 N – [0:03:59]\n\nHonolulu Fire Department – [0:04:14]: Austin from the
  Honolulu Fire Department reported the June 2025 statistics: 2 structure f
 ires\, 2 nuisance fires\, 4 activated alarms with no fires\, 128 medical e
 mergencies\, 1 motor vehicle collision with pedestrian\, and 8 motor vehic
 le crashes/collisions. He provided fire safety tips regarding wildland fir
 e awareness\, including cleaning gutters\, removing fuels from fire or bar
 becue areas\, keeping a shovel and water nearby\, and ensuring fires are c
 ompletely extinguished before leaving. He also advised maintaining equipme
 nt with spark arresters regularly.\n\nQuestions\, comments\, and concerns 
 followed – [0:06:00]:\n1. Member Carstensen asked about a neighbor who b
 urns wood debris and grass cuttings during drought season and how the comm
 unity should respond to that. Fire Fighter Coen referred the question to C
 apt. Andreas-Feeney who indicated he would get the correct information abo
 ut who to call to report violations and about permit requirements and send
  it to the Board.\n2. Member Burbage asked about fireworks enforcement dur
 ing the July 4th holiday and observed how quiet it was this year even as f
 ar away as Waianae. Capt. Andreas Feeney reported that he heard of no fire
 works issues.\n\nHonolulu Police Department – [0:07:46]: No formal stati
 stics were presented.\n\nMarine Corps Base Hawai’i (MCBH) – [0:08:32]:
  The MCBH representative\, Kristi Kaluhiwa\, reported on the successful Ca
 noe Regatta event hosted on the Marine Corps base the previous weekend wit
 h approximately 3\,000 participants. She noted the smooth entry process th
 rough the gate and efficient parking management. She announced the upcomin
 g air show on August 9-10\, which will be open and free to the public. She
  mentioned that the Marine Corps band\, Commanding Colonel Jeremy Bevin\, 
 and Sergeant Major Adone Mono participated in the July 4th parade.\n\nQues
 tions\, comments\, and concerns followed – [0:11:54]:\n1. Chair Radke in
 quired as to air show practice will begin and was informed that the team w
 ill arrive on the 6th and conduct most of their practice over Honolulu but
  there will also be some on the windward side.\n2. Member Sakamoto asked a
 bout the recycled water project for the golf course. The representative in
 dicated that feedback was positive and that they had presented the Environ
 mental Assessment to the Kailua Neighborhood Board\, which provided severa

 COMMUNITY CONCERNS – [0:30:36]\n\nResilience Hub Network – [0:30:57]: 
 Joe Watt from Key Project announced the Koʻolau Resilience Hub Network\, 
 which aims to funnel resources to communities for disaster preparedness. H
 e mentioned upcoming events including a Youth Resilience Academy in July\,
  a psychological first aid training on August 9\, 2025\, and fundraising f
 or chainsaw training certifications. He requested assistance in recruiting
  participants and identifying organizations that could help distribute tra
 ining and supplies. Their chainsaw partner is Arbor Global for certificati
 ons and they currently have funding through the Castle Foundation for purc
 hasing the saws\, which have yet to be acquired. The organization that act
 s as the hub\, in this case\, Vibrant Hawai’i (which also acts as a very
  successful hub on the Big Island) will hold on to 4 chainsaws. There are 
 two teams of 4 people\, all of whom have been certified. When a team membe
 r gets a call to action\, each is responsible for picking up a chainsaw. J

  – [0:35:22]: “Aunty” Rocky Kaluhiwa announced the Kāneʻohe to Kua
 loa Makai Watch fishing tournament on Saturday\, July 26\, 2025\, at Heʻe
 ia Pier. She mentioned that 40 free fishing kits and 40 lunches would be p
 rovided to keiki\, and there would be prizes for whomever catches the most
  invasive species. All the contestant positions have been filled but there
  will be extra prizes so all are welcome to participate. There will be a s
 econd tournament\, the Second Annual He’eia Pier Jackpot Fishing Tournam
 ent\, the following day\, Afterwards\, Kaluhiwa will be addressing the gov
 ernor regarding the shutting off of the only shower and water supply at He
 ’eia Pier. A question by member Fleitell prompted Kaluhiwa to add that t
 here is open sewage by the deli\n\nH-3 Metal Plates – [0:37:08]: Member 
 Carstensen expressed concern about metal plates on H-3 that have been in p
 lace for at least three months\, noting that he witnessed a car accident r
 esulting from hitting one of these plates. He asked how long these plates 
 would remain without corrective measures. Chair Radke commented that this 
 issue was previously raised by Member Sakamoto and an estimated completion
  date was provided. Member Sakamoto advised that the company that makes th
 e expansion joints needed for the repair has gone out of business and the 
 DOT is looking for a replacement. Chair Radke indicated that the issue wil
 l be referred to DOT for an update.\n\nWood Chip Dumping – [0:39:30]: Za
 ckary Pilian reported that someone has been dumping wood chips on the maka
 i side of Po’okela Street across from the DOT base yard and Hina Mauka c
 reating a potential breeding ground for Coconut Rhinoceros Beetles (CRB). 
