I. CALL TO ORDER – [0:00:01]: Chair Pro Tem Dotty Kelly-Paddock called the meeting to order at 6:30 p.m. Quorum was established with eight members present. Note – This 11-member Board requires six members to establish a quorum and take official Board action.

Mayor Rick Blangiardi’s Representative – [1:01:40]: Cat Taschner provided the report and highlighted the following: The City begins an 80-acre master planning effort for the Iwilei-Kapālama sub-corridor; Mayor Blangiardi signs a trio of bills into law designed to help increase public safety, especially along the Leeward Coast; The Mayor’s Office of Culture and the Arts helps unveil three new art installations as part of the Wahi Pana: Storied Places public art project; Entrepreneurs along the Waiʻanae Coast begin the Idea2Biz incubator program, sponsored by the Office of Economic Revitalization; Long lines and wait times, no more! The City brings driver’s license learner’s permit tests online, with no appointments needed; and responses to questions asked in the previous meeting.

Community Resilience/Emergency Preparedness – [1:37:15]: Kelly-Paddock reported updates to federal funding for a community safe room.

Canoe Club – [1:40:25]: Chris announced an outrigger canoe club shelter to protect canoes, and a petition will be circulated.
Honolulu Century Ride – [1:43:20]: Chris Salas, Hawaii Bicycling League, announced the Honolulu Century ride on Sunday, September 28, 2025.
North Shore Gondola – [1:44:20]: A resident announced a joint meeting on Wednesday, July 30, 2025 at Leilehua High School, regarding the proposed Gondola on the North Shore.
Little Fire Ants – [1:45:00]: Kelly-Paddock reported the DLNR will be using drone to spray for Little Fire Ants.
Broadband – [1:46:00]: There will be a celebration on Monday, October 6, 2025.
