Presentation and Resolution by Dr. Grace O’Neil, MD, and community members of the Mālamaʻumae Hui regarding preservation of Mauʻumae Park’s open greenspace and community concerns regarding the proposed construction of a kyūdōjō (Japanese archery facility) within the park. Discussion of community priorities and possible board action.
b. American Heart Association – Hawaiʻi Heart Walk 2026 (5 Minutes Requested)
Brief presentation by Kamy Arakawa, Event Planning Director, American Heart Association Hawaii, regarding the upcoming Hawaiʻi Heart Walk scheduled for Saturday, August 15, 2026 at Kapiʻolani Park and surrounding Diamond Head area. Community awareness and participation information.
c. Kilauea Avenue – Chronic Vehicle Occupation and Street Maintenance Concerns
Discussion of ongoing community concerns regarding long-term vehicle occupation by individuals experiencing homelessness along Kilauea Avenue, including impacts on street parking availability for residents and service workers, obstruction of street sweeping operations, and deferred city maintenance of the Monkeypod tree blocking street lighting. Possible board action or referral to HPD and the Department of Facility Maintenance.
d. Waiʻalae Avenue Repaving Beneath Kāhala Viaduct – Concrete Bus Pad Installation
Continued discussion regarding the feasibility of installing concrete bus pads during future repaving of Waiʻalae Avenue beneath the Kāhala Viaduct to reduce ongoing roadway damage from city bus traffic.
e. Kāhala Viaduct Seismic Retrofit – Bird Mitigation Status Update
Update on whether bird netting or anti-bird mitigation measures will be incorporated into or follow the conclusion of the ongoing Kāhala Viaduct seismic retrofit project.
f. Waiʻalae Nui Stream – Homeless Encampment Response Update
Update from HPD and/or Mayor’s Representative on the status of the Request for Immediate Services and Response (RISR) submitted to the Mayor’s Office regarding homeless encampments within the Waiʻalae Nui Stream corridor.

I. CALL TO ORDER – [0:00:01]: Chair Christian De Quevedo called the Waiʻalae-Kāhala Neighborhood Board No. 3 meeting to order at 7:02 p.m.

Quorum WAS NOT established with 4 members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Honolulu Fire Department (HFD) – [0:00:25]: No representative present.

Honolulu Police Department (HPD) – [0:00:48]: Lieutenant Miura from HPD District 7 provided January 2026 statistics and February 2026 safety tips.
• January 2026 Statistics: Motor vehicle thefts were 6; burglaries were 4; thefts in general were 10; unauthorized entry to motor vehicles (UEMV) were 6; and total calls for service for the district were 5,804.
• February 2026 Safety Tips: Inclement weather and flash flood preparedness: do not allow children to play near streams or drainage ditches, as these areas can quickly become deadly; do not attempt to drive through flooded areas, as roads may be washed out and water may be deeper than it appears. Disaster kit reminders: maintain a 14-day supply of water at one gallon per person per day for drinking and sanitation; keep prescription medications, glasses, contact lenses, medical devices, and a first aid kit readily available; generators are recommended for those dependent on electrical medical devices. Residents are encouraged to use HNL Info to stay informed about emergencies, weather advisories, and traffic bulletins.

Questions, comments, and concerns followed – [0:02:31]
1. Gun-Related Incidents and Concealed Carry Laws: Castonguay followed up on whether gun-related incidents have increased since the liberalization of concealed carry laws. Lieutenant Miura stated he has not personally observed a rise in gun-related crimes out of the ordinary and committed to following up with hard statistics at a future meeting.
2. High Volume of Calls for Service: Castonguay asked how the approximately 5,800 monthly calls for service are handled and whether Artificial Intelligence (AI) is being used. Lieutenant Miura stated AI has not yet been implemented and explained that an alternative call service handles simple non-emergency reports by phone, with officers dispatched for calls requiring in-person response.

Board of Water Supply (BWS) – [0:05:32]: Lorna Heller provided the report and highlighted the following: no main breaks to report for the prior month. She announced the BWS 2026 Poster and Poetry Contest: the poster contest is open to students in grades K–6 and the poetry contest is open to students in grades 7–12, with this year’s theme being “Everyday Conservation.” The submission deadline is Friday, February 27, 2026.

[0:08:18] – Hearing no objections Chair De Quevedo moved Hawaiʻi Department of Transportation (HDOT) up the agenda.

