Honolulu Fire Department (HFD) – [0:02:56]: Firefighter Ryan Canotal from Station 41 provided the report and highlighted the following: one nuisance fire and two activated alarms with no actual fires; 26 medical calls; one mountain rescue; July fire safety tips focused on wildland fires, including reducing ignition risk by maintaining yards, clearing vegetation around campfires, and ensuring machinery is properly maintained.

Questions, comments, and concerns followed – [0:04:13]
• Chair pro tem Hazama reported that the Honolulu Fire Department completed their investigation of the Mililani Mauka fire and passed information to other agencies to continue the investigation. He thanked the fire chief for submitting the report and noted it took eight days to completely extinguish the fire in a remote area, with military assistance providing flight hours and water drops. He also thanked the Mayor’s representative Carrie Castle for setting up the meeting.

Honolulu Police Department (HPD) – [0:05:49]: Lieutenant R. Baysa with Sergeant John Yoshioka provided the report and highlighted the following: July statistics for Mililani Mauka and Launani Valley showing zero assaults, one burglary, zero robberies, zero car break-ins, and 159 calls for service; summer safety tips for visiting parks and beaches; information about a recent Gun Buyback Program at Wahiawa Station that collected 234 guns (117 handguns, 13 shotguns, 92 rifles, 12 assault rifles) and 70 pounds of ammunition.

Questions, comments, and concerns followed – [0:08:15]
• Daniel M. Gabriel asked about the gun buyback program, specifically who determined that Foodland gift cards would be used and where the funding came from. Lieutenant Baysa responded that the gift cards are simply an incentive, and Foodland was gracious enough to provide them. He explained many people turning in firearms are elderly individuals who have inherited unwanted guns from deceased spouses.

Board of Water Supply (BWS) – [0:10:04]: Kathleen Elliott-Pahinui provided the report and highlighted the following: no main breaks in the past month; announcement of the annual Unthirsty Plant Sale on Saturday, August 2, 2025 from 9:00 a.m. to 1:00 p.m. at the Hālawa Xeriscape Garden; vendors will be selling low-water, low-maintenance plants; plant doctors from the UH Master Gardener program will provide advice; free soil conditioner will be available.

Military Representative Report – [0:11:46]: Lieutenant Colonel Melander provided the report and highlighted the following: update on the Schofield Barracks range fire that burned approximately 600 acres, with air operations conducted by 25th Aviation Brigade and Hawaii Air National Guard using Blackhawks and Chinook helicopters that dropped more than 660 gallons of water; training schedule for July including East Range jungle and ranger tactics from 6:00 a.m. to 6:00 p.m. weekdays, aviation training July 21-25 from 6:00 a.m. to 6:00 p.m., and artillery/mortar/demolitions training from 5:00 a.m. to midnight July 25-31; announcement of the Joint Pacific Multinational Readiness Center (JPMRC) exercise planned for October-November; the next job fair is on Tuesday, August 19 at Helemano Military Reservation from 8:30 a.m. to 2:00 p.m.

Questions, comments, and concerns followed – [0:14:30]
• Board Member Kuehu asked about aircraft flying over residential homes, noting that on Saturday night around 8:45 p.m., two aircraft were seen flying low over Launani Valley. Lieutenant Colonel Melander said he would look into whether flight paths are supposed to avoid residential areas and provide an answer.

V. ELECTION OF OFFICERS AND DETERMINATION OF BOARD DETAILS – [0:15:42]

Election of Board Officers – To serve from July 2025 to June 30, 2026 – [0:15:50]: Member Rogers commented if there aren’t any officers who wanted to resign their officer positions that they can make a motion to keep all the officers the same if the Board has a unanimous consent. Chair pro tem Hazama asked the Board if there is anyone wishing to be a Board officer as well as if the previous termʻs Board officers are still willing to serve as a Board officer.

[0:17:00] – Member Rogers MOVED and Kuehu SECONDED to retain the previous term’s officers: Chair, Vice Chair, Treasurer, and Secretary. Hearing no discussion or objections, the motion was ADOPTED; 8-0-0 (Aye: Agader, Kuehu, Melendrez, Miyamoto, Oishi, Rogers, Tamashiro, Hazama); Nay: None; Abstain: None) – [0:18:09].

