• March 2024 Statistics: There were 3 structure fires, 4 nuisance fires, 12 activated alarms (no fire), 143 medical emergencies, 1 motor vehicle collision with pedestrian, and 11 motor vehicle crash/collisions.
• Safety Tip: Evacuation Planning – Have an emergency preparedness plan ready in case of an environmental emergency, fire, or natural disaster. Know two ways out of your home, and consider the route you will take if you need to evacuate from your neighborhood due to an emergency. Visit fire.honolulu.gov to learn more. Leave early enough to avoid being caught in fire, smoke, or road congestion. Establish a predetermined location, such as a well-prepared neighbor or relative’s house, a low-risk area, or a shelter or evacuation center. Honolulu Police Department (HPD) [0:01:50]: Sergeant P. Snoops reported the following:
• March 2024 Statistics: There were 9 motor vehicle thefts, 4 burglaries, 28 thefts, 19 unauthorized entries into motor vehicles (UEMV), and 5,824 total calls for service. Further statistical information can be found at www.honolulupd.org.
• Safety Tip: Wind Advisory – When there is a wind advisory, please make sure all loose items are secure in order to prevent injuries and damage to self or property.

Stadium Authority [0:21:16]: Chris Kinimaka reported on the ongoing procurement process moving into the proposals phase and a Community Engagement Conference scheduled for Monday, May 6, 2024 at 6:30 p.m. in-person at the existing stadium. The Board solicited 3 volunteers to be present at the conference. Board Members Wood, Sugimura, and Glen plan to attend. Samantha Spain announced some upcoming events.

State Department of Transportation (DOT), Highways Division [1:01:05]: Casey Abe reported on 1) a pothole being repaired in the area, 2) homeless encampments in the area being removed, 3) bridge inspection frequency, and 4) a downed sign in the area. Hale O Lipoa Affordable Housing Community [1:07:19]: Keegan Flaherty presented on the Hale O Lipoa Project. Highlights included background information on Ikenakea Development, site and zoning details, development milestones, unit details, and project features. Area Median Income (AMI), rental ranges, and who this project is targeting to help was a big focus and similar to other Ikenakea Development projects.

Hawaiian Cement [1:38:55]: Dave Gomes presented on Hawaiian Cement and their ongoing discussions with the Department of Planning & Permitting (DPP) for a height variance permit for the Hälawa Quarry. Scott Ezer presented on details of the quarry and the desire to extend the lease. Chair Wood requested a tour of the facility be provided to members of the Board who wished to attend.

TheBus Service Modifications [2:01:01]: Kent Yang from the Department of Transportation Services (DTS) shared that Route 11 will be discontinued on Sunday, June 2, 2024. Yang shared alternate routes and ways to accommodate riders of Route 11.

Kōkua nä ‘Āina [2:04:38]: Mike Ewall presented on the concern with the current proposal on O’ahu to take the trash incinerator ash from the H-POWER facility and to use it to build roads around the county. Highlights included details about the H-POWER facility and studies conducted in Pennsylvania and New York with similar facilities.

Resolution Opposing Senate Bill (SB) 3202 and House Bill (HB) 1630 [2:25:34]: The Board held brief discussion about the 2 bills but did not have someone present who had been tracking the bills closely enough to speak on the need for a motion to be made. No Board action taken.
Monster Homes in Aiea [2:31:20]: The representative from DPP had to cancel attending the Board meeting.
