(1) Adds business zoning district where affordable rental housing projects are permitted
c. Bill 53 Relating to Affordable Housing
(1) Requires a new affordable rental housing project to provide one parking stall for every two units within the project
(2) Requires all project developers to make a presentation to the relevant neighborhood board
d. Bill 72 Relating to Affordable Housing
(1) Adds the business zoning districts as a zoning district in which affordable rental housing projects are permitted
e. Bill 18 Relating to Affordable Housing
(1) Amends the maximum building height to 60 feet or the maximum height for the underlying zoning district or special whichever is greater district
f. Active Bill 7 projects in Kailua are: 330 Kuulei Road, 528 Wailepo Street, 56 Kihapai Street, and 614 Wailepo Street

March 2026 Meeting Report
Chair, Donna Wong

1. A committee meeting was held in-person on March 17, 2026, chaired by Donna Wong, and attended by committee members Jennifer Barra, Levani Lipton, Steve Trecker, and Gary Weller.

2. Members discussed questions and answers on the Kawailoa Youth and Family Wellness Center Master Plan and will contact the Youth Facility Administrator and Corrections Program Specialist to request answers that more directly answer the questions.

3. Members discussed the collapsed wall in Lanikai. Records show that KNB did not have notice of an SMAP application that was approved by the Department of Planning and Permitting in 2023.
