Quorum was NOT established with four (4) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Honolulu Police Department – [0:01:02]: Lieutenant Miura from District 7 provided the following statistics:
• June Statistics: Motor vehicle thefts (4); burglaries (9); thefts (11); unauthorized entries into motor vehicles (6); and total calls for service (5,453).
• Safety Tip: Lieutenant Miura shared information about the Federal Emergency Management Agency’s (FEMA) family emergency communication plan, which includes: 1) Collect and create a paper copy of the contact information for your family and other important people; 2) Make sure everyone carries a copy in their backpack, purse, or wallet; 3) Practice the plan through regular household meetings; and 4) Remember that text messages may get through when phone calls will not.
Questions, comments, and concerns followed – [0:02:21]:
1. Member Castonguay asked if police have a database for the statistics they provided and whether different districts report different categories. Lieutenant Miura explained that there is a central database, but districts may have standard statistics they report based on agreements with their respective boards.
2. Member Turbin thanked HPD for their assistance with a homeless individual at Kāhala Beach who was causing disturbances. He noted that the person was arrested for burglary, but was released by a judge without bond. Turbin asked if HPD could lobby with courts to place such individuals in rehabilitation centers rather than releasing them back to the streets. Lieutenant Miura stated he would forward the concerns upward.
Board of Water Supply – [0:07:47]: Lorna provided the report and highlighted the following: no main breaks for the month of June 2025 and the 2025 Annual Unthirsty Plant Sale occurring on Saturday, August 2, 2025 at the Hālawa Xeriscape Garden (99-1268 Iwaena Street) from 9:00 a.m. to 1:00 p.m. The event will feature drought-tolerant and native plant varieties, plant doctors from the Master Garden Program, information booths, and free soil conditioner. Admission is free, and payment is by credit card only.
Fujiki arrived to the meeting at (7:12 p.m.); Quorum was established, 5 members present.
Department of Transportation (Highways Division) – [0:10:09]: Casey Abe was having technical issues; this item was revisited at a later time.

Subdistrict 1 – One Vacancy – [0:10:41]: No candidates came forward.
Questions, comments, and concerns followed – [0:11:02]:
1. Member Castonguay mentioned that the board could request to have a specific subdistrict vacancy changed to an at-large position.
II. PUBLIC SAFETY REPORTS (CONTINUED) – [0:11:50]
Department of Transportation (Highways Division) – [0:12:31]: Casey Abe provided the report and highlighted the following:
• Graffiti was painted over and a new lock installed where homeless individuals had broken in
• A missing light standard near the Koko Head overpass was replaced
• Damaged signs, overgrowth, and a utility box cover were addressed
• Potholes and a missing cover on a pedestrian push button post near 21st Avenue were repaired
• New graffiti and potholes were identified for future repair
• An uneven sidewalk near Hunakai Street will be ground down to eliminate a tripping hazard
• The seismic retrofit project start date has been pushed to late August/early September and the seismic retrofit project will not include netting for birds
• Casey Abe also thanked Chair De Quevedo for his letter requesting pedestrian safety improvements at three high-risk intersections along Waiʻalae Avenue under the H-1 viaduct. He noted that the traffic branch is investigating, but is short on resources.

1. Pro-Tem Chair De Quevedo thanked Casey for a follow up on the pedestrian safety letter, noting its importance to the Sakai family following Mojito Sakai accident at the Waiʻalae-Hunakai intersection.
[0:17:40] – De Quevedo MOVE and Turbin SECONDED to write a letter requesting netting to prevent pigeons nesting under the viaduct. Hearing no further discussion, a voice vote was conducted. The motion WAS ADOPTED; 5-0-0 (AYE: De Quevedo, Fujiki, Turbin, Mcguffie, and Castonguay; NAY: None; ABSTAIN: None) – [0:17:44]
2. Member Turbin raised concerns about traffic congestion on Alakea Street during commute hours (4:30-5:30 p.m.), citing issues with bike lanes, delivery trucks, and unsynchronized traffic lights. Casey Abe referred the Alakea Street concerns to Jon Nouchi from DTS, who was present online.
3. Resident Kam thanked Casey Abe for addressing bird droppings and potholes under the viaduct, but asked about complete resurfacing of Waiʻalae Avenue under the viaduct. Casey Abe agreed to investigate and will bring an update in the next meeting.
4. Resident Kam also mentioned a protruding manhole cover at Waiʻalae and 7th Avenue that causes issues for bus passengers. Casey Abe said he would research whether it’s a state or county road.
Honolulu Marathon Clinic Turkey Trot – [0:25:13]: Chair Pro-Tem De Quevedo introduced Andrew Laurence to announce the Honolulu Marathon Clinic Turkey Trot scheduled for Thursday, November 27, 2025 at the Kapiolani Park. De Quevedo requested the map of the marathon so it can be presented in the next meeting