 He noted there was no netting over the piles.\n\nNeighborhood Watch Meetin
 g – [0:41:03]: Lisa Uesato from Windward Neighborhood Security Watch Coo
 rdinators Group announced a Watch Coordinators meeting on Saturday\, July 
 26\, 2025\, at 10:00 a.m. at Windward Central Union Church\, Kailua. She i
 nvited community members to attend.\n\nRoad Closure Concerns – [0:41:51]
 : Member Tomey expressed concern about the lack of signage regarding the c
 losure of Likelike Highway. She noted that when coming out of her Keapuka 
 neighborhood on Anoi and turning left onto Likelike Highway\, there was no
  sign indicating that Likelike Highway was closed for everything other tha
 n westbound traffic. Member Fleitell and Chair Radke advised that the Like
 like tunnel is closed Honolulu bound from 10:00 a.m. to 7:00 p.m. on weekd
 ays and has been well advertised and an electronic sign posted on Kahekili
 . The closure is scheduled until August 8\, 2025.\n\nADA Rally – [0:44:3
 4]: Member Sakamoto announced an ADA Rally at the State Capitol on Friday\
 , July 25\, 2025\, from 9:00 a.m. to 11:00 a.m. to celebrate the 35th anni
 versary of the Americans with Disabilities Act.\n\nSchool Lunch – [0:44:
 50]: Member Sakamoto raised concerns about children in summer fun programs
  needing to bring their own lunches\, suggesting that the state consider i
 mplementing a meals program similar to Meals on Wheels for these children.
  Chair Radke noted that Member Sakamoto has been on the Board for 3 cycles
  and is blind. He has done much to contribute to the ADA and community pro
 blems. Member Sakamoto was recently recognized for his community by the Go
 vernor and City Council with a framed certificate.\n\nTraffic Safety Conce
 rns – [0:46:07]: Resident Haunani Kahea expressed concerns about cars pa
 rking in the road on the corner of Pahia Road and Kamehameha Highway betwe
 en the New Mui Kwai and the Vietnamese restaurant. She noted that this cre
 ates a hazard when turning right onto Pahia Road from Kam Hwy\, forcing dr
 ivers into the middle of the road. It also creates a hazard for pedestrian
 s on Kam Hwy. She also mentioned issues with loud motorcycles at night and
  noise from a karaoke establishment across Kam Hwy that leaves its door op
 en. In response to a question from Chair Radke\, Kahea stated that she has
  contacted HPD about the issue but it’s unclear if anything has been don
 e in response as the car continues to park there. Later in the meeting\, K
 ahea offered two suggestions to rectify the parking problem: (1) post a No
  Parking sign nearby\, or (2) reverse the flow of traffic into and out of 
 the restaurant parking lot.\n\nKāneʻohe Canoe Club Update – [0:49:27]:
  Karla Silva-Park provided an update on the Kāneʻohe Canoe Club\, noting
  that their permit was renewed with DLNR for one year. She discussed ongoi
 ng issues with the protective guardrail between Kamehameha Highway and the
  canoe house (Hale) at He’ei Kea Pier that was taken down by the Departm
 ent of Land and Natural Resources (DLNR)’s Division of Boating and Ocean
  Recreation (DOBOR) because it was illegally installed. The club still doe
 s not know which governmental agency controls it. She also reported on the
  lack of water access at He’eia Kea Boat Harbor [which is sometimes refe
 rred to as the He’eia Pier] after DOBOR ordered them to remove the water
 line near the Hale and then the other showers used by the public were remo