Hawaiʻi Department of Transportation (HDOT) – Casey Abe – [0:08:27]: Casey Abe provided the report and highlighted the following: potholes noted at the January 2026 meeting were successfully patched; trash left by homeless on the state highway right-of-way; more graffiti; and new potholes remain ongoing concerns being addressed by maintenance crews. The Waiʻalae Viaduct seismic retrofit project is ahead of schedule with most work completed, all steel plates removed from Waiʻalae Avenue, and an anticipated completion date of July 2026. HDOT was unable to secure additional funds to cap the viaduct planter boxes with concrete at this time but will do so when funding becomes available in July 2026; in the interim, weed barriers have been installed to minimize overgrowth and will cut back the overgrowth when it becomes an eyesore for the traveling public.

Questions, comments, and concerns followed – [0:10:17]
1. Project Budget: Chair De Quevedo asked whether the seismic retrofit project is under, at, or over budget. Abe confirmed the project is within budget.
2. Viaduct Vegetation Capping and Irrigation: Hogan asked for confirmation that HDOT will cap all vegetation areas on the H-1 Viaduct, which Abe confirmed, and Hogan noted that the irrigation system near the Kāhala Towers area along the Mākai side of the viaduct does not appear to be functioning. Abe confirmed HDOT jurisdiction over everything under the viaduct and agreed to have someone inspect the irrigation system.
3. Americans with Disabilities Act (ADA) Warning Pad: Wong noted that the ADA warning pad at the corner of Kīlauea and Waiʻalae Avenues appears to have been damaged and is no longer present. Abe agreed to follow up.

III. FILLING OF VACANCIES – [0:14:05]
Subdistrict 1 – One Vacancy and Subdistrict 4 – One Vacancy – [0:14:10]: John White volunteer to fill-in the vacancy
for Subdistrict 4 and provided a brief introduction.

V. ELECTED OFFICIALS’ REPORTS – [0:18:17]

Governor’s Representative – [0:18:27]: Patti Jette provided the report and highlighted the following: she announced that the Department of Land and Natural Resources (DLNR) is conducting a Red Hill survey to assess public awareness of the 2021 Red Hill fuel tank spill and its ongoing remediation. Residents have approximately one week remained to complete the survey; mailed surveys were also sent to a random sample of residents.

Questions, comments, and concerns followed – [0:20:08]
1. Red Hill Survey Purpose: Chair De Quevedo questioned the purpose of the survey. Jette explained that the purpose of the survey is to gather information to figure out what information people know about the bill, remediation and ensure the public is kept informed about Red Hill developments.
2. Red Hill VI and the Navy: Castonguay asked whether Red Hill VI is the same group the Navy recently announced it would not be required to share information with, as reported in a recent newspaper article. Jette stated she was not certain but did not believe the Navy’s announcement referred specifically to Red Hill VI, noting the group works with federal partners on remediation.
4. Department of Education (DOE) Property on 22nd Avenue: Jette reported she had relayed the board’s interest in assisting with landscaping at the DOE property but confirmed no follow-up had been received; Francis added that neighbors have maintained the property voluntarily for over a year and a half and the DOE has not responded to a formal written meeting request from Representative Grandinetti or the board chair. Port confirmed the frustration and noted the DOE performed only a small contractor cleanup in December 2025 without addressing the underlying conditions.
5. Community Proposal: Port reported that a Tuesday, February 10, 2026 letter to DOE Facilities requesting a remediation status update received no reply, and proposed that Jette serve as intermediary by forwarding the letter and relaying the DOE’s response back to neighbors; Jette agreed and shared her email: patricia.m.jette@hawaii.gov. Castonguay also suggested the DOE consider transferring the property to a department better equipped to maintain it, which Jette agreed to pass along.

Mayor’s Representative – [0:31:04]: John Nouchi provided the report and highlighted the following: announced the new and improved Honolulu 311 app available on iOS and Android and at hnl311.com; he also shared highlights from the Mayor’s newsletter including Kahuku District Park renovations, Black History Month recognition, the Honolulu Fire Department’s 175th anniversary, the Ocean Safety Department’s first deputy chief appointment, a new off-leash dog park in Makiki, and a new UV water treatment system for Kailua. Nouchi also provided updates to questions asked at the previous meeting regarding a homeless man sleeping at Wilson Community Park and speed reduction measures on Kiluaea Avenue near Kāhala Towers.

