B. Kailua Legislative Town Hall for House District 50 (Rep. Mike Lee) will be held on Tuesday August 19, 2025 at Kailua District Park at 6 pm. Several members of House leadership, including the House Speaker, will also be attending.

IV. BOARD BUSINESS: COMMITTEE MOTIONS
A. Community Points of Distribution for Kailua.
WHEREAS, scientific research has documented the increasing frequency and severity of natural disasters, with climate change identified as a significant contributing factor; and
WHEREAS, a destructive disaster on Oahu could result in prolonged isolation due to potential disruptions to supply chains and critical access points, including Honolulu Harbor and airports; and
WHEREAS, the Windward side of Oahu, encompassing communities such as Kailua, Kaneohe, and Waimanalo, is highly vulnerable to disasters that could lead to extended periods of isolation from emergency services and essential supplies (e.g., food, water) and loss of electricity; and
WHEREAS, to ensure residents have vital access to emergency provisions following a disaster, Community Points of Distribution (CPODs) for both post-disaster response and pre-disaster storage of extended shelf-life emergency food supplies should be strategically placed in secure, centralized locations throughout Kailua;
NOW, THEREFORE, BE IT RESOLVED that the Kailua Neighborhood Board endorses the concept of designated Community Points of Distribution throughout Kailua as proposed by the PSPHCD/Disaster Preparedness Subcommittee on CPOD Planning.
BE IT FURTHER RESOLVED that the Kailua Neighborhood Board respectfully requests the endorsement of CPOD sites in Kailua by our elected officials. (Public Safety, Public Health, Civil Defense Committee motion.)
B. The Kailua Neighborhood Board requests that the Department of Transportation Services implement no parking restrictions on both sides of Kaha Street between the intersection of Kaha Street and Kaipi’i Street and the entrance to Kawainui Park (often referred to as Kaha Park). This very short section of roadway (approximately 100 feet) is excessively congested due to heavy park usage and vehicles parked in this short section often block driveways, encroach into the intersection, and can affect park ingress and egress. (Transportation and Public Works Committee motion.)

XII. BOARD BUSINESS: INDIVIDUAL MOTIONS
A. In response to the Department of Parks and Recreation’s request for input on revised dog regulations in Kailua parks, the Kailua Neighborhood Board recommends:
1. The exploration of fenced, off-leash dog parks at Kawainui Park and Maunawili Valley Neighborhood Park.
2. The following parks retain on-leash privileges: The rest of Kawainui Park that would not be off-leash, Kaʻelepulu Mini Park, Enchanted Lake Community Park, and Pōhākupu Mini Park.
3. The following parks should be considered for new on-leash dog privileges: ‘Aikahi Community Park, Kalama Beach Park, Kailua District Park, Kailua Beach Park, and Maunawili Neighborhood Park.
4. The following parks should NOT be considered for dog privileges: Kalaheo Neighborhood Park and Keolu Hills Neighborhood Park.
B. The Kailua Neighborhood Board supports participating in the Kailua Emergency Preparedness Fair at the Kailua Town Center, 609 Kailua Road (near the Ulta Beauty Store), on Saturday September 13, 2025, from 9:00 am until noon.

III. ANNOUNCEMENTS – [0:09:32]:
• 4th of July – [0:09:38]: Chair Hicks announced the 76th Annual Kailua 4th of July Parade and Fireworks. The parade will begin on North Kainalu Drive near Ulama Street and end at Kailua Intermediate School. HPD will close Kainalu Drive at 9:00 a.m., with the parade starting at 10:00 a.m. Fireworks at Kailua Beach Park will begin at 8:00 p.m. Alexander & Baldwin will sponsor shuttles between Kailua Town parking garage and Kailua Beach Center from 4:30 p.m. to 10:30 p.m.
• Honolulu Symphony in the Park – [0:10:41]: The Honolulu Symphony Orchestra will perform at Kailua District Park on Wednesday, July 9, 2025, at 5:30 p.m. The free community concert is sponsored by Alexander & Baldwin. Attendees are encouraged to bring blankets, lawn chairs, and picnic dinners.
• Act 72 – [0:11:25]: Governor Green signed Act 72, which expands authorization for neighborhood boards to discuss issues not listed on meeting agendas if raised in public testimony or government official reports, provided no action is taken until a future meeting where the issue is on the agenda.
• Kailua Fall Festival – [0:13:29]: The festival returns on Saturday, September 27, 2025, from 4:00 p.m. to 10:00 p.m. at the Lau Hala Shops parking lot and a section of Hahani Street. The event will feature food and craft vendors, games, activities, live music, and a beer garden for those 21 and over.
• Americans with Disabilities Act 35th Anniversary Celebration – [0:14:18]: The celebration will be held on Friday, July 25, 2025, from 9:00 a.m. to noon at the State Capitol.
• Honolulu Century Ride – [0:14:30]: Travis Counsell from Hawaii Bicycling League announced the Honolulu Century Ride on Sunday, September 28, 2025. Kailua Intermediate School will serve as an aid station and 50-mile turnaround point. Approximately 1,300 cyclists will participate, with a portion of Kalanianaole Highway from Hanauma Bay to Sandy Beach Park closed to vehicle traffic from 6:30 a.m. to 8:00 a.m.

