Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”

Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

Rules of Speaking and Notes: Anyone wishing to speak is asked to raise their hand. When recognized by the Chair, address comments to the Chair. Speakers are encouraged to keep their comments under 3 minutes, and those giving reports are urged to keep their reports under 3 minutes. Please silence all electronic devices. The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote of this 17-member Board is needed to add an item to the agenda. No item shall be added to the agenda if it is of reasonably major importance and action thereon by the board will affect a significant number of persons.

Neighborhood Plan §2-14-116 Disclosure. (a) Any board member who knows he or she has a personal or private interest, direct or indirect, in any proposal before the board shall disclose the interest either orally or in writing to the board. The disclosure shall also be made a matter of public record before the board takes any action on the proposal.
(b) A member who makes any disclosure shall not be disqualified from participation in the discussion or vote on the matter. A member may choose to be recused. A recused member shall not participate in the discussion or vote.

1. CALL TO ORDER – [0:00:03]: Chair Pro Tem Char called the Makiki/Lower Punchbowl/Tantalus Neighborhood Board No. 10 meeting to order at 6:01 p.m.

2. ROLL CALL – [0:00:09]: Neighborhood Assistant Hayashi conducted a roll call. Quorum WAS established with 11 members present. Note: This 17-member Board requires 9 members to establish quorum and take official Board action.

HONOLULU FIRE DEPARTMENT (HFD) – [0:01:04]: Fire Captain Goh introduced Fire Fighter Hanohano-Hong who provided the report, including statistics for June 2025 (1 structure fire, 13 activated alarms, and 128 medical calls) and fire safety tip regarding wildfire awareness, prevention, and preparedness.

Questions, comments, and concerns followed – [0:03:04]: Kawano asked about fire alarm inspections in buildings and Fire Captain Goh confirmed HFD performs routine inspections for commercial and residential buildings at least once a year.

4. HONOLULU POLICE DEPARTMENT (HPD) – [0:04:18]: Sergeant Sai reported the statistics for June 2025 (nine motor vehicle thefts, 10 burglaries, 28 theft cases, 14 unauthorized entries into motor vehicles (UEMVs), 4 assault cases, no sex assaults, no graffiti cases, no drug cases, and 2,069 total calls for service.

Questions, comments, and concerns followed – [0:05:24]: Peters raised concerns about several major accidents at the intersection of Ward Avenue and Lunalilo Street. Steelquist requested HPD’s motor vehicle collision statistics. Eberhardt asked about bicycle safety at the Pensacola and Kinau intersection. Witham asked about the enforcement of city park rules. A resident asked about a purse snatcher in the neighborhood. Peters asked about the noise enforcement of motor vehicles. Also, Peters raised concerns about people establishing encampments and obstructing sidewalks at Thomas Square. Sergeant Sai responded that HPD enforces the Stored Property Ordinance (SPO) by issuing citations and making arrests at the city park at least five times a month.

5. INITIAL CONVENING BUSINESS – [0:18:58]

Filling Vacant Seats – [0:18:59]: Janvier Witham introduced herself as a Makiki resident for more than three years and an engineer by education and profession who frequents the parks and walks around the neighborhood. [0:20:18] – Steelquist MOVED and Ross SECONDED the nomination for Janvier Witham to fill a vacant seat in Subdistrict 1. Hearing no other nominations, the board conducted a roll call vote. Chan was not present for the roll call vote. Witham was appointed to fill the vacant seat; 11-0-0 (Witham: Char, Eberhardt, Silva, Nakamoto, Ross, Steelquist, Peck, Mitchell, Lee, Kawano, and Peters; Abstain: None) – [0:20:29].

Chair Pro Tem Char called a recess at 6:23 p.m. to administer the oath of office to Janvier Witham. Witham took the oath of office at 6:24 p.m.; 13 members present. Chair Pro Tem Char called the meeting back to order at 6:25 p.m.