 ved. Silva-Park asked for help spreading community awareness for the probl
 em as well as information on who to contact at the City and/or State to en
 able them get water access. She advised that DLNR has informed them that t
 hey will be charged for their water usage if/when they get water back and 
 expressed concern about DLNR potentially charging only the canoe club for 
 water usage despite the area being a community asset used by many. Member 
 Fleitell observed that other public parks like Kailua Beach Park have wate
 r and do not charge private individuals for it. Member Sakamoto commented 
 that he’s glad a representative from the Governor’s office was present
  so that they could learn about this problem.\n\nIX. ELECTED OFFICIALS –
  [0:54:15]\n\nU.S. Representative Jill Tokuda – [0:55:56]: Talia Samifua
  reported that Representative Tokuda recently introduced two bills to addr
 ess Medicare underpayments for rural hospitals in Hawai’i and Alaska thr
 ough the Save Our Rural Emergency Services Act (SORES Act) and Ensuring Ou
 tpatient Quality for Rural States Act. As the only member of Hawai’i's c
 ongressional delegation serving on the Agriculture Committee\, Representat
 ive Tokuda is advocating for local farmers and food producers. She led a b
 ipartisan letter urging USDA to release $2.26 million intended to help Haw
 ai’i producers expand operations and boost local food production.\n\nGov
 ernor Green's Representative – [0:59:24]: Diane Ako announced that Gover
 nor Green has a monthly newsletter\, Ke Ala Hou\, with the link provided t
 o Chair Radke to post on the Board's website. Responding to Member Burbage
 ’s request\, she reported that the Kāneʻohe Library renovation project
  is scheduled to be completed by fall 2025. Responding to Member Sakamoto
 ’s request for a link to the Governor’s Intent to Veto list\, she sent
  a link to that website to Chair Radke to post on the KNB30’s website no
 tes. As requested\, she reported the comments regarding emergency prepared
 ness to the DOD and Hawai’i Emergency Management (HEMA) regarding taking
  fiber optics into consideration in the emergency preparedness plan. Regar
 ding the showers at Heʻeia Pier\, she asked the Governor’s office\, Sco
 tt Glenn\, the DLNR and the Board of Water Supply what they will do about 
 restoring water to the showers at He’eia Kea Boat Harbor. She shared tha
 t according to DLNR/DOBOR\, one shower was shut off as it had tied into th
 e backflow preventer\, and they could hire a structural engineer to provid
 e a plan for a shower connected to a line not tied to the backflow. The sh
 ower attached to the “comfort station” was removed due to concerns abo
 ut standing water and ponding near the wastewater treatment plant. As of y
 et\, they have not found an alternate location for a shower that would be 
 in compliance with Department of Health (DOH) regulations. Finally\, Ako r
 eported that the Department of Water Supply wrote to her that\, “we have
  no control over the water on the customer side of the meter.”\n\nMayor 
 Rick Blangiardi's Representative – [1:02:20]: Andy Kawano\, Director of 
 Budget and Fiscal Services\, reported that the department is focusing on i
 mplementing the fiscal year 2026 budget and will begin planning for the fi
 scal year 2027 budget in about a month. He mentioned that the written test
  for obtaining a learner's permit for drivers can now be done online witho