IV. HPD AND HFD REPORTS – [0:16:22]:
Honolulu Police Department – [0:16:28]: Officer Jarret Atkins reported June 2025 statistics, and tip for the 4th of July holiday.

Questions, comments, and concerns followed – [0:17:22]: Topics included fireworks enforcement, drone usage for enforcement, houseless individuals at Kailua Beach Park, and chicken/rooster complaints.

Honolulu Fire Department – [0:30:05]: Captain Kahi Palao reported June 2025 statistics, and a safety tip relating to wildland fire awareness, prevention, and preparedness.

Honolulu Ocean Safety Department – [0:32:57]: Lieutenant Tristan Fabro reported June 2025 statistics for beaches from Kailua boat ramp to Castles: 171,061 beach attendees, 6,890 preventative actions, 16,747 public contacts, 13 ocean rescues, and 1,142 minor first aids.

V. BOARD BUSINESS: COMMITTEE MOTION – [0:34:18]:
MS4 National Pollutant Discharge Elimination System (NPDES) Stormwater Permit Application – [0:34:18]: The Kailua Neighborhood Board submits the following recommendations to the 2025 MS4 NPDES Stormwater Permit Application: 1) Increase inspections from 2.6% of the system to 10% of the system annually; 2) Provide all newly completed reports to the city concerning storm drains and associated water quality to the city neighborhood board commission for sharing; 3) Increase the frequency of the hazardous waste drop-off service from once every two months to once per month. (Kailua Water Quality PHPSCD Subcommittee motion.) Lipton and Righter provided background information on the motion, explaining that Kailua’s Ka’ele’pulu Pond alone has over 600 storm drains emptying into it. The committee’s recommendations aim to improve maintenance, transparency, and hazardous waste disposal options. Discussion followed.

VI. LOCAL AGENCY REPORTS – [0:52:46]:
Board of Water Supply Representative – [0:52:55]: Danielle Ornellas reported one main break in June on Oneawa Street (a 12-inch water main from approximately 1959). She announced that July is Smart Irrigation Month and provided water conservation tips including checking for leaky sprinkler heads, watering plants early in the morning, using shut-off nozzles on garden hoses, installing weather-based irrigation controllers, and installing rain barrels.

Marine Corps Base Hawaii Representative – [0:54:59]: No representative present.

Alexander & Baldwin Representative – [0:55:07]: Dana Harvey provided updates on community events including the 4th of July shuttle service, Symphony in the Park on July 9, and the Fall Festival on September 27. She noted ongoing events including I Love Hula (first Sunday monthly), Kane Kapila in Kailua (second Saturday monthly), Hekili Street sidewalk sale (last Saturday monthly), and the Kailua Farmers Market (Thursday evenings). Harvey reported new tenants including Kizuna Steakhouse and Sushi, Panaka Ramen, Lily Koy Kitchen, Vietnam Deli, and Hana Hard Fitness. She discussed repair work on Tokyo Central’s exterior wall, noting that while the original mural could not be preserved, a new mural by a Kailua-born Native Hawaiian artist will be installed. She also provided updates on soil sampling and survey projects at Lau Hala Shops and the Pali Lanes building, and mentioned that the state has a contractor doing due diligence work on the dog park parcel that A&B committed to donating.

VII. RESIDENT AND COMMUNITY CONCERNS – [1:02:37]:
Kailua Hillside Development – [1:02:56]: David Pound, a 22-year resident of Kalaheo Hillside, expressed concerns about Geolabs’ grubbing and grading work on the hillside for a potential Department of Hawaiian Home Lands (DHHL) development. He discussed soil issues, drainage concerns, and potential impacts on neighboring properties. He requested: 1) Information from the Department of Planning and Permitting (DPP) about what Geolabs did and plans to fix; 2) The memorandum of understanding between DHHL and the city; 3) A copy of Geolabs’ geotechnical survey; and 4) RM Towell’s preliminary engineering report regarding stormwater management. Other residents including Chris Evans, Pat Caldwell, and Sarah shared concerns about potential damage to existing homes, drainage issues, and lack of transparency regarding the project.

OMPO Citizens Advisory Committee – [1:12:33]: Donald Sakamoto from Citizens for a Fair ADA Ride inquired about Kailua Neighborhood Board representation on the Oahu Metropolitan Planning Organization (OMPO) Citizens Advisory Committee, noting its importance for transportation issues affecting the community.

Kihapai Place Development – [1:25:59]: A resident expressed opposition to the removal of iwi kupuna (ancestral remains) at 734-735 Kihapai Place for an affordable housing development. He raised concerns about disrespectful treatment of iwi, lack of cultural practitioners present during work, and other issues including impacts on native birds, traffic, and neighborhood character.

Coconut Rhinoceros Beetle – [1:26:27]: The same resident discussed concerns about the coconut rhinoceros beetle at Kailua Beach Park and residential areas, particularly regarding the state’s use of neurotoxins to treat trees without proper notification to the public. He advocated for alternative solutions such as fertilization with sulfur and netting.

