Honolulu Police Department – [0:00:39]: Lieutenant Miura from District 7 provided the crime statistics for August 2025 and the safety tips for September 2025.
• August 2025: Motor vehicle thefts: 3; Burglaries: 11; Thefts: 11; Unauthorized entry into motor vehicles (UEMV): 5; Total calls for service: 5,662.
• Safety Tip: Lieutenant Miura provided back-to-school safety tips including bicycling safety (wear helmets, wear bright/reflective clothing, make eye contact with drivers and pedestrians), child pedestrian safety (children are impulsive and lack judgment of speed and distance), and clothing safety (remove drawstrings on hoods or around the neck of clothing as they can get caught).

Board of Water Supply – [0:02:34]: No representative present. This item was revisited at a later time.

Department of Transportation (Highways Division) – [0:02:48]: Casey Abe provided updates on various transportation projects. Abe reported that maintenance crews had addressed concerns about potholes and overgrowth along the eastbound on-ramp going to Kalanianaole Highway and graffiti on the westbound off-ramp to Waialae Avenue. He noted that the Waialae Avenue resurfacing project is scheduled for construction in 2028. The seismic retrofit project for the Waialae Avenue viaduct started on Monday, August 18, 2025, with an anticipated completion date of July 2026. Traffic has been backing up past the 16th Avenue overpass during construction hours (8:30 a.m. to 3:00 p.m.), and motorists are advised to plan accordingly. Regarding pedestrian safety improvements on Waiʻalae Avenue, a consultant has been hired to collect data by October 2025, with a final report expected by April 2026.

1. Traffic Congestion: Resident Young commented that traffic congestion at the Waiʻalae exit has been an ongoing issue regardless of construction.
2. Construction Impact: Resident Francis expressed concern about severe traffic backups on the H-1 freeway due to the construction at the Waiʻalae Avenue off-ramp. He suggested having a traffic officer present during rush hours when lanes are reduced to improve safety. Casey Abe responded that he would discuss this with their construction engineer.

Fujiki arrived to the meeting at (7:10 p.m.); Quorum was established, 5 members present.

3. Project Clarification: Member Wong sought clarification about which roadway was being discussed, confirming it was the eastbound off-ramp toward Times Supermarket where construction on the pillars was causing traffic to back up along the H-1 freeway.

Board of Water Supply – [0:02:34]: Lorna provided a report on the upcoming “Imagine a Day Without Water” event.
• Report: The annual “Imagine a Day Without Water” event will be held on Saturday, September 20, 2025, from 10:00 a.m. to 2:00 p.m. at the Windward Mall Center Court. The event will feature interactive displays from over 20 city and state community organizations, hands-on activities, and a prize giveaways including a 45-gallon rain barrel.

1. Water Supply Status: Member Castonguay asked about the current water situation on the island given the lack of rain. Lorna responded that they consistently monitor the situation and will inform the community if there are any concerns, noting that conservation is always encouraged.

1. Neglected Facility: Chair De Quevedo addressed the issue of the Department of Education (DOE) facility on 475 22nd Avenue that has been in a state of disrepair and neglect for an extended period. He noted that residents have repeatedly requested maintenance of the property, but the DOE has failed to address these concerns, forcing neighbors to clean up the area themselves. He called for the DOE to maintain their facility.

Office of the Mayor – [0:19:29]: Deputy Director Jon Nouchi provided the report and highlighted the following.
Report: Deputy Director Nouchi provided updates on several issues:
• Regarding the 949 Kealaolu property and 30-foot golf net fence, he clarified that if a project is found to be non-compliant and is in the appeals process, daily fines still accrue. The project is currently still in appeals with the zoning board.

1. Fines: Chair De Quevedo asked how much the daily fines are. Deputy Director Nouchi will provide an answer in a future meeting.
2. Department of Planning and Permitting (DPP) Leadership: Chair De Quevedo asked about Deputy Director Nouchi’s experience with DPP given recent changes. Deputy Director Nouchi expressed confidence in Director Don Apuna and Deputy Director Brian Gallagher, describing them as highly competent, skilled, and passionate about improving the department through better technology and training.

Report (Continued):
• A manhole cover sticking out an inch above the road at Waiʻalae and 7th Avenue has been referred to ENV wastewater for action.
• A missing gate next to Wilson Community Park on the southern end of the Waiʻalae Nui Bridge will be repaired, and the existing fencing will be inspected.

1. Kahala Towers Driveway Safety: Resident Hogan from the Kahala Towers Board of Directors inquired about getting a red stripe in front of their driveway to prevent accidents. Deputy Director Nouchi explained that red striping alone is not enforceable by HPD, it requires signage.

City Council (District 4) – [0:25:04]: Tasha Luke represented Councilmember Tommy Waters provided the report and highlighted the following.
Report: Luke reported on several issues:
• No updates regarding the red stripping but will take back the concern to Councilmember Waters and will provide any updates in the next meeting.
• Regarding houses occupying the Waialae stream, the Department of Community Services has provided outreach services, and HPD has issued criminal trespass citations.
• A constituent reported concerns about a new house being built on Kolohala Street that includes plans for a pickleball court, raising noise impact concerns. They are checking with DPP for updates.
• Bill 33, introduced by Chair Waters, was reported out of the zoning committee and will be heard for third reading in September 2025. The bill will strengthen DPP’s ability to enforce laws and hold violators accountable, including physical posting of stop work orders to help curb illegal monster homes.
• The DOE property on 22nd Avenue, several neighbors spoke about this issue at a joint town hall meeting with Representative Tina Grandinetti, and Councilmember Waters’ office is working with Representative Grandinetti’s office on this matter.

Questions, comments and concerns followed – [0:27:08]
1. Kahala Towers Driveway Safety (CONTINUED): Resident Hogan raised concern that the wrong street name (Kilohana Avenue instead of Kilauea Avenue) had been recorded in previous communications. Chair De Quevedo provided a brief information regarding the removal of street parking on Kahala Towers and asked for clarification from Deputy Director Jon Nouchi of having red stripping and signage to enforce no parking. Deputy Director Nouchi explained that red striping alone is not enforceable by HPD it requires signage. Brian Wong added that the parking area fronting the Kahala Towers facility is similar to other facilities with 40-foot no-parking zones near driveways, and he saw no reason why such restrictions couldn’t be implemented for safety reasons. Deputy Director Nouchi agreed to have engineers address both issues during their site visit.

VIII. RESIDENTS’ COMMUNITY CONCERNS – [0:32:46]
Bicycle Lanes – [0:32:59]: Chair De Quevedo inquired about Rich Turbin’s complaint regarding bicycle lanes on Alakea.

DOE Property Concerns – [0:33:19]: Resident Port thanked Tasha Luke and Councilmember Waters’ office for their efforts regarding the DOE property on 22nd Avenue. He noted that concerned citizens had attended a joint town hall on July 23 and provided a PowerPoint presentation on July 30 detailing the issues. He expressed appreciation for the positive feedback from both Councilmember Waters’ and Representative Grandinetti’s offices. Port was surprised that the DOE claims they cannot address the trash, dead trees, and brush due to lack of green waste disposal capabilities, noting they have a six-acre lot where they could at least bag the waste temporarily. Port discussed the ongoing issues with the DOE property on 22nd Avenue. He mentioned that residents are tired of cleaning up after others, with items ranging from food waste to car batteries, mattresses, and even abandoned vehicles.

X. PRESENTATIONS / NEW BUSINESS – [0:39:51]
Shangri La Museum Conditional Use Permit Request – [0:40:06]: Ben Weitz (Executive Director), Jim Hayes (Planning Solutions), and Lea Major (Deputy Executive Director) presented on proposed modifications to the meeting facility use at Shangri La.
Presentation: Weitz introduced Shangri La as a cultural and convening center with a museum rooted in Doris Duke’s Islamic art collection. Hayes explained that Shangri La is seeking modifications to its Conditional Use Permit (CUP) to allow for:
• No change to daytime tours
• Increased size for daytime meetings (allowing groups larger than 24 people, with up to 12 meetings per year having 100-170 people)
• Increased number of evening meetings to 36 per year
• Earlier end time for evening meetings to 9:30 p.m.
• Continued use of 24-passenger vans for transportation (no parking in the neighborhood)
• No commercial meetings or activities
• The property is 3.9 acres with the main building having 24,000 square feet of living area and the pool house having 3,000 square feet. The areas accessible to guests are buffered from neighboring properties by distance, buildings, landscaping, and topography.

Questions, comments and concerns followed – [0:50:13]
1. Meeting Times: Chair De Quevedo asked for clarification about the request, confirming that Shangri La wants to extend their events into the evening to enjoy sunset hours, which currently end abruptly at 5:00 p.m. Hayes confirmed that sunset is around 7:00-7:15 p.m. in summer, and they’re proposing to end events at 9:30 p.m., which is earlier than the 10:00 p.m. noise restriction that applies to residential properties.
2. Transportation: Chair De Quevedo confirmed that no parking in the neighborhood would be used, with all participants arriving via shuttle vans. Hayes said that was correct. Member Castonguay asked for the maximum number of vans will be used. Hayes noted a maximum of about 13 vans over the course of an evening for the largest events.
3. Audience: Member Castonguay asked who is being served by these meetings. Weitz explained that while tours currently serve about 60% tourists and 40% locals, they’re working to shift that balance by making tickets more accessible to residents through a new partnership with Bishop Museum. The meetings include community gatherings, diplomatic events, and educational programs that bring global expertise to Hawaii.
4. Schedule: Member Wong asked about the days of events, and Weitz confirmed that the days aren’t changing – there would be no activity on Sundays or Mondays, with activities Tuesday through Saturday (tours only on Thursday, Friday, and Saturday, with ADA tours on Wednesdays as needed).
5. Neighborhood Meeting: Member Fujiki asked to potentially have a Neighborhood Board meeting at the Shangri La facility. Hayes noted they have opened up the playhouse and living room facility and would be happy to host something annually that could be helpful for the board.
6. Meeting Clarification: Resident Port wanted a clarification on the term meeting, an activity, and an event? Hayes clarified that activities and events are considered as meetings.
7. Neighborhood Support: Member Castonguay asked if they need the board’s support. Hayes clarified that a requirement of the DPP permitting process is to provide a presentation and invite everybody that’s a neighbor to Shangri La. A resolution is not required.
8. Neighborhood Support: John White, Neighborhood Security Watch coordinator for the Kahala-Waialae area, expressed support for Shangri La’s request, noting that 16.5 households on Papu Circle (where Shangri La is located) responded positively, considering Shangri La to be considerate neighbors.
9. Neighbor Concerns: Resident Ashley expressed concerns about the proposed changes, she noted that in 2024 they observed more performance-based events with amplified sound and counted 10 events in six months despite the current permit allowing only 7 per year. She worried about the impact of potentially having 250 people at events 36 times per year in a residential neighborhood. Hayes clarified that not all events would be large, with a graduated system for meeting sizes. Weitz addressed the neighbor’s concerns, noting they have implemented decibel meters to monitor sound levels and have moved some events with amplified sound to their other venues.

