The Board may act on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (12) of this 17-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

B. Honolulu Police Department – In addition to regular reports, please discuss the below listed questions.
a. Discussion: I have not seen solo riders on the Windward side and particularly on the H3. Can there be more of a presence there?
b. Sport motorcycles are joining in with the muscle cars going back and forth on the H3. Entering Kailua on ramp, exiting Kamehameha Hwy and repeating the loop.
C. Hawaii Department of Transportation
a. Discussion: Recent news about speeding cameraʻs at intersections that already have cameraʻs to cach red light runners. There needs to be speeding cameraʻs on the H3. Please give details.
b. Discussion: Westbound scenic turnout just outside MCBH should be locked at night to prevent use as a “gathering place” for racing.
D. Marine Corps Base Hawaii
a. Discussion: What annual training for new arrival training is being done for Marines and Sailors abuard MCBH to understand their responsibility to themselves and the community (with regards to racing on the H3)

I. CALL TO ORDER – [0:00:05]: Chair Mo Radke called the Kāneʻohe Neighborhood Board No. 30 meeting to order at 6:30 p.m. Note: This 17-member Board requires nine members to establish a quorum and to take official Board action. Quorum was established with 12 members present.
Board Members Present: Mo Radke, Adriel Lam, Lora Burbage, Donald Sakamoto, Mark Brandle, Dale Carstensen, Cecil Downing, Neil Fleitell, Bryan Heverly, David Shizuma, Holly Sevier, Kim Tomey, Patty Yamashiro (6:42); Greg Quitevis (7:18 p.m.); and Abe Toma (appointed at this meeting).
Board Members Absent: Elena Bryant.

II. FILING OF VACANCIES ON THE BOARD – [0:00:18]
Chair Radke called for volunteers for the following two subdistrict vacancies: Subdistrict 2 – Windward Mall; and Subdistrict 7 – Pūʻōhala. Abe Toma volunteered to fill the Subdistrict 7 vacancy and provided a brief introduction.
[0:03:00] Sakamoto nominated Abe Toma to fill the Subdistrict 7 vacancy. Hearing no other nominations, a voice vote was conducted. Abe Toma filled the Subdistrict 7 vacancy 12-0 (TOMA: Heverly, Brandle, Burbage, Carstensen, Downing, Fleitell, Lam, Radke, Sakamoto, Sevier, Shizuma, Tomey). [0:03:17]
Chair Radke called a recess at 6:33 p.m. to swear-in Abe Toma.
Toma joined the meeting at 6:34 p.m., 13 members present, the meeting was called back to order.

H3 Speeding Enforcement Initiatives [0:38:26]: Major Paiva reported enforcement efforts and the history of speeding enforcement on the H3 Freeway.

Disposition of Castle Medical Center property (formerly HPU) – [0:50:45]: Dawn Chang, Board of Land and Natural Resources, Chair, introduced supporting staff, and presented an update on the acquisition by the State of Hawaii of the Hawaii Loa Campus. A description of proposed uses were provided.

V. RESIDENT / COMMUNITY CONCERNS – [1:04:55]
Facility Accessibility [1:05:25]: Aunty Rocky inquired about Ben Parker Elementary School and Handicap parking, relating to the Neighborhood Board meeting and the accessibility with gates being locked.
Paratransit and Handivan: The steps are very high and dangerous [1:06:29]: Sakamoto raised a concern relating to the steps on the Handivan vehicles being too high.
Voter Service Centers: establishing more voting service centers [1:10:02]: Lam raised concerns regarding the lack of voter service centers during the recent State Election.
Red Light Traffic Cameras: Can we add one at the intersection of Kahekili Hwy and Kahuhipa Street? [1:12:40]: Quitevis requested a red-light traffic camera at the intersection of Kahekili Hwy and Kahuhipa Street.

U.S. Representative Jill Tokuda & Q&A [1:13:42]: Michelle Nguyen shared highlights from the January Neighborhood Board report, which include the following; new office location, and updates on congress work from Washington, DC.

Governor Green’s Representative – [1:13:56]: Ilihia Gionson of the Hawaiʻi Tourism Authority provided responses to prior inquiries regarding the He’eia State Park. Ilihia Gionson announced the new representative for the Governor’s office will be Diane Ako.
Mayor Rick Blangiardi’s Representative – [1:20:40]: Andy Kawano, Director, Department of Budget and Fiscal Services, provided the following link: https://www8.honolulu.gov/mayor/newsletter and provided information about City lifeguards and firefighters brave massive waves to compete in ‘The Eddie’, The City and County of Honolulu announces a new landfill site on O‘ahu, Mayor Blangiardi honors Councilmember, Calvin Say, who is retiring after nearly five decades of public service, The 40th Honolulu City Lights celebration wraps up as thousands enjoy the displays, The City wins a $2 million grant for affordable housing development in Iwilei. Director Kawano provided responses to prior inquiries from the Board.
