I. CALL TO ORDER – [0:00:00]: Chair Mo Radke called the Kāneʻohe Neighborhood Board No. 30 meeting to order at 6:32 p.m. Note: This 17-member Board requires nine members to establish a quorum and to take official Board action. Quorum was established with 11 members present.
Board Members Present: Mark Brandle, Abe Toma, Dale Carstensen, Adriel Lam, Mo Radke, David Shizuma, Donald Sakamoto, Neil Fleitell, Greg Quitevis, Patty Yamashiro, and Lora Burbage.
Board Members Absent: Bryan Heverly, Kim Tomey, Cecil Downing, Elena Bryant and Holly Sevier.

Chair Radke called for nominations for the Subdistrict 2 – Windward Mall vacancy. There were no nominations.

Questions, comments, and concerns followed – [0:03:31] Member Sakamoto raised the following: Regarding with Hawaiian Electric hiring tree trimmer companies to cut trees under the power lines coming from the Koolau mountains in which they would leave the cut tree trunks on the ground to rot; Can these tree trunks pose a safety issue if there was a wild fire?
Honolulu Police Department – [0:04:45]: Lieutenant Dru Akagi reported the May 2025 statistics.
Questions, comments, and concerns followed – [0:06:12] Major Randall Platt of District 4 introduced himself; Member Sakamoto raised the following: Recently it was reported in the news that there were two incidents in our area that someone cut fiber optics cables for Hawaiian Tel and Spectrum, and if there was any update?
Marine Corps Base Hawaii (MCBH) – [0:07:12]: No representative present. Chair Radke made an announcement that the blue angels will be performing next month at the Marine Base on August 9 and 10, and that flyers for the event were available at the sign-in table.
Windward Community College – [0:08:10]: No representative present.
IV. BOARD BRIEFS & DISCUSSION – [0:08:20]
Hawaiian Memorial Park – Jay Morford – [0:08:30]: Jay Morford, President, Hawaiian Memorial Park, presented the following. Recent tree clearing has created some inquiries about the activity on the property. The engineers and project managers were present to provide an overview of the permitting process, and history of recent improvements to the property.
Questions, comments, and concerns followed – [0:14:00] Member Shizuma raised the following: In the plans he noticed that in one area of the property that there was a certain native plant being looked upon for restoration; Mentioned that there is an Hawaiian heiau nearby, and asked if any Hawaiian community descendants were involved in overseeing with this matter; Also, asked what is the expected DMV consist of regarding with the mountain slope, and expressed concerns regarding with coconut rhinoceros beetles breeding in the cutting of the tree mulch. Member Sakamoto mentioned that he sent pictures from a Kāneʻohe resident to Member Shizuma via email regarding with the shown cut trees that were laying down from the mountain slope, and red dirt being exposed posing a safety concerns of potential landside due to heavy rains or hurricane; He mentioned that he sent an email with the same photos to the Mayor, Managing Director, Deputy Managing Director, Chief of Staff, and other executive cabinet members to inquire if the Department of Permitting (DPP) approved a grading permit in which the response back from Michael Formby Managing Director indicated that DPP did a site investigation two weeks ago, and notified Hawaiian Memorial to insure that slope mitigation drainage was put in place to prevent mud slides due to flooding. Resident Gary Burbage raised the following question: Will the hill side grading mount will be the same level as the existing nearby burial circle.
RESIDENT / COMMUNITY CONCERNS – [0:21:53]
Pickleball Courts – [0:22:44]: Gary Burbage mentioned that the new pickleball courts located at King Intermediate School have been closed with a lock on the fence, and commented that the community would like to enjoy it.
Coconut Rhinoceros Beetle (CRB) Seminar – [0:23:40]: Patty Yamashiro announced a CRB seminar on Saturday, June 21, 2025 from 3:00 to 5:00 p.m.
Makai Watch – [0:25:30]: Auntie Rocky announced a Makai Watch Invasive species meeting on Sunday, July 6, 2025 at Heʻeia pier.
ADA Anniversary – [0:26:40]: Donald Sakamoto announced the 35th anniversary of the Americans with Disability Act. There will be a rally at the State Capital on Friday, July 25, 2025 between 9:00 am till 11:00 am.

U.S. Representative Jill Tokuda & Q&A – [0:28:05]: No representative was present.
Governor Green’s Representative – [0:28:35]: Diane Ako provided the report, and highlighted a few items.

Mayor Rick Blangiardi’s Representative – [0:30:00]: Carrie Castle, Deputy Director, Department of Budget and Fiscal Services, provided the report and follow-up concerns from last month’s meeting.

Councilmember Esther Kiaʻāina – [0:37:50]: Councilmember Kiaʻāina reported on the six-year plan of rate adjustments, relating to EPA requirements.
Questions, comments, and concerns followed – [0:40:40] Member Burbage raised the following to the Governor representative: When will the Kaneohe library is expected to reopen after the renovations; for the Mayor’s representative: Commented concerns regarding with the stream clean up at Kaneki Street in which the sidewalk was broken up due to the heavy equipment when the stream was being clean up; She recommended that the city clean up the stream on a regular basis to avoid over grown trees and vegetation. Member Shizuma raised the following to Mayor’s representative: There is a monkey pod tree on Kamehameha highway near Kapilao road before the bus stop that a resident brought up to his attention that is causing and issue to the sidewalk being broken up. Member Sakamoto raised the following for U. S. Representative Tokuda: It was reported in the Honolulu Star Advertiser June 16, 2025 edition “hurricane concerns for isles increase after federal cuts” and what efforts will be made by representative to secure NOA?; For the governor: can you please give an update with state senate bill regarding neighborhood boards being excluded by the state sunshine law; How many disabled people does the state government employ in its workforce under the equal access opportunity?; For the Mayor’s representative: How many disabled people does the county government employ in its workforce under the equal access opportunity?; Member Burbage raised the following to Councilmember Kiaʻāina:There is still an issue regarding with the Board of Water Supply still not addressing with the water leak on the property of Master Care/Times Supermarket/kezunas for about two years; There are tree roots under the road between Saint Marks Church/School and the chiropractic business that is very bumpy. Member Carstensen raised the following to county and state government: there was two incidents of fiber optics cables being compromise posing a concern on how it impacted our services in our community from banks, emergency services, direct communication, internet, telephone lines, and would this be part of the emergency preparedness in which the county and state would be looking into it. Resident Kaluhiwa raised the following concerns to the county and state: she recently tried to park her car on the street however, the new parking meters in the area are so faded to view display; With the governor’s office she has Issues with the Heʻeia boat harbor removal of the showers that the Kāneʻohe canoe club and many others have been using for many years.
Senator Jarrett Keohokalole – [0:53:00]: No representative was present.
Senator Brenton Awa – [0:53:27]: Elizabeth Tavate, Office Manager, provided a response to a Senate Bill 405, and updates on the following topics; CRB, the food tree project, water quality, and Kāneʻohe Canoe Club.
Representative Lisa Kitagawa – [0:59:30]: No representative was present.
Representative Scot Matayoshi – [0:59:33]: No representative was present.
Representative Mike Lee – [0:59:36]: No representative was present.
Questions, comments, and concerns followed – [0:59:39] Member Sakamoto raised concerns with the new fee increases for vehicle safety checks by the state Department of Transportation. Chair Radke commented regarding how quickly it took someone 10 minutes to remove the showers at Heʻeia pier and to hear the history from Aunty Rocky with solutions that were made back then.
