
HONOLULU – The City and County of Honolulu’s Department of Housing and Land Management (DHLM) has released a Request for Qualifications (RFQ-DHLM-25-03) seeking a qualified development partner for the redevelopment of City-owned land on Kapolei Parkway into a dynamic, mixed-use, transit-oriented development project that will deliver hundreds of affordable housing units.
The site—located between Wakea Street and Kamokila Boulevard—is an underutilized parcel in the heart of Kapolei, surrounded by schools, parks, healthcare services, and retail establishments. The City has identified the property as a priority redevelopment opportunity due to its location, readiness for activation, and potential to support a high-quality, mixed-use housing community.
The latest in a series of RFQs seeking development partners, this offering advances the City’s multi-phase effort to repurpose underutilized City-owned land through public-private partnerships, a key strategy of the 2025–2028 Strategic Housing Plan to accelerate housing production, promote mixed-income communities, and expand long-term affordability across the island.
“This is a tremendous opportunity for Kapolei and for the families who want to call this wonderful community home,” said Mayor Rick Blangiardi. “Kapolei continues to grow, and we need to make sure that growth includes real, affordable housing options for residents. By putting underutilized land to better use, we’re enabling and creating affordable homes, supporting working families, and making long-term investments in West Oʻahu’s future.”
This opportunity builds on the recent success of Parkway Village at Kapolei, a 401-unit affordable rental community located on City-owned land just west of the project site. The project offers green spaces, recreation rooms, 641 parking stalls, 10 laundry facilities, and Hawaiʻi’s first privately developed public charter preschool, making it a standout example of how to deliver high-quality housing quickly and efficiently.
“Parkway Village was completed in just 15 months. This project clearly demonstrates that with the right tools and partnerships, underutilized City-owned land can be transformed into more affordable housing—faster—while creating lasting benefits for the community,” said Kevin D. Auger, director-designate of DHLM. “With these additional parcels, we intend to replicate that success—and do it in a way that’s fully integrated with the island’s future. With Skyline expanding this October to connect residents directly to major activity centers, this site represents one of our best opportunities to build transit-connected housing that truly supports working families. It’s exactly the kind of project DHLM was engineered to deliver—forward-looking, community-driven, and rooted in purpose.”
A non-mandatory pre-proposal conference will be held on Friday, June 13, 2025, to provide an overview of the solicitation process and respond to general questions from interested applicants.
Questions related to this solicitation should be emailed no later than June 27, 2025. Final submissions are due by 1:00 p.m. HST on Friday, July 25, 2025.