 ut an appointment. There is a QR code on the last page of the mayor’s mo
 nthly newsletter that provides additional information about this online te
 sting. He also provided updates on several issues raised at previous meeti
 ngs\, including damage to the sidewalk on Kaneke Street (the applicable di
 vision head of the Department of Facilities Maintenance has been out of th
 e office on training but Kawano will continue to connect with him about a 
 fix)\; faded parking meters on Kahekili Street (they are working with the 
 Neighborhood Commissions Office to outreach to the DOT and have not receiv
 ed a response yet)\; clearing work continues on Kionaole Road and on Kamo
 ’oali’i Stream with stream work lasting another 3 weeks depending on w
 eather and equipment performance\; additional work on overgrowth and puddl
 ing remains to be done on Kaneke Street but he will be following up on tha
 t this week\; finally\, with regard to the cutting of fiber optic cables H
 EMA is aware of it and working to identify the cause\, meanwhile\, HEMA ha
 s redundant communication systems in place.\n\nCouncilmember Esther Kiaʻ
 āina – [1:07:23]: Councilmember Kiaʻāina discussed the Charter Commis
 sion\, which convenes only every ten years. She announced that the Commiss
 ion will be accepting proposals for charter amendments from August 1 throu
 gh the end of October 2025 as well as the website. Initial review and anal
 ysis will occur in November and December\, followed by public hearings bet
 ween January and May 2026 with final review in July 2026 before putting it
  on the ballot. She encouraged the Board to consider forming a Permitted I
 nteraction Group PIG) to develop proposals for issues important to the com
 munity.\n\nQuestions\, comments\, and concerns followed – [1:10:13]:\n1.
  Member Sakamoto thanked Representative Tokuda's office for responding to 
 his question about NOAA budget cuts. He also thanked the Department of Fac
 ility Maintenance for work on his road and offered kudos for the work on K
 amo’oali’i Stream. He also thanked the City Council for the ADA annive
 rsary recognition.\n2. Member Quitevis asked about the verification proces
 s for online permit tests. Kawano stated that he just scanned the mayor’
 s newsletter QR code during the meeting and learned that the online permit
  test utilizes specialized software to verify each test-taker’s identity
 . The software has access to one of the largest electronic databases for l
 egal and public records in the world. If there is a mismatch of informatio
 n contained in an applicant’s information\, the applicant will be requir
 ed to show up in person to take the test. In addition\, online test-takers
  must use a desk or laptop computer with a keyboard. Smart phones and touc
 h-screen computers will not work. The computer must also have a webcam so 
 that the test-taker can be monitored. Test-takers will be disqualified if 
 they leave the test and come back or look away from the keyboard and monit
 or for any significant length of time. Among other things\, applicants are
  required to have a Real ID. The test can be taken twice a day for an unli
 mited number of days but must pay a fee each time.\n3. Member Shizuma inqu
 ired about resolving the water access issues at the Kāneʻohe Canoe Club.
  Chair Radke opined that everything was going to revolve around the DOH an
 d that they would first have to have a structural engineer draw up plans. 
