HONOLULU – The City and County of Honolulu’s 2025 Recovery Plan for Coronavirus State and Local Fiscal Recovery Funds is now complete and available for the public to read and review.
This report is being submitted to fulfill US Treasury requirements and is intended to serve as an updated companion to the 2024 Updated Recovery Plan. As of June 30, 2025, the City and County of Honolulu (“City”) received a total of $386,252,141 in State and Local Fiscal Recovery Funds (“FRF”) and, as of this report, awarded $386,252,411.
Programs and projects for which FRF monies were approved align with the expectations of the City, as articulated in prior Recovery Plans, and the fundamental goals of the City’s strategy to deploy FRF monies remain largely unchanged:
- Provide community support and address economic impacts;
- Support equitable economic recovery;
- Modernize City operations; and
- Invest in critical island infrastructure
