 s determined that our vote of August 7th did not conform to the Neighborho
 od Plan and therefore we need to reconfirm our last month’s election to 
 the Board. The Neighborhood Commission also approved our request to allow\
 , but not require\, a vacant seat in Subdistrict 2 to become a representat
 ive for the District At-Large (per Neighborhood Plan §2-15-108). This was
  only approved for one seat at the meeting and would only be through this 
 term. We have further requested that any open seat become a District-At La
 rge seat for any other vacant seat(s) for the remainder of this term. This
  will be addressed at the September Neighborhood Commission meeting.\nA. O

  Commission Office that may not accurately represent the substance and det

 written public meeting minutes\, and because the Board’s monthly meeting
  time has also been truncated by Neighborhood Commission Office limitation
 s\, such that the Board often has not had sufficient time to discuss meeti

 inutes of July 2025 were reported to have been created with the assistance

 implementation of the loud muffler law. Lieutenant Hanuna responded that t
 he department is still working with their legal team to determine how to e
 nforce it\, particularly regarding whether it can be used as probable caus
 e for a stop.\n2. Wheelies on Mopeds: Velasco expressed concern about youn
 g men doing wheelies on mopeds\, motorcycles\, and e-bikes in the Kapiʻol
 ani Park area\, especially in light of a recent fatality on the east side.
  Lieutenant H. confirmed that the department is aware of the issue and has
  ongoing enforcement efforts.\n\nDistrict 7 – Diamond Head/Kapahulu/St. 
 Louis Heights/East Honolulu – [0:04:16]: Lieutenant Thompson reported:\n
 ● July 2025 Statistics: 12 motor vehicle thefts (9 in previous month)\, 
 7 burglaries (7 in previous month)\, 16 thefts (11 in previous month)\, 8 
 unauthorized entries into motor vehicles (11 in previous month)\, and 5\,6
 62 total calls for service.\n● Diamond Head Road Collision Statistics: W
 ednesday\, January 1\, 2025\, through Thursday\, August 14\, 2025\, from t
 he District 7 side of Kapiʻolani Park to Paki Avenue\, there were 13 majo
 r collisions and 34 minor collisions\, with 11 injuries including four req
 uiring hospitalization. Two drivers were arrested for operating a vehicle 
 under the influence\, and five were flee-scene cases.\n● Safety Tips: Ba
 ck-to-school safety tips for bicycling and walking to school\, emphasizing
  the importance of helmets\, visibility\, and teaching children about traf
 fic safety.\n\nMember Witherwax arrived at 6:11 p.m.\; 9 members present.\
 n\nQuestions\, comments and concerns followed – [0:07:36]\n1. Diamond He
 ad Road Accident Statistics: Matson requested statistical reports on Diamo
 nd Head Road accidents from Kapiʻolani Park through the third lookout. Li
 eutenant Thompson responded that he had provided those statistics.\n2. Sto
 p Sign Installation: Matson mentioned that the Department of Transportatio
 n Services (DTS) would be installing two stop signs going east and west at
  Mākālei Place\, which should help with safety in the area.\n3. Printed 
 Statistics Request: Matson requested printed statistics for board members 
 to review. Lieutenant Thompson agreed to email the statistics to the Chair

 d later in the meeting.\n\n4. PUBLIC INTEREST REPORTS AND EVENT ANNOUNCEME
 NTS – [0:10:05]\n\nBoard of Water Supply (BWS) Report – [0:10:05]: Kat
 hleen Pahinui reported:\n● Main Break: One main break occurred at 2863 K
 alākaua at the end of July\, 2025 involving an 8-inch main.\n● Water Wi
 sdom Program: It is a program designed to support condominium and townhome
  residents\, owners\, and property managers in reducing water usage.\n● 
 Rebates: $100 rebates are available for toilet replacements for condominiu
 m and townhome residents.\n● Monsarrat Project: A water system improveme
 nt project on Monsarrat Avenue began the week of July 21\, 2025\, which wi
 ll have some traffic impacts.\n● Lawsuit Update: It is too early to prov
 ide updates on the $1.2 billion lawsuit.\n● Diamond Head Fencing: Painti
 ng is complete on the Diamond Head fencing project\, with native plants no
 w being established that will eventually hide the fencing.\n\nQuestions\,

 rigation: Chair Welch asked if the plantings at Diamond Head were being ir
 rigated. Pahinui confirmed they were.\n2. Monsarrat Project Road Closures:
  Chair Welch asked about potential road closures for the Monsarrat water m
 ain project. Pahinui explained it would affect the area near Unity Church 
 and the school with daytime lane closures.\n\nKapiʻolani Community Colleg
 e (KCC) Updates – [0:15:00]: Lisa Yamamoto announced that the fall semes
 ter will begin on Monday\, August 25\, 2025\, for KCC and the rest of the 
 ten campuses of the University of Hawai’i system.\n\n3. FILLING OF VACAN

 ard approved to request the Neighborhood Commission on changing one vacant
  Subdistrict seat to an At-Large seat for the 2025-2027 board term. He ask

 ts to At-Large.\n\nSubdistrict 2 – [0:18:05]: No volunteers.\n\nAt-Large
  – [0:18:43]: Two candidates\, Kathryn Stanaway and Chad Wasden\, introd
 uced themselves and expressed interest in the At-Large seat:\n● Kathryn 
 Stanaway: Has lived in Hawai’i for 17 years\, graduated from William S. 
 Richardson School of Law in 2017\, works for the State of Hawai’i in nat
 ural resource management.\n● Chad Wasden: Has lived in District 3 for te

  Community Meeting: Chair Welch reported a well-attended community meeting
  of 200-300 residents with State Representative Grandinetti and City Counc
 il Chair Waters at Liholiho Elementary School. Several board members parti
 cipated along with representatives from police\, the mayor's office\, and 
 DTS. The elected officials listened to community concerns about speeding\,
  traffic safety\, and bus routes. Welch noted that the meeting ran smoothl
 y but could have used more time given the high level of community engageme
 nt.\n\n11. BOARD MEETING MINUTES WITH MEETING RECORDING TIMESTAMPS FOR APP
 ROVAL – [2:42:53]\n\nArtificial Intelligence (AI) Suggestion and Return 
 Request – [2:42:53]: Chair Welch suggested returning the draft minutes t
 o the Neighborhood Commission Office (NCO) for completion using AI tools. 
 Matson raised concerns that the minutes have been insufficient with the om
 ission of comments\, questions\, concerns\, and responses. Matson noted th
 at the July 2025 minutes included summaries of comments\, questions\, and 
 concerns with speakers noted\, possibly due to new leadership at the Neigh
 borhood Commission. Matson recommended returning the minutes to the NCO.\n
 \nNinja AI – [2:48:47]: Neighborhood Assistant Rachel Cristobal announce
 d that the Neighborhood Commission Office is now using AI software called 
 "Ninja AI" to create their written summary for video record. With this new
  AI system\, the questions asked and responses provided during meetings ar
 e included in the written summary for video record. This change was made b
 ecause some board members requested a return to the older\, more detailed 
 record of board meetings.\n\nSending Minutes Back to NCO – [2:51:16]: Ma
 tson MOVED to return the minutes to the NCO to properly complete them as d
 rafts\, but there was no second.\n\nTsunami Preparedness – [2:51:30]: St
 . Denis shared comments about tsunami preparedness.\n\n12. ANNOUNCEMENTS:
