Submit your FY26 License Renewal application and required documents to receive your FY26 Liquor License by MAIL.  Renewal applications received after June 13 will need to pick-up your FY26 Liquor License from our office.

GATHER Required Documents:

  1. Hawaii State Tax Clearance (dated within six months of submission) – HITAX.HAWAII.GOV

  2. *Pre-Tax Clearance letter from the State of Hawaii Department of Taxation (DOTAX)
    *Approved, current DOTAX payment plan
    *A valid HCE Certificate stating “Compliant” for A-6 form is sufficient.

  3. Certificate of Good Standing (COGS), dated within 60 days of filing your license renewal.  (Not required for Sole-Proprietors). – DCCA Website:  https://cca.hawaii.gov/ (A valid HCE Certificate stating “Compliant” for COGS form is sufficient.)
  4. Certificate of Insurance, indicating $1 million in liquor liability, in effect on 7/1/2024.  (Not required for retail stores less than 2,500 sq. ft.,  Manufacturer, Wholesaler, Vessel, and Tour/Cruise Vessel.)

A Hawaii Compliance Express (HCE) Certificate stating “Compliant” may be used in lieu of the Hawaii State Tax Clearance and/or the COGS.  Hawaii Compliance Express website:  https://vendors.ehawaii.gov/hce/

Note:  The requirement to notarize the signature on the liquor license renewal application has been removed, effective 6/21/24.  Click here for a copy of Act 058.  We will not be mailing out printed copies of the FY26 renewal application.  Submitting/filing the FY26 renewal applications online does not require uploading a signed printed copy of the application.

Part I:  Register for a LCIS User Account or update your Authorized Agent status.

Part II: Gather your renewal documents and submit your License Renewal application using LCIS.

Scan/upload the required supporting documents applicable to renewal requirements (Hawaii State Tax Clearance, Certificate of Insurance, and Certificate of Good Standing). 
 
If the ownership information does not reflect the current ownership information of your liquor license on the LCIS license renewal application or printed copy, select or check the box to indicate a change is required. 
To update your ownership information, complete and submit the change of officer, director, member, manager, or partner packet.

Check the status of your application

  1. Log onto LCIS (https://www.honliquor.com)
  2. Click on “Existing Applications
  3. View the status of your application under the “App. Status” column

    • Draft – Application saved, not submitted.
    • Submitted – Application submitted, payment outstanding
    • Pending – Application submitted, paid, pending review
    • Completed – Application approved, FY25 license issued, renewal complete.

For “Pending” applications, additional processing steps.  Under the “Current Task” column:

    • Review application – Application under review
    • Recommend Approval – Application reviewed, pending approval
    • Print/Issue – Application approved, pending issuance of license