Reports of Members’ Attendance at Other Meetings – [0:38:11]: Member Castonguay reported attending the Neighborhood Board No. 5 meeting (St. Louis-Diamond Head). He noted that their minutes included police and fire statistics directly rather than referring to websites. He also mentioned their request to change a vacant subdistrict position to an at-large position, and concerns about the width of the proposed Ala Wai Bridge (23 feet), which some feared might eventually be used for cars.

Office of the Governor – Josh Green – [0:41:08]: Patti Jette provided the Governor’s newsletter and was available to take questions back to the Governor and other departments. When asked about her favorite native plant, she mentioned the red ‘Ohi’a lehua.

Office of the Mayor – Rick Blangiardi – [0:42:24]: Jon Nouchi, Deputy Director of the Department of Transportation Services (DTS), provided the report and provided the updates:
• Nouchi will investigate member Turbin’s request regarding the Alakea Street’s unsynchronized traffic lights and Kam’s request regarding a protruding manhole cover at Waiʻalae and 7th Avenue
• The city began an 80-acre master planning effort for the Iwilei-Kapālama sub-corridor
• Mayor Blangiardi signed bills to increase public safety, especially for the Leeward Coast
• The Mayor’s Office of Culture and Arts unveiled three new art installations, including a decorated city bus featuring art by Cory Kamehanaokalā Taum
• Entrepreneurs along the Waianae Coast began the “Idea2Biz” incubator program
• Driver’s license learner permits are now available online with no appointment needed

Jon Nouchi provided updates to several community concerns – [0:46:56]:
• The 30-foot golf net fence at 949 Kala Olu Place has no permit. The owner applied for a variance in 2024, which was denied in December 2024. The owner is appealing the decision, but the fence remains up as of two weeks ago.

1. Chair De Quevedo asked about enforcement of the unpermitted fence at 949 Kala Olu Place. Jon Nouchi agreed to follow up with the Department of Planning and Permiting (DPP) about enforcement during appeals.
2. Resident Spangler from Neighborhood Board No. 2 requested Jon Nouchi contact her about city permits for city streets affecting communities across board boundaries. Jon Nouchi has recieved her email and will reach to her at a later time.
Jon Nouchi provided updates to several community concerns (continued) – [0:54:04]:
• Residents from Kāhala Towers requested removal of two street parking stalls on the mauka side of their parking garage entrance on Kilohana Avenue for safety reasons. DTS will investigate the appropriate no-parking distance.
Questions, comments, and concerns followed – [0:54:49]:
1. Chair De Quevedo asked about the timeline for the Kāhala Towers parking investigation. Jon Nouchi explained it could be quick but implementation might take 6-8 months due to limited Department of Facility and Management (DFM) crews.
2. Member Turbin thanked the Mayor for helping with the Kāhala Beach homeless situation.
3. Member Wong reported a missing gate at the Waiʻalae Nui stream access from Malia Street, creating safety concerns and allowing access for homeless individuals.
Honolulu City Council, District 4 – Councilmember Tommy Waters – [0:59:36]: Tasha Luke announced that Chair Tommy Waters and Representative Tina Grandinetti are co-sponsoring a Kaimuki Town Hall on Wednesday, July 23, 2025 at Liholiho Elementary School cafeteria. Representatives from HPD, DTS, and Department of Community Services (DCS) will be present to provide updates and answer questions.
Hawaii State House, District 19 – Representative Mark Hashem – [1:00:47]: No representative present.
Hawaii State House, District 20 – Representative Tina Nakada Grandinetti – [1:00:58]: No representative present.