Marine Corps Base Hawaii Sewage Project – [1:27:34]: The resident opposed the military’s sewage project, expressing concerns about discharge into Kailua Bay and suggesting alternative waste management approaches.

Complete Streets Project – [1:38:11]: A resident raised concerns about proposed Complete Streets improvements on Kailua Drive, particularly the removal of parking on one side of the road to add a bike lane and bikeway buffer. She noted that most residents in the area oppose the bike lane due to the narrow road width, and expressed concerns about residents’ ability to safely exit their driveways and the narrowing of traffic lanes to 10 feet, which could create hazards for large vehicles like fire engines.

VIII. MAYOR AND GOVERNOR REPORTS – [1:52:23]:
Mayor Rick Blangiardi’s Representative – [1:52:29]: No report provided as the representative had to leave early.

Governor Josh Green’s Representative – [1:52:41]: Erin Conner-Jerome announced the Governor would attend the 4th of July parade. She shared that Hawaii Emergency Management Agency (HEMA) is conducting a community disaster preparedness survey available at readyhawaii.gov. She reported that the Department of Transportation will begin power washing signs on H-3 Freeway every Friday evening starting in September to remove mold.

Questions, comments, and concerns followed – [1:54:49]: Topics included soil movement near Kapaa Stream, road construction near Kawainui Marsh, LED monitors at Kailua High School, hurricane evacuation shelters on the windward side, and impacts of federal legislation on Medicaid and healthcare in Hawaii.

Representative Lisa Marten – [2:01:54]: Representative Marten welcomed new board members and announced community opportunities including a trash pickup along Hamakua Canal on Saturday, July 19, 2025, and construction material drop-off at Kapaa Quarry on weekends. She reported progress on the Kawainui Ridge Trail improvements and discussed recent bill signings including expansion of Preschool Open Doors, biosecurity measures, and courts focused on rehabilitation rather than punishment.

Questions, comments, and concerns followed – [2:08:09]: Topics included pesticide use in coconut trees, access for cultural practitioners during Kawainui Ridge Trail maintenance, and suggestions for warning signs on treated trees.

Representative Scott Matayoshi – [2:16:15]: Representative Matayoshi discussed bills he passed including fireworks enforcement legislation, drone usage for enforcement, preschool meals for qualifying families, a condo insurance program, and cannabinoid regulation. He clarified that drones for fireworks enforcement would only operate over public property and primarily during peak fireworks seasons.

Representative Mike Lee – [2:23:31]: George Hooker from Representative Lee’s office thanked attendees of the recent town hall and announced another legislative town hall for District 50 on Tuesday, August 19, 2025, featuring House leadership. He noted community concerns about Kailua District Park not being open on weekends, displacing youth teams, and encouraged qualified individuals to apply for park positions.

[2:26:42] Steve Trecker moved and Donna Wong seconded that the Kailua Neighborhood Board continue to meet at Kailua District Park on the first Thursday of each month at 7:00 p.m. The motion passed unanimously. [2:26:59]

XI. DETERMINATION OF BOARD RECESS SCHEDULE (AUGUST 2025 to JUNE 2026) – [2:27:17]:
[2:27:17] Donna Wong moved and Steve Trecker seconded that the board recess in January due to proximity to New Year’s Day and that committees recess in December due to proximity to Christmas. The motion passed unanimously. [2:27:36]

DTS Transportation Demand Management Interactive Parking Scenario – [2:32:50]: Bekah Stinehour, HNL Connect Project Manager, and Max Kalhammer presented on the Transportation Demand Management (TDM) program. They discussed current initiatives including a steering committee, restricted parking zone program in Kalihi Valley, a mobile and web application, marketing campaigns, and the upcoming annual marketing campaign coinciding with the second Skyline segment opening in October. Kalhammer provided information on Kailua public parking assets: the municipal parking lot (135 metered stalls, scheduled for renovation in fall/winter 2025), the Lani Huli elderly apartments parking garage (140 public metered stalls and 21 reserved residential elderly housing stalls), and on-street parking (191 public metered spaces). He reported that in May 2025, there were 54,870 transactions at smart meters, with 53% by credit card, 38% by cash, and 9% by app, with a 69% compliance rate.

[2:48:26] Levani Lipton moved to add the following members to committees: Jeremy Treskon to Public Safety, Public Health, Civil Defense and Homelessness and Community Engagement; Max Markrich to Transportation; Malie Thoemmes to Public Safety, Public Health, Civil Defense and Parks; Bruce Andrews to Public Safety, Public Health, Civil Defense; Kalama Souza to Community Engagement and Planning, Zoning & Environment; and Jennifer Barra to Transportation and Planning, Zoning & Environment. The motion passed unanimously. [2:49:05]

XIX. CHAIR’S REPORT – [2:49:14]: Chair Hicks announced that committee agendas for August 2025 are due by Sunday, July 27, 2025. He reminded board members participating in the 4th of July parade to be in place before 9:00 a.m. at the estimated spot of 140 Ainoni Street.
