A two-thirds (2/3) vote six (6) of this nine (9)-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

a. SB2423 / HB1734 — State Legislation on Residential Density and Local Planning Authority
Discussion of Senate Bill 2423 and House Bill 1734, which propose changes to residential zoning density allowances statewide. Follow-up on board discussion from Thursday March 19, 2026. Possible board action.
b. Malamaʻumae Hui — Mauʻumae Park Greenspace Preservation
Follow-up from Thursday, March 19, 2026 presentation by Dr. Grace O’Neil, MD, and community members of the Malamaʻumae Hui regarding preservation of Mauʻumae Park’s open greenspace and community concerns regarding the proposed construction of a kyūdō (Japanese archery facility) within the park. Possible board action.
c. Department of Transportation Services (DTS) — Pedestrian Safety Response
Receipt and discussion of DTS response to Board Member John White’s letter to DTS Deputy Director regarding pedestrian safety concerns at Kāhala Avenue / Diamond Head Road near Triangle Park.
d. Kilauea Avenue — Chronic Vehicle Occupation and Street Maintenance Concerns
Continued discussion of long-term vehicle occupation by individuals experiencing homelessness along Kilauea Avenue, including impacts on street parking, street sweeping operations, and Monkeypod tree maintenance. Possible board action or referral to HPD and Department of Facility Maintenance.
e. Waiʻalae Nui Stream — Homeless Encampment Response Update
Update from HPD and/or Mayor’s Representative on the status of the Request for Immediate Services and Response (RISR) submitted to the Mayor’s Office regarding encampments within the Waiʻalae Nui Stream corridor.
f. Waiʻalae Avenue Repaving Beneath Kāhala Viaduct — Concrete Bus Pad Installation
Continued discussion regarding the feasibility of installing concrete bus pads during future repaving of Waiʻalae Avenue beneath the Kāhala Viaduct to reduce ongoing roadway damage from city bus traffic.
g. Kāhala Viaduct Seismic Retrofit — Bird Mitigation Status Update
Update on whether bird netting or anti-bird mitigation measures will be incorporated into or follow the conclusion of the ongoing Kāhala Viaduct seismic retrofit project.