Meeting Date, Time, Location, and Format (Virtual Component) – [0:18:20]: Member Kuehu and Member Rogers objected to the virtual component but did not oppose the overall motion. [0:18:50] – Chair Hazama proposed retaining the previous term’s meeting date/time/location/format: Third Tuesday/7:00 p.m./Mililani Mauka Elementary School Cafeteria/ with a virtual component via WebEx. After further discussion, the motion was ADOPTED; 8-0-0 (Aye: Agader, Kuehu, Melendrez, Miyamoto, Oishi, Rogers, Tamashiro, Hazama); Nay: None; Abstain: Kuehu) – [0:19:30].

Determination of Board Recess Schedule – [0:19:40]: [0:19:45] – Chair Hazama proposed to recess for August 2025, December 2025, and March 2026. Adoption of Oral Testimony Rules – [0:20:12]: [0:20:13] – Chair Hazama proposed retaining the previous term’s oral testimony rules: three (3) minutes for public comments and presentations by mutual agreement of presenter and the Chair. Hearing no discussion or objections, the motion WAS ADOPTED; 8-0-0 (Aye: Agader, Kuehu, Melendrez, Miyamoto, Oishi, Rogers, Tamashiro, Hazama); Nay: None; Abstain: None) – [0:20:35].

Formation of Committees – [0:20:41]: Chair Hazama stated he would contact each board member to determine committee preferences and present a list at the next meeting.
Questions, comments, and concerns followed – [0:21:00]
• Board member Kaapu asked whether the board should consider having a meeting in August 2025 instead of recessing, given the large community meeting scheduled for July 30, 2025. Chair Hazama responded that the July 30th meeting would be a special board meeting and there would be enough time to address any follow-up issues, noting they could always reconvene if necessary.

VI. BOARD BUSINESS – [0:21:44]

Update on Affordable Housing Project at Mililani High School – [0:21:45]: Cheri Nakamura from the Hawaii School Facilities Authority (HSFA) provided an update and highlighted the following: On June 24, 2025, Acting Governor Sylvia Luke signed House Bill (HB) 329 into law (Act 204), which includes a $2 million appropriation for the Mililani High School teacher workforce housing project; the project location was moved from site A to site B by the athletic fields; a recent employee survey confirmed strong teacher demand for rental housing, with Mililani being the most desirable location on Oʻahu among teachers surveyed.

Questions, comments, and concerns followed – [0:24:20]
• Board Member Kuehu asked about the demographics of the teachers surveyed. Sheri Nakamura explained it was a statewide survey with a 43% response rate, focused on educators most likely to need housing.
• Board Member Kuehu also asked about the timeline for site B development. Sheri Nakamura responded that they don’t have a firm timeline as they are still working on details regarding boundary lines and site control, but they are earnestly working with DOE to progress the project.

Update on Memorandum of Understanding (MOU) between Dept. of Education and City Parks and Recreation on Community Use of New Mililani Middle School Parking Lot – [0:27:05]: Chair Hazama reported that DOE presented the City with an updated MOU on Wednesday, July 2, 2025 that is being reviewed by City Department of Parks and Recreation. Further updates were provided during the Mayor Representative report.

VII. RESIDENT/COMMUNITY CONCERNS – [0:27:41]: No concerns at this time.
Special Neighborhood Board Meeting – [0:27:50]: Chair Hazama announced a special neighborhood board joint meeting on Wednesday, July 30 at 6:30 p.m. at Leilehua High School cafeteria regarding the Kamananui gondola project on the North Shore. This will be a joint meeting with Mililani Town Neighborhood Board, Wahiawa Neighborhood Board, and North Shore Neighborhood Board. He provided background on the project, noting that the applicant received a Conditional Use Permit (CUP) minor over 10 years ago and is now asking the Department of Planning and Permitting (DPP) to revise conditions. He expressed concern that this should have been classified as a CUP major due to the project’s size and that if the developer wants to revise conditions, the entire permit process should start over.

• Board Member Rogers commented that Kamehameha Highway is extremely dangerous with frequent accidents, and expressed concern about City Department of Planning and Permitting not attending the meeting.
• Board Member Kuehu suggested inviting military representatives to the meeting since they have facilities in the area that could be impacted, including on Mount Kaʻala. Chair Hazama agreed to check with the North Shore Neighborhood Board about inviting military representatives.

