Haina, Wailupe, and Wailupe Iki neighborhood parks. Contact Nathan Serota at nathan.serota@honolulu.gov.
• Will Duke offered information about siren issues, noting Ethann Oki at HI-EMA is the contact person for non-functioning sirens. HI-EMA’s website shows whether sirens are working.
