1. Presentation: Early Eviction Mediation Program – Roberta Hickey-Gomez, Program Manager, Mediation Center of the Pacific
Overview of the Early Eviction Mediation Program, supporting landlords and tenants in resolving housing disputes before escalation. Includes program benefits, success rates, and community impact.

2. Informational Briefing: Hawaiian Electric Utility Pole Replacements in the Community
Hawaiian Electric will be conducting infrastructure improvements in the district as part of compliance with the National Electric Safety Code (NESC) and Hawaiian Electric’s construction standards. Residential customers will be notified of nearby pole installations and provided instructions on how to request a waiver/exemption of applied standards, as required by the Hawai‘i Public Utilities Commission (PUC). Upcoming projects include:

o 1472 Ainakoa Avenue

Quorum was established with five (5) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

[0:27:26] – Hearing no objections, Chair De Quevedo moved up Department of Transportation (HDOT) after Council Chair Tommy Waters.

Council Chair Tommy Waters – [0:27:34]: Council Chair Tommy Waters provided his report and highlighted the following: Council Chair Waters introduced his new chief of staff, Kevin; the mayor had submitted his administration budget and capital improvement budget to the council; updates on confirmation hearings of cabinet members; a response to the increase of sewer fees and the city citing a new landfill on an aquifer; the possible hearing in April of the Primary Urban Core Development plan; and they are looking for ways to help residents convert from cesspool to the sewer system.

Department of Transportation (HDOT) – [0:43:49]: Casey Abe provided his report and highlighted the following: updates on the utility relocation on Nimitz Highway and Ala Moana Boulevard; updates on potholes on the Waialae Avenue Off-Ramp, Kilauea Avenue, and Hunakai Street; a new damaged utility manhole cover near Unukai Street; trash near 19th Avenue, more graffiti, vegetation overgrowth on pedestrian sidewalks, and a cut lock on a security gate near Kapakahi Stream Bridge; and red light safety cameras will be issuing warnings for speed from Saturday, March 1, 2025, to Tuesday, April 29, 2025, and will issue citations for speeding on Wednesday, April 30, 2025.

Senator Stanley Chang – [0:54:41]: Zephanii provided the report and highlighted the following: The legislative session is underway, and for any questions regarding particular issues, residents can contact Senator Chang’s office; and $1.8 million was recently secured for Kahala Elementary School and Waiʻalae Elementary Public Charter School.

Street Parking Removal – [1:01:20]: Multiple residents from Kahala Towers requested the removal of two street parking stalls on the mauka side of the entrance of Kahala Tower’s parking garage on Kilauea Ave.

[1:03:20] De Quevedo MOVED and Castonguay SECONDED to make a resolution to push back the current no parking space to 40 feet to allow visibility for the residents of Kahala Tower. Hearing no further discussion the board conducted a show of hands. The motion WAS adopted; 6-0-0 (Aye: Dudgeon, De Quevedo, Himeda, Turbin, Wong, and Castonguay; Nay: None; Abstain: None) – [1:03:53].

Representative Tina Grandinetti – [1:06:37]: Representative Tina Grandinetti provided her report and highlighted the following: updates on the legislative session; she is currently sitting on committees of transportation, housing, and finance; four of her bills related to housing are crossing over; the committee of transportation had moved out a bill focusing on creating a regulatory structure for e-bikes and increasing dedicated funding to safe routes to school; had passed out the House draft for the state budget; and is keeping an eye on cuts to Medicaid.

Unleashed Dog – [1:16:21]: Resident Andrea Fagan raised concerns regarding homeless having unleashed dogs alongside Kilauea Ave near Kahala Towers.

Street Parking – [1:20:46]: Resident Kam raised concerns about vehicles parking on the bridge on Malia Street, obstructing the view of the pedestrian crosswalk on Malia Street near the Hoakoa Pl intersection.

VII. BOARD BUSINESS / UNFINISHED BUSINESS / PRESENTATIONS – [1:23:08]

SMA – TMK 3-5-005:008 at 4669 Kāhala Avenue and SMA and TMK 3-5-005:004 at 4705 Kāhala Avenue – [1:23:08]: Jim Hayes from Planning Solutions gave a presentation about a planned residential development located at 4669 and 4705 Kāhala Avenue. The first project, located at 4669 Kāhala Avenue, will be a single-story, single-family housing with a pool and barbecue space. The second project, located at 4705 Kāhala Avenue, will have two single-family homes, a two-story main house, and a one-story house.

Resolution to Consider Alternatives to the Complete Streets Kilauea Avenue Roadway Improvement Plans – [1:33:12]: Member Wong provided a resolution to consider alternatives to the Kilauea Avenue roadways improvements that does not include reducing of the current traffic lanes.

[1:39:18] – Turbin MOVED to adopt the resolution to consider alternatives to the the complete streets Kilauea Avenue Roadway Improvement Plan. Discussion followed. Hearing no second, no further action was made. Postponed to the next agenda.