Office of Mayor Rick Blangiardi – [0:34:12]: Deputy Director Carrie Castle (City Department of Budget and Fiscal Services) provided the report and highlighted the following: Department of Community Services now offers online learner’s permit tests; Skyline Rail is conducting an emergency preparedness drill from 10:00 p.m. to 6:00 a.m. in preparation for opening segment two, which will include stops at the Daniel K. Inouye International Airport, Pearl Harbor, and Lagoon Drive with a target opening date of October 1st; update on the Mililani Middle School parking lot MOU, proposing a combination lock system where the code would be issued to permit holders and a follow-up meeting will be held on Wednesday, July 30, 2025.

Questions, comments, and concerns followed – [0:39:12]
• Chair Hazama expressed frustrations that resolving the lock issue for the Mililani Middle School parking lot has taken two and a half years.

Office of Mayor Rick Blangiardi – Continued – [0:39:45]: Ms. Castle continued her report and shared that the Mililani Mauka emergency access road is complete and ready for use in the case of an emergency.

Questions, comments, and concerns followed – [0:41:09]
• Board Member Rogers inquired if the city buses will be using the emergency access road. Carrie Castle replied and confirmed the city buses will not be using the road.
• Board Member Melendrez asked about signage for the emergency access road, noting there is a locked chain across the entrance with no information about who to contact in an emergency. Deputy Director Castle said she would look into the signage issue.
• Chair Hazama suggested adding signage and red paint to prevent vehicles from parking in front of the emergency access gate.
• Board Member Kuehu noted that vehicles from the neighboring marketplace frequently park in front of the emergency access area, and existing no-parking signs are faded. She explained that HPD officers have told her they cannot issue citations without proper signage, even with red curb paint.

Office of Mayor Rick Blangiardi – Continued – [0:45:33]: Ms. Castle continued her report and provided an update on the road repaving project, stating that phase one is substantially complete and phase two began in May 2025 but is currently paused as the concrete contractor is tied up with other commitments. Work is expected to resume in August 2025, with road paving beginning in late 2025 and completion expected by summer 2026.

• Board Member Melendrez requested a map showing which streets will be repaved. Carrie Castle agreed to request this information.
• Chair Hazama asked if the work would include addressing tree root problems before repaving. Carrie Castle said she would inquire about this.

Office of Councilmember District 8, Val Okimoto – [0:49:30]: Councilmember Val Okimoto provided the report and highlighted the following: distribution of her June newsletter with survey results showing public safety, education, health and wellness, and affordable housing as community priorities; introduction of Bill 49 (2025) and Bill 50 (2025) related to real property tax, which would increase homeowner exemptions for kupuna taxpayers and the base exemption amount; update on the Ocean Safety Commission; and a presentation of a certificate of recognition to outgoing board member Anna Hudson.

Questions, comments, and concerns followed – [0:54:45]
• Chair Hazama asked about committee assignments following the council reorganization. Councilmember Okimoto explained she now serves as chair of the Budget Committee, is a voting member on the Zoning Committee, vice chair of Planning Infrastructure and Technology, continues as a voting member on Public Safety, and serves on the International and Legal Affairs Committee and Executive Management Committee.

Office of Councilmember District 2, Matt Weyer – [0:56:01]: Kelly Anaya provided the report and highlighted the following: approval of the $3.93 billion executive operating budget and $1.28 billion capital improvement budget; funding allocations including $4 million for the Wahiawa ambulance unit facility, $900,000 for an additional playing field and parking lot at Patsy Mink Central Oahu Regional Park, and $800,000 for tree farm improvements; Councilmember Weyer’s participation in the 53rd anniversary of Title IX; and the 11th Annual Bio-Economy Forum; and a request for clarification of a question regarding e-bike legislation.

Office of Senator District 17, Donovan Dela Cruz – [0:59:05]: Charles Miller provided the report and highlighted the following: the 59th annual Farm Fair was held in Whitmore Village; Governor signed House Bill (HB) 427 (Act 236) regarding biosecurity, which allows the Governor to declare biosecurity statewide emergencies, allocates $26.6 million to fund 44 new positions, and renames the Department of Agriculture to the Department of Agriculture and Biosecurity; Governor signed Senate Bill (SB) 222 (Act 246) extending the illegal firework task force to 2030.