 Member Shizuma clarified that there were two showers\, one by the Hale and
  the other one by the restrooms/comfort station across the Pier entrance d
 rive from the Hale. Also\, the one by the restrooms has to be relocated be
 cause of the sewage issue. Silva-Park further clarified that the shower by
  the Hale uses ocean water\, not fresh water\, which creates an issue if s
 omeone tries to use soap. Rocky Kaluhiwa provided historical context about
  the showers at Heʻeia Pier\, noting they were installed by Governors Ari
 yoshi and Waihee in 1978 and 1985\, respectively. She referenced the sewag
 e “next to the deli\,” [The He’eia Kea Pier General Store &amp\;] De
 li is located at the far makai end of the Pier while the two showers under
  discussion are approximately 85 yards away near the entrance to the He’
 eia Kea Pier Parking. This needs clarification]. She expressed frustration
  with the removal of these community resources and questioned DLNR's reaso
 ning.\n\n[1:25:02] – Member Shizuma MOVED and Member Tomey SECONDED to e
 stablish a Permitted Interaction Group regarding He’eia Pier. The motion

 1:30:30]: Representative Kitagawa congratulated the Board on the new elect
 ion and mentioned that her annual end-of-session newsletter was distribute
 d to residents in her district. She highlighted the annual Castle Complex 
 School Supply Drive\, a 6-day fundraiser that involved over 45 volunteers 
 contributing more than 100 volunteer hours. The drive raised enough money 
 and donations to provide over 500 school supply kits to the ten schools wi
 thin the Castle Complex.\n\nRepresentative Scot Matayoshi – [1:32:09]: R
 epresentative Matayoshi addressed the shower issue at Heʻeia Pier\, notin
 g that he had contacted the Governor's office about it and agreed with Cha
 ir Radke that an engineer’s drawing was the likely place to start He rep
 orted on the fireworks bill he sponsored\, which he felt had a positive im
 pact during the July 4th holiday and he believes the bill will continue to
  limit fireworks abuses in the future when the sting-operations start Mata
 yoshi gave Kitagawa the lion’s share of credit for the success of the Ca
 stle Complex School Supply Drive and expressed that all the public school 
 teachers he talked to were highly appreciative of it as they often end up 
 spending their own money on classroom supplies. He mentioned that the City
  portion of Kamehameha Highway repaving project by Burger King is schedule
 d to begin in 2027 and he is going to get clarification from City Council 
 Member Kia’aina as to why it will take so long to begin and whether that
  start date can be moved up.\n\nQuestions\, comments\, and concerns follow
 ed – [1:37:35]:\n1. Rep. Kitagawa stated that the information she got fr
 om City Council Member Kia’aina is that the repaving project on Kam Hwy 
 is actually going to start later this year and continue through 2027. Chai
 r Radke asked why the highway would take so long and Matayoshi shared his 
 belief that it’s due in part to the number of residents along that stret
 ch.\n2. Member Sakamoto asked about the e-bike bill (HB 950) that was veto
 ed by the Governor and what actions could be taken to improve it for the n
 ext session. He also inquired about the Hawai’i State Elections Commissi
 on meeting\, its excessive delays and what they are doing to correct probl
 ems before the next election. Representative Kitagawa\, who sits on the Co
 mmittee of Transportation\, indicated that the legislature would likely re
 visit the e-bike regulations next year\, addressing the Governor's concern
 s. Neither she nor Rep. Matayoshi had an understanding of the delays in th
 e Elections Committee other than the contentiousness of elections in gener
 al lately. Representative Matayoshi offered to work with Member Sakamoto o
 n a more focused approach to e-bike regulation.\n3. Resident Haunani Kahea
  asked about whether they will be repaving on Kea’ahala Road. by Jack in
  the Box which is in very poor condition.\n4. Rocky Kaluhiwa wanted to exp
 ress her appreciation to Reps. Kitagawa and Matayoshi for their community

  wants one.\n2. Chair Radke asked Member Burbage to report on the visit to
  Waimanalo Gulch [to review sites for a possible landfill on the Windward 
 Side. Member Burbage she stated that none of those Windward sites are in t
 he running any longer due to the presence of excess water in the area.\n3.
  Member Sakamoto reported attending the Transportation Committee meetings 
 as a representative of Citizens for Fair ADA Implementation. He recommende
 d keeping Member Lam as vice chair of the committee. Member Sakamoto annou
 nced he would be traveling to Washington\, DC to attend the National Counc
 il on Independent Living conference with the Statewide Independent Living 
 Council of Hawai’i. He will participate in workshops and seminars to adv
 ocate for Medicaid\, SNAP\, HUD\, education\, and labor issues\, and will 
 meet with Hawai’i's congressional delegation.\n4. Chair Radke mentioned 
 an issue with a huge tree annihilating the sidewalk on the right side of K
 amehameha Highway Pali-bound near a chiropractic office. Member Shizuma re
 sponded that he sent an email to City Council Member Kia’aina earlier th
 is week regarding that tree. Chair Radke said he would bring that to Kia
 ’aina’s attention at the next monthly meeting.\n\nXIII. ANNOUNCEMENTS