Questions, comments, and concerns followed – [0:39:18]
1. Traffic Signal Retiming: Turbin reported that the signal sequence at Pueo Street and Kilauea Avenue changed approximately one year ago, causing drivers to wait an additional minute after the countdown reaches zero, creating significant delays and prompting dangerous behavior such as red light running and illegal U-turns. Nouchi agreed to follow up with Department of Transportation Services (DTS).
2. Downtown Traffic and Lane Allocation Concerns: Turbin described multiple DTS-related downtown traffic issues: a lane on Punchbowl Street reassigned away from downtown-bound drivers, an underutilized bike lane on Alakea now reportedly occupied by homeless encampments, and poor signal coordination on Alakea Street at the intersections of Queen Street, Merchant Street, and South King Street. Nouchi acknowledged the concerns and agreed to take them back to his team.
3. Unhoused Individual Welfare Check: Dudgeon asked where to call to check on the status of an unhoused individual near Triangle Park. Nouchi suggested contacting the Crisis Outreach and Response Team (CORE) at 768-CORE, noting that privacy considerations may limit what information can be shared.
4. Kilauea Avenue at Kāhala Tower’s Safety Markings and Street Light: Hogan followed up on requests to paint red curb markings at the Kilauea Avenue driveway exit and to repair a street light out for approximately one year near the Young Men’s Christian Association (YMCA); Nouchi reiterated that the city uses signage rather than curb paint, committed to revisiting the engineering assessment, and agreed to report the street light to the Department of Facility Maintenance. Chair De Quevedo also requested a no-parking sign at the Kāhala Towers driveway to prevent vehicles from blocking the exit, which Nouchi agreed to look into.
5. Traffic Study Follow-Up: Francis asked for a status of traffic study on 22nd Avenue near the intersection of Puu Panini Avenue, noting no update had been received since a phone conversation with a DTS engineer. Nouchi advised Francis to call that engineer directly and committed to also look into the status through DTS’s planning division.
6. Crosswalk Safety at Kīlauea and Malia – [0:52:19]: Hirano raised a pedestrian safety concern at the crosswalk crossing Kilauea Avenue at Malia Street, noting that parked cars obstruct sightlines for pedestrians and suggested extending the sidewalk and moving the no-parking restriction further back. Nouchi indicated DTS could explore quick-build solutions and Rectangular Rapid Flashing Beacons (RRFBs) and committed to reviewing the study further.
7. Street Light Pole No. 2471 and Traffic Counter on Malia Street: Wong followed up on the inoperability of street light pole No. 2471 on Kilauea Avenue near the YMCA, out for over a year despite multiple 311 reports, and noted a pneumatic traffic counter on Malia Street near Wilson Park, asking what study it is associated with. Nouchi acknowledged both items and committed to confirming the traffic counter details with DTS.
8. Dog Bite and Homeless Incidents near Chair’s Business: Chair De Quevedo reported being bitten twice by a dog belonging to an unhoused individual near his business, witnessing an apparent open drug transaction near Zippy’s by the same individual, and asked what effective steps remain when police engagement has not produced lasting results. Nouchi acknowledged the situation as a multi-departmental challenge and committed to identifying the appropriate decision-maker and bringing them to the next meeting.
9. Stop Sign on Diamond Head Road – [1:03:39]: Chair De Quevedo noted a new stop sign appeared on Diamond Head Road near Makalei Place without prior notice, causing confusion and traffic violations, and asked who authorized it. Nouchi offered to provide the history, noting the sign is associated with a long record of crashes on that stretch and has been discussed at the Diamond Head Neighborhood Board.

Councilmember Tommy Waters – [1:05:40]: Tasha Luke provided the report and highlighted the following that the City Council approved his resolution urging the administration to pursue acquisition of the long-vacant Queen Theater property in Kaimūkī; however, the administration determined redevelopment would be extremely challenging due to lack of parking, structural issues, and significant financial constraints, and Councilmember Waters continues to meet with stakeholders and will keep neighborhood boards updated, citing the successful restoration of the historic Hilo Palace Theater as proof of what is possible. In response to prior concerns about homeless individuals at the abandoned property at 4041 Waiʻalae Avenue, HPD officers checked the property on Wednesday, January 21, 2026 and Thursday January 22, 2026, observed no homeless individuals at the time, and will continue periodic checks; residents are encouraged to call 911 if homeless individuals are observed on the property.

