I. CALL TO ORDER – [0:00:01]: Chair Christian De Quevedo called the meeting to order at 7:05 p.m.
Quorum was NOT established with four (4) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board of Water Supply (BWS) – [0:03:35]: Lorna provided the report and highlighted the following: 1 main break for the month of March 2025, the general water announcement regarding the Detect-A-Leak Week, and the City and County of Honolulu launches the HNL Alert for emergency notification.

Department of Transportation (HDOT) – [0:07:12]: Casey Abe provided his report and highlighted the following: updates on potholes on the Waialae Avenue Off-Ramp Westbound, removal of the homeless encampment near the Waialae Off-Ramp under the pedestrian overpass and Waialae Nui Stream Bridge; new lock installation for the Kapakahi Stream Bridge gate; graffiti clean-up; overgrowth; guard post repainting; removal of an old sign installation plate; replacement of a damaged utility box cover; fixing the sidewalks and curb ramps along the Makai side of Waialae Avenue; and starting next month Mocon Corporation will start the Seismic Retrofit project.
Fujiki arrives to the meeting (7:10 p.m.); 5 members present, quorum is established.
III. FILLING OF VACANCIES – [0:10:45]
Waiʻalae-Kāhala for Subdistrict 1 and At–Large – [0:10:45]: Aloha McGuffy volunteer to fill-in the vacancies for the At-Large seat and provided background information about herself.
[0:12:52] Fujiki NOMINATES McGuffy. Hearing no further discussion the board conducted a roll call vote, McGuffie filled in the vacancy for At–Large; 5-0-0 (AYE: De Quevedo, Fujiki, Himeda, Wong, and Castonguay; NAY: None; ABSTAIN: None) – [0:13:05]
[0:13:41] – Chair De Quevedo called for a recess to allow the Neighborhood Assistant (NA) to administer the Oath of Office to McGuffy. Aloha McGuffie entered the meeting, 6 members present.

Council Chair Tommy Waters – [0:17:11]: Adam Doo provided his report and highlighted the following: the council is currently deliberating the sewer fee increases due to Bill 60 limiting the increases to 4%; Bill 18 regarding the restriction of single-use plastic bottles in vending machines at city facilities had passed third reading; Bill 1 CD1 allowing outdoor restaurant dining had passed in April and was signed into law; and Bill 24, which adopts the revised Primary Urban Center Development Plan, passed third reading.

Kapiolani Community College: Carol Hosiko from the Kapiolani Community College announced that the Culinary Institute of the Pacific is about 99% complete and a free community interpreting workshop will be held on Wednesday, April 23, 2025, from 1:00 p.m. to 5:00 p.m. and on Thursday, April 24, from 9:00 a.m. to 1:00 p.m.

Hibiscus Half Marathon – [0:27:50]: Jen McVeay announced the Hibiscus Half Marathon and highlighted the following: the marathon will be the exact same route; no roads will be closed except for Monsarrat Avenue; and the race starts at 5:30 a.m. to 9:30 a.m.

Presentation: Early Eviction Mediation Program – [0:31:01]: Due to technical difficulties, this item was revisited at a later time.

YMCA – [0:33:25]: Isu Peki Executive Director of the Kaimuki YMCA announced the Healthy Kids Day event on Saturday, April 26, 2025 from 9:00 a.m. to 1:00 p.m.
Informational Briefing: Hawaiian Electric Utility Pole Replacements in the Community – [0:35:16]: Chair De Quevedo announced the upcoming Hawaiian Electric utility pole replacement on 4806 Kahala Avenue and 1472 Ainakoa Avenue to comply with the National Electric Safety Code (NESC) and Hawaiian Electric’s construction standards.

Presentation: Early Eviction Mediation Program – [0:36:10]: Program Manager of the Mediation Center of the Pacific, Roberta Hickey-Gomez, provided information regarding the Early Eviction Mediation Program. This program was launched in 2021 to address the end of Hawaii’s eviction moratorium and was launched in conjunction with Act 57, offering rental assistance with mediation. For the first year, the program had 1,342 cases, achieved an 85% agreement rate, and kept 90% of tenants in their homes. Despite Act 57 expiring in August 2022, the program continued with private funding and the use of independent contractor mediators. The program benefits both landlords and tenants as it reduces time spent on recovering rents and navigating legal systems, saves landlords money spent in the eviction process, provides greater ease in housing relationships, and provides greater housing stability and predictability. Meetings are 1 and a half hours long through Zoom and require participants to sign a confidentiality agreement. The Mediation Center of the Pacific is currently working on legislation, House Bill 1433, which will extend the period for a notice of termination of a rental agreement and a Tenant Kokua Hub starting in December.

City and County of Honolulu and Hawai’i Foodbank are Partnering to Fight Against Hunger – [0:46:38]: Neighborhood Assistant Anson Wu will be collecting donated canned goods at tonights meeting.

Senator Stanley Chang – [0:22:52]: Zephanii provided the report and highlighted the following: in the beginning of the session, 1,669 bills were introduced in the session; 206 Senate Bills and 245 House Bills are in conference; Senator Chang is Chair of the Housing Committee, Vice Chair of Energy, and a member of the Judiciary Committee; $150,000 in Capital Improvement for a fishpond and roofing project in the district; $1 million Capital Improvement for the Hawaiʻi School for the Deaf and Blind; and a $2,000 instant rebate for water solar heating.
