(1) Subcommittee recommend five (5) CPOD sites to be recorded on a Map of Kailua after approval has been obtained from each site owner
(2) CPOD Standard Operating Guidelines – work is in progress
(3) Other Topics relating to CPOD
(a) Command Center at CPOD Sites
(b) Staging area for First Responders – ID best site
(4) Assistance from the private sector and/or government agencies
(a) Prepositioning of CPODS containing 25 year shelf life Emergency Food
(b) Determine size of PODs and amount of food to be stored
b. Christ Church United (CCU) Emergency Resilience Hub Project Discussion/Action
(1) Assist & collaborate with CCU project
(2) Discuss and explore the probability of placing a Precovery POD on site at CCU

Kailua Disaster Preparedness PHPSCD Subcommittee
April 2025 Meeting Report
Chair, Claudine Tomasa; Vice Chair, Clem Jung
1. A subcommittee meeting was held via Zoom on April 9, 2025, chaired by Claudine Tomasa and Vice Chair Clem Jung (KAP/KCERT) and attended by subcommittee members Ron Haas, Bill Hicks, and Glenn Kaauwai. Topic: Community Point of Distribution (CPOD) Plan for Kailua.
2. Announcements Clem – Discussion with a representative from the Koolau Resilience Network Group about sharing resources aimed at increasing community resilience. Kailua Alert & Prepared is a member of this group. Upon completion of Kailua’s CPOD Plan, KAP is willing to provide information to the group to help each community work on their own POD Plan.
3. Update/Report on Continuing Issues
a. CPOD Plan for Kailua
(1) Comprehensive Assessment of Predetermined POD Sites in Kailua.
(a) Vice Chair Jung provided the subcommittee with a comprehensive report and recommendations of optimal CPOD sites where communities can go to receive food, water, and/or emergency supplies prior to and/or following a disaster.
(b) CPOD sites – Five (5) sites have been selected and will be recorded on a Map of Kailua after approval has been obtained from each site owner.
(c) CPOD Standard Operating Guideline – work is in progress (Vice Chair Jung)
(d) Other topics relating to CPOD to be further discussed at the next meeting are:
– Command Center at CPOD sites
– Staging area for First Responders – ID best site for First Responders
– Map of CPOD sites should delineate the location, describe the number of miles a person must travel/walk between homebase to the POD site.
– HI-EMA and the City’s DEM shall be provided with a copy of Kailua’s CPOD Plan.
b. Assistance from private sector and/or government agencies:
(1) Prepositioning PODs containing 25 year shelf life Emergency Food – to be discussed after the subcommittee confirms CPOD locations and determines the amount of emergency food needed in each POD.