Questions, comments, and concerns followed– [1:07:31]
1. Bus Fare Increase – Bill 54 – [1:07:46]: Kam raised concern about Councilmember Waters’ vote in favor of Bill 54, which increases annual bus fares by $110, noting it is inconsistent with his stated platform of increasing affordability. Luke agreed to bring the concern back to Councilmember Waters and provide a response at the next meeting.
2. Sidewalk Maintenance and ROW Enforcement: Port thanked Luke and Adam Doo from Councilmember Waters’ office for their assistance on the DOE lot issue and noted that Doo is researching whether a requirement can compel the DOE to keep the adjacent sidewalk clear, with authority to charge the DOE if the city must clean it. Port asked Luke to coordinate with Doo on this matter.
3. Police Check Explanation: Fujiki asked whether officers are physically entering and inspecting the abandoned property at 4041 Waiʻalae Avenue or simply driving past, emphasizing that a drive-by inspection may be insufficient given that neighbors regularly observe individuals on the property. Luke stated she was unsure and committed to following up.
4. Queen Theater Private Ownership and Code Enforcement: Chair De Quevedo asked why the private owner of the Queen Theater is permitted to maintain the property in such deteriorated condition without being compelled to sell, demolish, or remediate. Luke agreed to research the matter and bring back an answer at the next meeting. Turbin noted the community has been urging city action on the Queen Theater for approximately 30 years with repeated promises but no decisive results, and urged Councilmember Waters to finally act. Francis also offered to support the effort and asked Luke to share contact information for prior community groups involved in the issue.
5. Ongoing Homeless Incidents: Chair De Quevedo described escalating homeless-related incidents near his business properties, including a third restraining order violation, an employee assault, and an arrest at the Coffee Bean and Tea Leaf, and asked Luke to relay to Councilmember Waters that the neighborhood requires elevated attention and tangible progress. Luke agreed to pass the message along.
6. Calls for Legislative Action: White called for stronger action on homelessness. Turbin cited the U.S. Supreme Court’s Grants Pass v. Johnson ruling affirming the constitutionality of ordinances permitting involuntary treatment of homeless individuals where adequate facilities exist, noting that both Mayor Blangiardi and Governor Green have expressed support for such legislation in Hawaiʻi. Turbin called on the City Council and State Legislature to exercise the political will needed to enforce existing law and build the necessary policy and facility infrastructure.

House District 19 – Representative Mark Hashem – [1:25:54]: Representative Mark Hashem provided his report and highlighted the following: the Harbor Hawaiʻi Marina in Hawaiʻi Kai was successfully dredged using $6.5 million in allocated state funds. The project, undertaken to address boats bottoming out in the channel, was completed ahead of schedule and was blessed the day of the meeting. Phase 2 of the project will focus on repaving the parking lot and improving storm water drainage.

Questions, comments, and concerns followed – [1:28:24]
1. Homelessness in Kāhala / District 19: Chair De Quevedo noted that the homeless issues in the neighborhood fall directly within District 19 and displayed photos from a Kāhala Towers resident showing an unhoused woman regularly present at the bus stop in various states of distress. He asked Hashem how the legislature is addressing on-the-ground homeless conditions today, beyond long-range affordable housing development. Representative Hashem outlined legislative investments including approximately $50 million to the Rental Housing Revolving Fund (each dollar generating roughly $3 in affordable housing construction value), with 10–15% of funded units designated as Housing First for homeless individuals. Hashem noted he would provide more detailed budget figures at a future time.
2. Large Tent City Suggestion: White suggested on building a large tent city that offers social services, medical services, and transportation buses. Hashem noted a system of rapid rehousing currently offered by the State and City. Turbin, Chair De Quevedo, and Representative Hashem discussed the legal authority and political will needed to enforce involuntary treatment for homeless individuals experiencing mental illness. Chair De Quevedo offered to meet with Representative Hashem in person to share successful mainland models.

House District 20 – Representative Tina Grandinetti – [1:46:41]: No representative present.

Senate District 9 – Senator Stanley Chang – [1:46:55]: No representative present

Approval of Thursday, January 15, 2026 Regular Meeting Minutes – [1:47:37]:
[1:47:48] – White MOVED and Turbin SECONDED to approve the Thursday, January 15, 2026 regular meeting minutes as written. Hearing no discussion and objections, the motion WAS ADOPTED; 6-0-0 (AYE: De Quevedo, Dudgeon, Wong, Fujiki, Castonguay, and Turbin; NAY: None; ABSTAIN: None) – [1:47:54]

Determination of Recess Schedule – [1:47:57]: Chair De Quevedo noted the board has traditionally taken recesses in June 2026 and December 2026. Neighborhood Assistant Anson Wu identified a scheduling conflict with the Mayor’s Town Hall scheduled for Thursday, May 21, 2026, which coincides with what would otherwise be a May board meeting date.

