A committee meeting was held in-pers on on May 14\, 2026\, chaired by Jade Lau and attended by committee member s Jennifer Barra\, Bill Hicks and Max Markrich\, Councilmember Esther Kia ’aina\, and residents Crystal Branco\, Steve Frederick\, Kaliko and Momi Loveland\, Linda Nikcevich\, and Frank Nyross.\n\n2. Minutes were approve d\n\n3. Announcements: Councilmember Esther Kiaʻaina shared updates on th e North Kalaheo bridge project\, noting that DDC is aware of the traffic i ssues. All of the traffic lights are in the process of having the timing u pdated to create a better flow. All residents are encouraged to email DDC@ Honolulu.gov or call (808) 768-8400 and state your concerns about the traf fic flow. It was suggested to request a Kailua bound flow in the afternoon or extended contra flow times.\n\n4. Continuing Issues.\na. Lanikai Traff ic Management Plan – DTS Director Roger Morton will be at the June 4\, 2 026 meeting to give update on the implementation plan.\nb. Traffic managem ent improvement at Ulupii St and Kalanianaole Hwy. -- Olomana resident Cry stal Branco discussed the results of an Olomana Association poll of Oloman a residents\, where 119 of 330 households responded. Regarding the questio n “The Kailua Neighborhood Board voted to approve the installation of a light at the Ulupi’i and Kalaniana’ole intersection. Do you support in stalling a traffic light to provide all Olomana residents with a safe way to exit the community?” 100 responded yes (84%) and 19 responded no (16% ). Bill Hicks briefed the Kailua Neighborhood Board 2026 annual survey que stion “The Olomana community consists of about 1\,200 residents and incl udes Maunawili Elementary School (MES). There are three intersections betw een the community and Kalaniana’ole Highway\; all of them provide diffic ult challenges leaving the neighborhood during morning rush hour. Would yo u support installing a traffic signal at the Ulupi’i intersection (at ME S) to provide all Olomana residents with a safe way to exit the community? This initiative would also include better traffic signal timing at the Ca stle Hospital intersection so the flow from both Waimanalo and Kailua is b etter balanced (goal of one light cycle to get through) to increase effici ency.” The results were yes 170 (86%) and no 27 (14%). Max Markrich move d\, Jade Lau seconded the following motion which passed 4-0:\nMotion Reque sting a Traffic Signal at Ulupi’i Street and Kalaniana’ole Highway\nWH EREAS\, in April 2026 the Olomana Association conducted a poll of Olomana residents\, and 119 of 330 households responded. The poll included the que stion: “The Kailua Neighborhood Board voted to approve the installation of a light at the Ulupi’i and Kalaniana’ole intersection. Do you suppo rt installing a traffic light to provide all Olomana residents with a safe way to exit the community?”\nThe results were: YES 100 (84%) NO 19 (16% )\nWHEREAS\, at the 2026 I Love Kailua Town Party\, the Kailua Neighborhoo d Board survey included: “The Olomana community consists of about 1\,200 residents and includes Maunawili Elementary School (MES). There are three intersections between the community and Kalaniana’ole Highway\; all of them provide difficult challenges leaving the neighborhood during morning rush hour. Would you support installing a traffic signal at the Ulupi’i intersection (at MES) to provide all Olomana residents with a safe way to exit the community? This initiative would also include better traffic sign al timing at the Castle Hospital intersection so the flow from both Waiman alo and Kailua is better balanced (goal of one light cycle to get through) to increase efficiency.”\nThe results were: YES 170 (86%) NO 27 (14%)\n WHEREAS\, by a vote of 18-1\, on 9/4/14 the Kailua Neighborhood Board adop ted the following resolution:\n“The Kailua Neighborhood Board requests t he State of Hawaii Department of Transportation (HDOT) to expeditiously in stall an appropriate traffic signal at the intersection of Ulupi’i Stree t and Kalaniana’ole Highway.”\nTHEREFORE BE IT RESOLVED THAT the Kailu a Neighborhood Board reiterates its request that the State of Hawaii Depar tment of Transportation (HDOT) expeditiously install an appropriate traffi c signal at the intersection of Ulupi’i Street and Kalaniana’ole Highw ay in order to provide a safe egress for this community of 1\,200 resident s.\nc. No parking on Kaha Street between Kihapai Street and Kaha Park.- NO PARKING signs have still not been put up\, as well as the update on Stop signs being put in at the intersection of Kaha St and Kihapai St a follow up with DTS is recommended.\nd. Lani Huli Senior Apartments Parking Policy for Residents Lani Huli resident Linda Nikcevich provided an update on th e efforts to provide parking at Lani Huli for residents\, including intera ctions with Chris Clark at DTS and Lani Huli management. Some progress is being made.\ne. No new updates on the following issues:\nKailua Complete S treets projects.\nPedestrian safety/Bicyclist safety/Roadway safety.\nUpco ming highway repaving projects.\nTraffic signal at McDonald’s intersecti on.\nMokapu Blvd. improvements.\nKalaheo Ave. crosswalks needed near beach access points.\n\n5. New Issues.\na. Mr. Frank Nyross\, resident\, shared that on 3/28/26 his home on 334 Kailua Rd. flooded due to a 12” water m ain break. His Allstate homeowners insurance will not cover any damages du e to the break NOT happening on his property. BWS denied his first claim. which caused considerable property damage to his property as well as some of his interactions with BWS Mr. Poepoe and Mr. Lloyd Nishii. BWS disallow ed his claim since it was a first time water main break. We would like to better understand BWS policy for denying seemingly legitimate claims.\n\n6 .
