Chair Dean Hazama called the meeting to order at 7:00 p.m.; Quorum was established with eight (8) members present. Note – This nine (9) member Board requires five (5) members to establish a quorum and to take official Board action.

• May 2026 Statistics: There were 6 activated alarms (no fire), 25 medical emergencies, 2 motor vehicle incidents.
• Safety Tip — Hurricane Season: Hurricane season runs Monday, June 1, 2026 through Monday, November 30, 2026. Residents are encouraged to visit https://www.honolulu.gov/dem to learn about risks, how to prepare, and what to do before, during, and after a hurricane. Check your insurance policies; standard homeowner and renter insurance policies typically do not cover hurricane damage; residents should review appropriate supplemental coverage and prepare window protection.

Honolulu Police Department (HPD) – [0:04:35]: Lieutenant S. Vierra, Night Watch Commander from District 2 Wahiawā Police Station, highlighted the following:
• May 2026 Statistics: 4 assaults, 0 burglaries, 0 robberies, 2 unauthorized entries into motor vehicles (UEMVs), and 13 motor vehicles reported, and 307 calls for service.
• Safety Tip – Online Scam Prevention: Residents are advised not to click suspicious links or respond to unsolicited texts, emails, or calls; verify senders independently; be cautious about what is shared online; use credit cards for safer fraud protection; and never pay via gift cards, which is a common scam tactic.

Board of Water Supply (BWS) – [0:07:14]: Steven Norstrom reported no main breaks in the Mililani Mauka district and highlighted the following:
• June Announcement – 2026 Semi-Annual Water Quality Report: BWS conducts thousands of annual tests on water sources and distribution systems. Results are mailed to customers twice a year – first mailing by Wednesday, July 1, 2026, second in December 2026. Military Representative Report – [0:08:45]: Lieutenant Colonel Melander, U.S. Army Garrison Hawaiʻi, highlighted the following:
• Remainder of June 2026 Training: The public is advised that small arms blank fires will occur in the East Range during jungle tactics training on weekdays through the end of June, from 6:00 a.m. to 6:00 p.m.; Artillery, motor and demolitions live fire training on Schofield Barracks will occur on June 18, 22, and 23 (4:00 a.m.–midnight).
• Hiring Fair: Tuesday, June 23, 2026 at AMVETS West Oʻahu Veteran Center, 8:30 a.m.–2:00 p.m., and Tuesday, July 21, 2026 at Aliamanu Military Reservation (AMR) Gym, 8:30 a.m.–2:00 p.m. The fairs are open to the public; provisional job offers may be made on-site. Walk-ins are welcome; bring two references, proof of I.D., Social Security card, and a resume. Positions include business operations, outdoor recreation, child youth services, and more. Neighborhood Commission Office Presentation – [0:11:25]: No representative present at this time.
Update on ServPac Data Center – [0:11:30]: Chair Hazama noted the item will be postponed to the July 2026 meeting.
Update on Memorandum of Understanding (MOU) Between Department of Education (DOE) & Department of Parks and Recreation (DPR) on Community Use of Mililani Middle School Parking Lot – [0:11:40]: Chair Hazama reported the MOU has been a nearly three-year effort. The city previously returned the document to the state, and it had been pending with DOE for two to three months. Deputy Director Carrie Castle (Mayor’s Office) announced that the MOU was signed by the state and returned to the City’s Department of Parks and Recreation (DPR), where it was being processed through the Corporation Counsel’s office and would be finalized the following day.
Neighborhood Plan §2-14-106 Three Absences Notice – Board Member Dave Fields – [0:15:00]: Chair Hazama explained that under the Neighborhood Plan, any board member missing three or more meetings within a board year (July 1, 2026 –June 30, 2026) is sent a formal notice and the matter is placed before the board for action. A notice was sent to Member Fields. Due to technical difficulties, we returned to this item at a later time in the meeting.
VI. RESIDENT/COMMUNITY CONCERNS – [0:18:00]
State Military and Community Relations Office (MACRO) Series – [0:18:30]: Zoë Wilks, a representative from the State Military and Community Relations Office introduced a series called Community Conversations aimed at gathering community input on military training lands. These small group discussions are designed to foster collaboration between the military and local communities. Interested parties were invited to connect via provided contact information and QR codes. Board members asked clarifying questions. Chair Hazama indicated Member Tamashiro would take the lead for the board.
VII. ELECTED OFFICIALS – [0:22:00]
Office of Governor Josh Green – [0:22:00]: Melanie Martin, Deputy Director for Administration at the Department of Corrections and Rehabilitation, representing the Governor’s office highlighted the following:
• Acting Governor: Governor Green has been out of town since Monday, June 8, 2026; acting roles have transitioned through the Lieutenant Governor and Budget & Finance Director Seth Colby. Keith Reagan is currently serving as Acting Lieutenant Governor through Tuesday, June 23, 2026.
• Newsletter Highlights: Wahiawā Dam rehabilitation project; hurricane season preparedness.
• HOA Jurisdiction Follow-Up: In response to April 2026 questions, the Real Estate Branch oversees condominium regimes but has no jurisdiction over planned community associations (HOAs).