Request the Neighborhood Commission to Change the Representation of the Members on Neighborhood Board No. 10 From Subdistricts to the District At-Large – [0:40:23]: [0:41:34] – Char MOVED and Steelquist SECONDED a motion to request the Neighborhood Commission to change the representation of the members on Neighborhood Board No. 10 from subdistricts to the district at-large. There was an extensive discussion from multiple board members speaking in favor of the change due to community unity, shared concerns across geographic areas, and the need to ensure all residents have equal opportunity to vote and serve regardless of their specific address within the district. [0:49:29] – Eberhardt MOVED and Nakamoto SECONDED to postpone this agenda item to the next meeting due to needing more time to consider the issue. The motion was NOT ADOPTED; 1-12-0 (Aye: Eberhardt; Nay: Char, Silva, Mitchell, Nakamoto, Peck, Ross, Steelquist, Kawano, Chan, Lee, Peters, and Witham; Abstain: None) – [0:53:23]. Following discussion, the motion to request the Neighborhood Commission to change the representation of the members on Neighborhood Board No. 10 from subdistricts to the district at-large was ADOPTED; 12-0-1 (Aye: Char, Silva, Mitchell, Nakamoto, Peck, Ross, Steelquist, Kawano, Chan, Lee, Peters, and Witham; Nay: None; Abstain: Eberhardt) – [1:02:21].

Board of Water Supply (BWS) – [1:02:29]: No representative was present at this time.

Mayor Rick Blangiardi’s Representative – [1:03:04]: Megan Johnson provided updates on the following:
● Requested second optional right-turn lane at South Beretania and Pensacola intersection: The Department of Transportation Services (DTS) will conduct an investigation and inform the board of results by February 2026.
● Ward Avenue contraflow lanes: DTS determined removal did not significantly impact traffic flow and allowed DFM to utilize staff for other critical tasks.
● Safety measures near 1517 Makiki Street: DTS will conduct an investigation.
● Tipsy Pig establishment: The Honolulu Police Department has been monitoring the area and encourages the public to call 911 when illegal activities occur.
● Building 42 radiation concerns: The Department of Parks and Recreation has not received formal reports from the Department of Health indicating confirmed radiation hazards but is aware of community concerns

Questions, comments, and concerns followed – [1:09:22]: Chair Char requested a review of the containment in Building 42. Ross emphasized the need for actual testing with equipment rather than just reviewing reports. Nakamoto reported on the Nice Neighborhoods Committee’s observation of Tipsy Pig on Friday, July 4, 2025 and Saturday, July 12, 2025. Lee asked about the Pence Metro affordable housing project and other developments. Peters expressed concerns about the removal of contraflow lanes on Ward Avenue. Eberhardt asked about adding a second right-hand turn lane at Kinau and Pensacola. Ross raised concerns about homeless encampments and hazardous wires near the underpass on Piikoi Street. Ross and a resident requested fence extensions near the overpass on Piikoi Street with homeless tents under the freeway.

District 5: Councilmember Scott Nishimoto – [1:25:36]: Taylor Date reported Councilmember Nishimoto is finalizing bills for community projects and plans to introduce them this month. Councilmember Nishimoto recently attended the Makiki Neighborhood Community Garden meeting to discuss the secured funding for fencing around the garden.

Questions, comments, and concerns followed – [1:26:59]: Char asked about funding for fencing to implement the leash-off dog park at Punahou Square. Kawano requested information about the development project at Wilder and Pensacola.

District 6: Councilmember Tyler Dos Santos-Tam – [1:29:39]: Robin Henski received a constituent concern on Thursday, July 10, 2025 regarding barricades on Prospect Street across from Bella Vista Reservoir. The Department Facility Maintenance responded quickly and is sending a team to investigate moving the barricades closer to the reservoir. Councilmember is working with the Department of Planning and Permitting on amendments to Bill 7 to improve the program.

7. COMMUNITY CONCERNS FROM RESIDENTS – [1:31:48]

Special Meetings Request – [1:32:08]: Tom Heinrich asked board members to consider holding special meetings given hot topics like affordable housing, development projects, and pedestrian and traffic safety.

8. STATE OFFICIAL REPORTS – [1:35:26]

Governor Josh Green’s Representative – [1:35:26]: Russell Pang provided contact information for the Department of Health’s Indoor and Radiological Branch Office for Building 42 concerns. Pang addressed concerns regarding the freeway underpass in the Piikoi area, noting it is state jurisdiction. A protest regarding the Ward Avenue overpass repaving contract has been resolved and work can move forward. Pang Reported on plans to install delineators to prevent illegal left turns from Punahou Street onto the H-1 westbound onramp and mentioned that the traffic signal at the H-1 offramp onto Punahou/Bingham Street is part of a modernization project. Pang noted that the Department of Transportation is addressing community concerns about a small parcel on Enos Lane with overgrowth and debris.

