HONOLULU – Mayor Rick Blangiardi on Tuesday announced the appointment of Jocelyn Doane, a seasoned community and public servant and lifelong Honolulu resident, as the new Deputy Director of the City and County of Honolulu’s Department of Enterprise Services (DES).
In her new role, Doane will help lead the department charged with managing the City’s Neal S. Blaisdell Center, the Tom Moffatt Waikīkī Shell, the Honolulu Zoo and Oʻahu’s six municipal golf courses. The Department of Enterprise Services is the only City department with an operating budget that is primarily funded by revenues generated from public events and activities at City facilities.
“We think Jocelyn brings to the table everything we absolutely need for this position, and I’m especially excited about the incredible dynamic that I’m anticipating between Jocelyn and Dita Holifield, our Enterprise Services Director,” said Mayor Rick Blangiardi.
Doane, a former Chief of Staff to City Councilmember Esther Kiaʻāina, most recently served as the Honolulu Field Director for the U.S. Department of Housing and Urban Development and officially started her new chapter with the City on Tuesday. In addition to her work with Councilmember Kiaʻāina, Doane also previously served as the administrator of the Community Based Development Division at the City’s Department of Community Services.
“I have seen firsthand how our City facilities support our economy and small businesses, while at the same time providing local families cultural, recreational, and entertainment opportunities, and I feel an important personal connection to many of these places,” said Jocelyn Doane. “Neal S Blaisdell is ʻohana through my Merseberg and Cummins kūpuna, and my grandparents met on the beaches of Waikīkī, where my grandfather was a beach boy and my grandmother was a beach girl. I am honored to take on the kuleana to help manage these ʻāina.”
Doane holds a Juris Doctorate from the University of Hawaiʻi’s William S. Richardson School of Law and a Masters of Business Administration from University of Hawaiʻi at Mānoa’s Shidler College of Business. She takes over as Deputy Director following the departure of Tracy Kubota, who retired last month following a more than 30-year career in public service.