VIII. RESIDENTS’ COMMUNITY CONCERNS – [1:01:27]
Meeting Minutes – [1:01:41]: Resident Spangler expressed concern about the quality of meeting minutes, noting that they often lack detail about discussions. She specifically mentioned a question about the Kāhala Community Association’s status that was asked at a previous meeting, but not properly documented in the minutes.
Questions, comments, and concerns followed – [1:02:50]:
1. Chair De Quevedo and member Turbin explained that the Kāhala Community Association is defunct, having been closed down through a lawsuit that emptied its treasury approximately 20 years ago. Chair De Quevedo acknowledged the concern about minute’s quality and noted that not documenting discussions properly creates accessibility issues. He mentioned that he would bring this up at his upcoming meeting with the Neighborhood Commission Office (NCO) on Sunday, August 3 2025.
2. Member Castonguay added that at another board meeting, they discussed using ChatGPT to improve minute’s quality.

Wildfire Preparedness Workshop for Diamond Head Area – [1:09:12]: Chair De Quevedo informed the residents that the Workshop already passed.
Informational Update: Summer Streets Pilot Program – [1:09:22]: Chair De Quevedo reported that the Hawaiʻi House of Representatives passed a resolution encouraging the City and County of Honolulu to implement a Summer Streets pilot program promoting temporary street access for pedestrians, cyclists, and non-motorized users to support sustainability, local businesses, and community health.
Proposal to Establish a Community Planning Committee – [1:09:49]: Member McGuffie presented a proposal to establish a Waiʻalae-Kāhala Neighborhood Board Community Planning Committee to review and provide input on the East Honolulu Sustainable Communities Plan and the Primary Urban Center Development Plan, which both govern portions of the Waiʻalae-Kāhala area.

Questions, comments, and concerns followed – [1:13:00]:
1. Chair De Quevedo read testimony from Lucinda Piles supporting the proposal, stating it would provide more proactive involvement in long-term visioning and create awareness of the larger ahupua’a-based mauka-to-makai framework that impacts our community.
2. Resident Spangler mentioned an article by Ian Lind about Bishop Estate’s plans to redevelop Kāhala Beach Apartments when leases expire in two years, potentially building up to 60 feet high. She also expressed concerns about potential development of Kāhala Mall.
3. Member Turbin shared that he and Lucinda had previously met with Tommy Waters about getting all of Kāhala area into the East Oahu Neighborhood Development Plan, but were told it would be difficult because East Oahu neighborhood boards didn’t want Kāhala included.
4. Resident Cagle expressed support for the committee, citing concerns about water damage, garbage in canals, and environmental issues affecting Kāhala Beach.
5. Member Spangler and Chair De Quevedo discussed homeless encampments in canals that contribute to pollution and garbage flowing to Kāhala Beach. Casey Abe explained that the DOT homeless coordinator conducts weekly checks but individuals often return after being asked to leave.

7. Member McGuffie stated that once the committee is formed, they will reach out to the Kuliʻouʻou-Kalani Iki, Hawaiʻi Kai, Kaimukī, and Pālolo neighborhood boards and will determine a meeting location in the future.
8. Member Fujiki wants clarification on the purpose of the Committee.
9. Aloha McGuffie clarified that the purpose of a planning committee is to review and discuss the East Honolulu Sustainable Communities plan and the Primary Urban Center plan to receive public input.
10. Resident Kikimaka questions how members are chosen and how many there would be?
11. Aloha McGuffie suggested to have stakeholders from Diamond Head to Koko Head to be included in the committee, but more information will be provided once the committee is formed.

12. Member Fujiki expressed concern that the committee might focus too much on preventing development rather than addressing affordable housing needs. He suggested the committee should be independent from the neighborhood board to ensure broader representation.
13. Aloha McGuffie clarified that the committee would only collect information and make recommendations to the board, not implement actions.
14. Member Fujiki stated that he is not in support of the formation of this committee.
15. Resident Kam believes that the committee can be an opportunity to hear under represented voices.
