Reduction in Fees for Class 10 (Special For-Profit) Liquor Licenses

(Pilot Program)

The Honolulu Liquor Commission is pleased to announce implementing a fee reduction pilot program under specific conditions for those applying for a Class 10 Special (For-Profit) Liquor License.

The Pilot Program is available to applicants who meet the following conditions:

    1. Submitted a New or Transfer Liquor License Application for a permanent license;
    2. Whose second (2nd) 120-day temporary (or standalone temporary) license has, or is about to expire; and
    3. Are applying for a Class 10 (Special For-Profit) license to be able to continue serving alcohol while their permanent license application is still under investigation.

The reduction, if warranted, will apply to the fees that an applicant would otherwise have paid for Class 10 (Special For-Profit) licenses under Rule §3-81-17-51 of the Liquor Commission.  

Applicants must complete the Request for Reduction in Fees form (LIQ-LIC-170), providing the application history to assist the Commission in determining whether a fee reduction is warranted.  Application history will include:

    • Communication dates with the Honolulu Liquor Commission
    • Deficiencies identified and addressed
    • The reason for the request to see a reduction in fees for the Class 10 (Special For-Profit) license, i.e., the application is pending investigation, requesting additional time to address deficiencies, pending a preliminary hearing, or other undue hardships.  

If your new or transfer liquor license application is currently under investigation, please do not include any specific information pertaining to the investigation, as it may be subject to public meeting law restrictions.

Interested applicants should complete and file the Request for Reduction in Fees (LIQ-LIC-170) form and their Class 10 (Special For-Profit) license application.  

Process and Forms

2. Complete Request for Reduction in Fees form (LIQ-LIC-170)

Applicable to pending New or Transfer Liquor License applicants with an effective about-to-expire or expired second temporary license.

3. Submit the application packet and request form to HLC

Workflow

    1. The applicant completes and submits the Special For-Profit Application Packet and the Request for Reduction in Fees form (LIQ-LIC-170) concurrently.

    2. The Honolulu Liquor Commission (HLC) will review the request, prepare a summary of the status of the pending “New” or “Transfer” license application, and schedule a hearing for both the special license application and the fee reduction request.  

    3. At the scheduled hearing, the Commission will review the request and decide if a fee reduction is applicable.  

    4. If the Commission approves the fee reduction, the HLC Licensing Support section will contact you to discuss the reduced special license application fee payment schedule.

      If your request was denied, the standard special license application fee payment(s) will be due according to the payment schedule.