North Shore Farm Flood Mud Removal Funding: Member Melendrez asked about a federal program offering 75% funding to remove flood mud from Waialua-area farms if a state or county entity contributes 25%. Deputy Director Martin said she was not aware of the program but offered to follow up if Member Melendrez emailed details to melanie.martin@hawaii.gov.
Office of Congressman Ed Case – [0:27:05]: No representative present at this time.
Office of Mayor Rick Blangiardi – [0:27:15]: Carrie Castle, Deputy Director of City Department of Budget and Fiscal Services highlighted the following:
• Kona Lows Federal Emergency Management Agency (FEMA) Update: Approximately 3,600 residents applied for FEMA assistance following the Kona Low storms; about $14 million has been paid out to date. FEMA will reimburse 75% of qualified city damages, with the city covering the remaining 25%. The full reimbursement process is expected to take years.
• Small Business Micro-Loans: The City’s Office of Economic Revitalization is offering loans of $5,000–$50,000 at a fixed 6–8% interest rate, with 2 to 4-year terms, targeted at small businesses/entrepreneurs in operation three years or less who may have limited credit access. 1. COVID Hazard Pay – TheBus Status: Member Melendrez asked for a status update on COVID hazard pay for TheBus drivers, referencing the May 2026 minutes. Deputy Director Castle clarified that her May 2026 statement referred to Honolulu Fire Department personnel, not bus drivers. She stated firefighters are being processed first; TheBus drivers will follow.
Office of Councilmember District 8, Val Okimoto – [0:33:30]: Pua Smith-Kauhane highlighted the following: no new legislative updates at this time; the office has been focused on budget review.

Office of Councilmember District 2, Matt Weyer – [0:36:20]: Kelly Anaya highlighted the following:
• Department of Parks and Recreation (DPR) Community Survey: DPR is conducting a 17-question public survey open through Monday, June 29, 2026. The survey is available online and in hard copy at the Sheridan Community Park and Kapolei Hale. The survey will help DPR develop performance measures and improve services.
• Central Oʻahu Regional Park Soil Testing: Soil testing was completed by City Department of Environmental Services (ENV) and met all State Department of Health requirements; no harmful contaminants were detected. Once grass is restored and fencing removed, the park is expected to reopen within a couple of months.

