HONOLULU – For the seventh consecutive year, the City and County of Honolulu has earned a spot on Forbes’ prestigious Best-in-State Employers list, ranking #1 for government services and #4 overall in Hawai‘i for 2025.
Now in its seventh year, the annual Forbes list recognizes employers across the nation that excel in workplace culture, employee satisfaction, and professional growth opportunities.
“This recognition is a testament to the dedication and teamwork of our nearly 10,000 employees who show up every day committed to serving the people of Honolulu,” said Mayor Rick Blangiardi. “We have worked hard to create a culture where our employees feel valued, supported, and united in a common mission — to deliver results that restore trust and confidence in City government.”
Since 2022, the City has made significant progress in hiring and retention — cutting the average hiring time from 180 days to under 97 days in 2025, with expedited hiring taking an average of 78 days. These gains — supported by stronger employee engagement, more professional development, flexible work schedules, a competitive benefits package, and new four-year collective bargaining agreements with annual raises for 6 of the nine bargaining units to date — have helped keep the City on the Forbes list year after year.
The Best-in-State Employers rankings are compiled by Forbes in partnership with market research firm Statista, based on anonymous employee surveys covering factors such as working conditions, compensation, potential for advancement, and diversity.