Firewise Overview and Community Invitation – [1:14:06]: Ashley Bare from Hawaii Wildfire Management Organization (HWMO) presented on the Firewise program.
Presentation: Bare introduced HWMO as a nonprofit focused on wildfire prevention, planning, mitigation, resilience, and recovery. The Firewise program is a national initiative that provides communities in fire-prone areas with a framework for wildfire preparedness and resilience. Started in 2002, it has grown to over 3,000 Firewise neighborhoods across the US, including 35 in Hawaii. HWMO co-administers the program with DLNR. There are five Firewise sites on Oahu with more working toward recognition, including one in the Waialae Ridgeline Estates. A longer presentation will be given at the Waialae Ridgeline Estates Clubhouse on Wednesday, September 10, 2025 at 6:30 p.m.

Questions, comments and concerns followed – [1:19:38]
1. Top Improvements: Chair De Quevedo asked about the top three improvements communities can make to reduce fire risk. Bare highlighted: 1) Community building and neighbor cooperation; 2) Vegetation reduction, including fuel breaks around neighborhoods; and 3) Connecting with other Firewise communities to share ideas and innovations.
2. Kamehameha Schools Properties: Member Wong asked about Kamehameha Schools’ efforts to mitigate fire risk on their ridge line properties. Bare explained that they are working on mitigation where they have access, though steep ridge lines present challenges. She noted that Firewise communities often help get the attention of large landowners, and Kamehameha Schools has been responsive to these communities.

Pesticide Use and Public Health – [1:24:32]: Olivia Eagle, Ella Alexander, and Ivonne Yaro from Representative Amy Perruso’s office presented on pesticide impacts in Hawaii.
Presentation: The team explained the difference between General Use Pesticides (GUPs) and Restricted Use Pesticides (RUPs), with RUPs requiring certification or licensing due to their significant environmental and health impacts. They are most commonly used in North and Central Oahu and West Kauai. Act 45 (2018) requires reporting of RUPs to the Hawaii Department of Agriculture and implemented 100-foot buffer zones around schools. Critical exemptions to Act 45 include neonicotinoids (not classified as RUPs despite toxicity to pollinators) and experimental field trials by major chemical companies. Maps showed that RUPs are not commonly used in the Waialae-Kahala area but are prevalent in agricultural areas. The team proposed improvements including better reporting, increased buffer zones, larger fines for violations, classification of neonicotinoids as RUPs, mandated soil and water testing, and more transparent labeling.

1. Golf Courses and Parks: Member Wong asked whether the pesticides discussed could be used in golf courses and parks. The presenters confirmed that dangerous pesticides are used in these areas, but since they only have data on RUPs, they can’t fully assess the impact of GUPs in recreational areas.
2. Documented Cases: A resident asked for documented cases of schools affected by RUPs. The team referenced experiences in West Kauai where students experienced breathing difficulties and skin issues after nearby spraying, and mentioned an ongoing study by a health department professor on community impacts.

Walk Bike Drive: Traffic Safety Presentation – [1:39:48]: Paula Bender from the Hawaii Bicycling League presented on traffic safety.
Presentation: Bender expressed alarm at the number of traffic fatalities this year, with 89 statewide and 54 on Oahu alone (double the number at this time last year). She explained that the vulnerable road users law protects everyone including cyclists, pedestrians, e-bike riders, and scooter users. She emphasized the need for courtesy between all road users, noting that drivers should be patient when cyclists need to temporarily enter the traffic lane to pass obstacles.

Bad Actors: Chair De Quevedo, who rides both bicycles and motorcycles, asked about addressing dangerous behavior by cyclists, moped riders, and e-bike riders, particularly younger riders on high-powered devices. Bender noted that the governor had vetoed a bill supported by the Hawaii Bicycling League that would have addressed some issues. She explained that HPD has limitations on pursuing these individuals, and that while low-powered e-bikes (under 20 mph) and high-powered e-bikes (over 20 mph) exist, neither requires licensing.