Questions, comments, and concerns followed – [1:41:44]: Nakamoto asked for updates on the Punchbowl perimeter fire prevention coordination. Eberhardt inquired about hurricane insurance applications and processing. Lee asked about the condition of Lunalilo Road from Piikoi to the freeway onramp. Peters raised concerns about blinding headlights on vehicles. Kawano asked if the Ward Avenue repaving would include the full intersection at Ward and Lunalilo.

Senate District 11: Senator Carol Fukunaga – [1:48:08]: Senator Fukunaga provided information about the hurricane insurance coverage, noting Hurricane Relief Fund began activities on Tuesday, June 24, 2025. As of early July, they had received 83 applications with about 10 underway. The Hawaii Property Insurance Association will provide additional assistance later this year, around October 2025. The loan program will require rulemaking and will take longer to implement.

Questions, comments, and concerns followed – [1:50:26]: Eberhardt expressed gratitude for the work that was done for Hurricane Insurance. Nakamoto recognized Senator Fukunaga for doing a great job.

House District 26: Representative Della Au Belatti – [1:52:15]: Christine Kubota reported that they are continuing to gather information and proposals for a special session. The representative supports the special session. They would like to hear from the community about impacts from the federal level, whether administrative or regarding the new House budget bill.

House District 25: Representative Kim Coco Iwamoto – [1:53:17]: No representative present.

House District 23: Representative Ikaika Olds – [1:53:33]: Representative Olds reported that his bill HB 943 was signed into law as Act 299, establishing a substance abuse and mental health treatment program within the Department of Health. Representative Olds is conducting an interim 2025 survey and walking the neighborhood to deliver surveys and is preparing for the next legislative session based on community feedback.

House District 22: Representative Andrew Garrett – [1:54:48]: No representative present.

 

9. BOARD BUSINESS/PRESENTATIONS – [1:54:58]

Approval of Written Summary for Video Record: Thursday, June 19, 2025 – [1:55:02]: Without objection, the June 2025 regular meeting written summary was approved as written; 13-0-0 (Aye: Char, Eberhardt, Steelquist, Kawano, Mitchell, Silva, Nakamoto, Peck, Lee, Chan, Peters, Ross. Nay: None. Abstain: None) – [1:55:22].

Designation of Board Committees and Committee Chairs – [1:55:20]: The Board recreated the Nice Neighborhoods Committee with Harris Nakamoto as the Committee Chair. Committee members include Kahanu Chan, Nancy Depicolzuane, Nathan Char, Bronson Silva, Ian Ross, Chuck Lee, and Claire Santos. Member Nakamoto provided the history of the Nice Neighborhoods Committee and purpose of the group. Due to a resident asking how would a resident contact the Nice Neighborhoods Committee, Lee asked if it would be possible to give the resident time to speak if she has a concern. Resident Lisa Ching expressed concerns about a running group at Makiki Park that runs too close to walkers, is disrespectful to other park users, set up tents, pounded stakes in the ground, and consumed alcohol in the park. Resident Erin Smith, who lives across from the park, raised concerns about constant whistle-blowing from the running group daily. Concerns were raised about the response from park staff.

● The mission has been located on Elm Street between Piikoi and Keeaumoku for over 100 years.
● They were shocked and saddened by the intentional fire at the Sheridan Park playground.
● He asked what could be done to replace the equipment and how the process could begin.
● He noted a similar incident at Wahiawā District Park where the community came together to replace equipment within a month.
● Bodai Mission would support a community initiative to replace the equipment.

Queen Victoria Residences (QVR) Coffee Talk – [2:18:55]: Chair Char and Lindsay Chambers announced that a coffee talk will be held on Saturday, July 26, 2025 at 10:00 a.m. The new board leadership at QVR wants to discuss possible solutions to traffic issues in front of QVR and Chick-fil-A Makiki.

11. BOARD ANNOUNCEMENTS – [2:19:51]: Ian Ross announced his planned resignation due to a family member’s health concerns and expressed gratitude for the honor of serving on the board.
