City crews work to remove the sand plug at the mouth of Kaʻelepulu Stream
HONOLULU – The City and County of Honolulu’s Department of Facility Maintenance (DFM) will begin work on August 11, 2025, to remove the sand plug at the mouth of Kaʻelepulu Stream at Kailua Beach Park, located downstream of the Kawailoa Road bridge. The project will involve the use of heavy equipment.
This maintenance work is authorized under Department of the Army Permit POH-2020-00198, issued by the U.S. Army Corps of Engineers.
For public safety, beachgoers are advised to avoid the work area and to refrain from swimming in the ocean immediately offshore from the sand plug removal site, as opening the stream mouth may create strong currents. City crews will also remove large debris and floatable litter from the stream during the project. Warning signs will be posted to alert beach users of the discharge of stream water into the ocean.
The City appreciates the community’s patience during this work. Increased noise levels should be expected while heavy equipment operates in the stream area. Work hours will be from 8:30 a.m. to 2:30 p.m., and the project is anticipated to be completed by September 24, 2025, weather permitting and subject to the availability of equipment and manpower.
