III. ANNOUNCEMENTS
A. Kailua Neighborhood Board Elections. This year there are competitive elections for the 15 seats in Subdistricts 1, 2, and 4. Subdistrict 3 (Olomana/Maunawili) does not have more candidates than seats, so there is no election for Subdistrict 3. Election voting starts on Friday April 25th and ends at 11:59 PM on Friday May 16th. Eligible voters are any Kailua resident who voted in the 2024 General elections (automatic registration) and anyone else who submitted a voter application to the NCO specifically for the Neighborhood Board elections by February 21, 2025. Eligible voters in Subdistricts 1, 2, and 4 will receive an individual passcode in the mail prior to April 25th and may vote online at https://web1.hnl.info/nbe/ between April 25 and May 16. If you are unable to vote online, you can request a paper ballot by calling the Ballot Request Hotline at (808) 768-3708 no later than 4:30 PM on Monday, May 12th and providing your full name, nine digit passcode, four digit PIN, and residential address.
B. Mayor’s Town Hall and Committee Date Changes. Due to Mayor Blangiardi’s Windward Town Hall on Thursday May 8, 2025 at 6:30 pm at Castle H.S., the Kailua Neighborhood Board Committee Meetings that would normally occur on Thursday May 8th will instead convene on Thursday May 15th.
C. Kailua Neighborhood Board Annual Survey. If you didn’t get a chance to take the survey at the I Love Kailua Town Party last Sunday, it can still be taken online until May 11th. Use this QR Code to access the survey.

V. BOARD BUSINESS: COMMITTEE MOTION
A. The Kailua Neighborhood Board submits the following comments on the 2025 DEA Water Reclamation Facility Upgrade at Marine Corp Base Hawaii.
1. The Final Environmental Assessment (FEA) should evaluate the possibility of Marine Corps Base Hawaii constructing its own outfall sewer line to terminate in Kaneohe Bay on the opposite side of the peninsula from Kailua Bay. This action would divert about 2 million gallons per day of treated wastewater from the Kailua Wastewater Treatment sewer line and into Kailua Bay. It is hoped that diverting approximately 2 million gallons per day will relieve stress on Kailua’s aging and heavily used system and help prevent sewage spills into Kailua Bay.
2. The FEA should include a requirement that should `iwi be found during construction or any ground disturbance that all work will stop with OHA and ohana being notified immediately.
3. The FEA states that approximately 2,100 linear feet of security fencing would include three strands of barbed wire fencing which poses a risk of entanglement for the Hawaiian hoary bat. The fence totaling approximately 6,300 linear feet with a height of eight feet will enclose the entire wastewater treatment facility.
a. The FEA should include a map of the areas where barbed wire fencing could impact the Hawaiian hoary bat (`ope`ape`a).
b. The DEA states that “the compound is enclosed with chain-link fence and has been for decades. The fence does not currently have barbed wire.”
c. In the FEA explain what problem placing barbed wire on top of a 7-foot fence is trying to solve and identify the areas and number of times the 7-foot fence has been breached and the impacts of that breach.
d. The Kailua Neighborhood Board recommends increasing the height of the chain-link fence, instead of adding 1-foot of barbed wire, to protect Hawaii’s only native terrestrial mammal, the Hawaiian hoary bat (ope`ape`a), which is both federally and state listed as endangered.

I. CALL TO ORDER – [0:00:04]: Chair Bill Hicks called the Kailua Neighborhood Board No. 31 meeting to order at 7:06 pm. Quorum was established with 10 members present. Note: This 19-member Board requires 10 members to establish a quorum and to take official Board action.

• Stormwater Town Hall – [0:02:50]: A town hall addressing stormwater issues in Kailua cohosted by Councilmember Kia’āina and the Kailua NB Water Quality Subcommittee with the Department of Facility Maintenance presenting will be held on Tuesday April 8, 2025, at 6:00 pm at Kailua Intermediate School.

2025 NB Elections – [0:33:00]: Resident Emily Andrade introduced herself as a candidate for the 2025 NB election.
Traffic Management – [0:33:45]: Resident Jeff Founders requested a right turn arrow be installed from Mokapu Blvd onto Oneawa Street.
Dog Park – [0:37:42]: Resident Chad Daniels raised concerns, which nine other residents reiterated, regarding the recent enforcement of a no dog rule at Kawainui March Park, commonly known as Kaha Park.
O’ahu Pentathalon – [1:37:16]: Sarah Aiko Mayo, Race Director, announced the 135-mile race event, circumnavigating the island of O’ahu to be held on Saturday, August 9, 2025 at 6:00 am.

Keolu Drive Complete Streets Update [2:45:19]: Renee Espiau, Complete Streets Administrator, presented the following. The project limits are the full loop of Keolu Drive, as well as some nearby backroads. Traffic safety issues will be addressed along with improving bike and pedestrian infrastructure.