1. Affordable Housing Fund Access: Member Melendrez inquired how construction firms in development could access the cities provisionally allocated $99.8 million for teacher/first responder housing and mixed-income projects. Kelly Anaya indicated she would look into the process and follow up.
2. Weed Circle Trees in Haleʻiwa: Member Rogers asked about the status of trees at Weed Circle in Haleʻiwa that may have been damaged when storm debris and dirt was piled there. Kelly Anaya said she was aware of the issue from another meeting and would follow up with the appropriate department.
Office of Senator District 17, Donovan Dela Cruz – [0:40:10]: Charles Miller highlighted the following:
• Nourish Hawaiʻi Memorandum of Agreement (MOA) Signed: Last month at Mililani High School, a MOA was signed between state departments to advance the goal of 30% locally sourced food in school lunches by 2030 and 50% by 2050, anchored by the Central Oʻahu food hub in Whitmore.
• Legislative Calendar: Governor must file intent to veto by Tuesday, June 30, 2026; final veto deadline is Wednesday, July 15, 2026.
Office of Representative District 38, Lauren Matsumoto – [0:41:17]: Representative Matsumoto highlighted the following:
• Mid-Session Survey Results: Results from Representative Matsumoto’s mid-session survey (453 responses) are available at repmatsumoto.com. Topics covered a range of bills moving through session.
• End-of-Session Mailer: A full end-of-session mailer covering all bills will be distributed next month.
Office of Representative District 46, Amy Perruso – [0:42:37]: Yvone Yoro highlighted the following:
• Stream Management Canvassing in Waialuā: Representative Perruso has been canvassing in the Waialua area to gather deeper community input on stream and flood maintenance concerns, and will continue through her district.
• Disaster Preparedness Expansion: Expanding the community-based HARP (Hawaiʻi Aloha Response Program) groups to build neighborhood phone trees and deeper neighbor connections. Thanks was expressed to all neighborhood coordinators involved in recent years.
Office of Representative District 37, Trish La Chica – [0:44:30]: Tiana Tenorio highlighted the following:
• 2026 Legislative Session Highlights: Concluded with measures supporting school transportation, school meals, artificial intelligence safeguards, healthcare protections, and pedestrian safety.
• Graduation Engagement: Representative La Chica’s office attended 16 graduation ceremonies and May Day celebrations across the district. At Kanoelani Elementary School, Principal Bloomberg fulfilled a promise to shave his head after the school reached a 94% attendance rate.
• Show Aloha Sign Waving Event: Coordinated with HPD and Transforming Communities with Aloha to encourage residents to remain vigilant, lock vehicles, and report suspicious activity.
• Mililani Cemetery Road Repaving: Working with Mililani Mortuary and Kamehameha Schools to repave the road leading to Mililani Cemetery.
• Pest Infestation: Addressing a severe pest infestation affecting residents in the Aoao Kumelewai Court residence area.

1. Mililani Cemetery Road Paving Scope: Member Kuehu asked whether the paving project would include the side road leading to Waiawa Prison. Tiara Tenorio said she would confirm the scope but noted the Mililani Cemetery Road is confirmed; she will follow up on the Waiawa Prison side road.

1. Department of Education (DOE) Summer Food Programs: Member Kuehu asked if Committee Chair Melendrez had information on DOE-supported summer food programs at local schools. Committee Chair Melendrez noted it is a state-level item available on the DOE website, and highlighted that Mililani schools have adopted a practice of covering lunches for students who cannot afford them through PTSO fundraising efforts.

Neighborhood Plan §2-14-106 Three Absences Notice – Board Member Dave Fields – [0:54:54]: Member Fields participated via WebEx chat and stated he had nothing to add, though he noted his absences were related to attending board meetings in California for his church. The NCO representative clarified that the only available board action was to declare the seat vacant; the board could not formally ratify continued service.
Kuehu MOVED and Rogers SECONDED to declare the seat vacant. Further discussion followed. Hearing no further discussion, a roll call vote was conducted. 5-2-0 (Aye: Kuehu, Melendrez, Miyamoto, Rogers, Hazama; Nay: Agader, Oishi; Abstain: None) – [1:03:30].

1. Seat Vacancy: Chair Hazama note the seat vacancy will be placed on the July 2026 agenda. Member Fields and any interested community members may attend the next meeting to express interest in the open position.
2. Hybrid Meeting: Member Rogers expressed her frustrations with hearing and seeing individuals that attend the meeting virtually via WebEx and noted not seeing board members attend in-person in a long time. Chair Hazama provided a response.
3. Invite: Member Melendrez requested that a message is relayed to Member Fields that he is welcome to come back to express interest of filling the vacancy at the next board meeting.