Office of Representative District 38, Lauren Matsumoto – [1:00:44]: Representative Matsumoto provided the report and highlighted the following: distribution of her Session Wrap-up Newsletter; ongoing work to get information on signage for the emergency access road; passage of 322 bills by the Hawaiʻi State legislature this session; encouragement for constituents to sign up for her e-newsletter at www.repmatsumoto.com; announcement that she is drafting legislation and encourages community input; completion of her term as national chair of Women in Government; changes in her committee assignments, now serving on Agriculture and Environmental Protection instead of Economic Development and Tourism.

Questions, comments, and concerns followed – [1:05:00]
• Board Member Kuehu asked about adding lighted school crossing signs at crosswalks, particularly near Kipapa Elementary School, noting these would be more effective than speed humps. Representative Matsumoto agreed this would be helpful, especially given the multiple close calls at Kipapa Elementary in recent years, and said she would make this suggestion.
• Board Member Rogers asked about fireworks enforcement on July 4th. Representative Matsumoto noted she didn’t have specific data but observed that July 4th typically doesn’t see as much fireworks activity in Hawaiʻi as other holidays.

Office of Representative District 46, Amy Perruso – [1:08:56]: Representative Perruso provided the report and highlighted the following: impacts of the federal “One Big Beautiful Bill Act” including cuts to Medicaid, Supplemental Nutrition Assistance Program (SNAP), and renewable energy subsidies that will affect electricity rates; work with state legislators across the country on maintaining renewable energy progress; collaboration with advocacy groups on allocating $50 million to critical nonprofit work; mentoring for the Seeds of Peace Girls Talk Back program; plans for a community forum in late August.

Office of Representative District 37, Trish La Chica – [1:12:47]: Representative La Chica provided the report and higlighted the following: her House Bill (HB) 1231 was signed into law and is now Act 212, which establishes the largest dedicated funding source for the Safe Routes to School program; the Safe Routes to School funding will provide infrastructure within a one-mile radius of school zones; update on the Kipapa Elementary crosswalk project on Kuahelani Avenue, where a speed study is being completed; Neighborhood Board joint meeting on Wednesday, July 30, 2025; Mililani Mauka Phase 24 road rehabilitation project update; a follow-up response on concerns relating to parking issues on ʻĀinamakua Drive due to repaving of the roads in the area; helping run the admission gate for the Hawai’i State Farm Fair; there were no citations in the community during the Fourth of July weekend; upcoming site visits that are scheduled for House committees; updates on various district projects the State Department of Transportation is currently addressing; introduced her Office Manager, Tosa Lobendahn and UH Manoa Summer Intern, Stella Adeyemi; and noted the Department of Education will be meeting with Department of Parks and Recreation to discuss the MOU on Wednesday, July 2, 2025.

State Department of Transportation, Casey Abe – [1:21:00]: Casey Abe provided the report and highlighted the following: Deputy Director Robin Shishido will meet with City DTS Deputy Director Jon Nouchi on Friday to discuss the MOA for the emergency access road; maintenance crews have addressed graffiti issues; replaced the Pineapple Road overpass sign; coordinated with Hawaii Telecom to replace a damaged utility box cover; landscape contractors cut back overgrowth vegetation along the H-2 freeway; materials for repairing the steel plates on the H-2 freeway are expected by the end of July with repairs completed by the August 19th neighborhood board meeting; plans to install raised crosswalks and rectangular rapid flashing beacons at various H-2 on-ramps and off-ramps.

• Board Member Kuehu expressed concern about the plan to install a raised crosswalk at the H-2 southbound off-ramp to Mililani Town, noting that vehicles coming off the freeway at 35-45 mph would hit the raised crosswalk in a turn. She suggested a rectangular rapid flashing beacon would be more appropriate. Mr. Abe said he would discuss this with the traffic branch.
• Chair Hazama asked about plans for the H-2 southbound loop on-ramp. Mr. Abe said he would check on this.
• Board Member Kuehu requested that Mr. Abe provide his presentation slides to the board for better review of the proposed changes. Mr. Abe agreed to send the slides to the neighborhood board assistant for distribution.