[1:49:01] – Fujiki MOVED and Turbin SECONDED to swap the July 2026 recess with the May 2026 recess. Hearing no discussion, the board voted by show of hands. The motion WAS ADOPTED; 5-0-1 (AYE: De Quevedo, Wong, Fujiki, Castonguay, and Turbin; NAY: None; ABSTAIN: Dudgeon) – [1:49:14]

Update on Alternative Venues for Future Board Meetings – [1:49:49]: Chair De Quevedo tabled this item to a future meeting due to time constraints.

Formation of a Permitted Interaction Group (PIG) – [1:50:20]: Member Fujiki presented the motion to form a Permitted Interaction Group (PIG) to review the Primary Urban Center Development Plan (PUCDP) and the East Honolulu Sustainable Communities Plan (EHSCP). He explained that he and Member McGuffie have been collaborating to develop sustainability guidance for the community through review of both plans. Formation of a PIG is required because more than two board members discussing board business outside of a publicly noticed meeting constitutes a quorum and would violate the Sunshine Law.

[1:51:00] – Fujiki MOVED and Turbin SECONDED to form the Permitted Interaction Group (PIG) to review the PUCDP and EHSCP, with Fujiki, McGuffie, Chair De Quevedo, and White. Hearing no discussions, the board conducted a show of hands. The motion WAS ADOPTED; 6-0-0 (AYE: De Quevedo, Dudgeon, Wong, Fujiki, Castonguay, and Turbin; NAY: None; ABSTAIN: None) – [1:51:57]

B. NEW BUSINESS / PRESENTATIONS
Waiʻalae Avenue Repaving beneath Kāhala Viaduct – Bus Pad Installation Inquiry – [1:53:08]: Kam proposed that concrete bus pads be installed at four bus stops along Waiʻalae Avenue beneath the Kāhala Viaduct during future repaving. The four locations are: eastbound at the corners of Waiʻalae/Hunakai and Waiʻalae/Kilauea, and westbound at the corners of Waiʻalae/Kilauea and Waiʻalae/Hunakai. Kam cited deteriorating road conditions, particularly around bus stops, noting that heavy rain in December 2026 exacerbated damage near Kāhala Mall.

Questions, Comments, and Concerns – [1:54:39]:
1. Bus Pad Request: Abe confirmed that concrete pads are standard practice at bus stops to prevent asphalt degradation from bus weight. He stated he would coordinate with HDOT’s Traffic Branch and Pavement Program to explore scheduling these installations.
2. Road Degradation: Kam also raised concern about the bus layover stop on the other side of Kāhala Mall at Hunakai and Waiʻalae, noting significant road degradation since additional bus routes began using that stop. Abe stated he would investigate but noted the location may fall within city rather than state highway jurisdiction.

Kāhala Viaduct Seismic Retrofit – Bird Mitigation Measures – [1:55:57]: Kam raised a concern about the large colony of birds nesting within the Kāhala Viaduct structure, posing a hazard to vehicles and pedestrians below.

Questions, Comments, and concerns – [1:57:02]:
1. Elected Official Suggestion: Abe stated that having the board’s state elected officials reach out to the HDOT Deputy Director for Highways would significantly help prioritize the request, as the State Legislature approves HDOT’s annual budget, and suggested contacting Senator Chang and Representatives Hashem and Grandinetti. He noted he would also raise the issue through his own channels. Chair committed to relaying the bird mitigation request to the elected officials with whom the board maintains regular contact.

Oʻahu Resilience Hub Learning Community (HLC) – Community Update – [1:58:11]: no representative present.

VIII. ANNOUNCEMENTS – [1:58:32]
Next Regular Meeting – [1:58:33]: The next regular meeting of the Waiʻalae-Kāhala Neighborhood Board No. 3 will be held on Thursday, March 19, 2026, at 7:00 p.m. at Ala Wai Golf Course Clubhouse, 404 Kapahulu Avenue, 2nd Floor, Honolulu, HI 96815, and via WebEx.

Shangri-La Conditional Use Permit Update – [1:59:06]: Castonguay provided an update on the Shangri-La venue permit. The Permit Committee approved a permit significantly scaled back from what was initially requested: daytime use was largely unchanged, but evening events were reduced to a maximum of seven per year, with only two events permitted to have up to 200 attendees. The Department of Planning and Permitting (DPP) additionally restricted use of the lower lawn for events, and the venue is no longer permitted to host music.
