A two-thirds (2/3) vote six (6) of this nine (9)-member Board is needed to add an item to the agenda. City and County of Honolulu and Hawai’i Foodbank are Partnering to Fight Against Hunger: Neighborhood Assistant Anson Wu will be collecting donated canned goods at the next meeting on Thursday, April 17, 2025.

I. CALL TO ORDER – [0:00:51]: Vice Chair Brian Wong called the meeting to order at 7:05 p.m.

Quorum was established with five (5) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board of Water Supply (BWS) – [0:12:10]: Lorna Heller provided the report and highlighted the following: no main breaks for the month of January 2025 and the General Water Announcement regarding the Waste Water Hotline.

Governor Josh Green’s Representative – [0:15:28]: Patti Jette provided the report highlighted the following: a response to a concern regarding the overgrowth on a property owned by the Department of Education and wildfire mitigation at Diamond Head.

Department of Transportation (HDOT) – [0:19:26]: Casey Abe provided his report and highlighted the following: updates on graffiti clean-up; new Potholes; and homeless encampment removal.

V. RESIDENTS’ COMMUNITY CONCERNS – [0:35:20]

Kahala Community Park – [0:35:54]: Resident Pennell thanked Councilmember Waters office for adding bathroom gates to Kahala Community Park, request to change the park times, and to have more wind-resistant trash bins around the park.

Wheelies – [0:39:56]: Resident Pennell raised concerns about Kalani High School using Moa Street to do wheelies.

Sony Open – [0:42:38]: Resident Pennell raised concerns regarding the traffic on Moa Street caused by the yearly Sony Open.

Resident Concerns – [0:51:27]: Resident Astrida Pesentheiner raised concerns about homelessness and commented on resident Pennell’s requests for the Kahala Community Park’s time change and Kalani High School students doing wheelies on Moa Street.

Verizon Cell Tower Installations – [0:58:25]: Tan Pham provided a presentation regarding the installation of cell towers attached to light poles on 4125 Papu CIR, 4420 Aukai AVE, and 4557 Kolohala ST.

HECO Transformer Pole Installation: 4806 Kahala Avenue – [1:08:36]: No representative present.

Board of Water Supply – Waialae Nui Production Well Project: Near Kilauea Avenue and Kilauea Place – [1:08:47]: No representative present.

Neighborhood Commission Office – Three Absence Letter Notification: Board Member Peter Dudgeon – [1:09:03]: The NA provided an explanation of the process of three absences, and Member Dudgeon provided his explanation. No action was taken by the Board

Department of Environmental Services (ENV) – Sewer Fee Increases – [1:10:46]: Director Michael Keith provided information regarding the increase of sewer fees. Environmental Services (ENV) will be increasing their fees due to the Capital Improvement Program (CIP) project on Sand Island Wastewater Treatment Plant in order for the facility to meet regulatory requirements and to prepare for potential climate change/sea level rise. The CIP will costs 10.1 billion dollars between 2025 and 2040. Fees will increase 9% per year for six years beginning on July 1, 2025.

Sony Open – [1:31:18]: Resident Pennell asked if the Sony Open makes a contribution to the Department of Parks and Recreation to allow the use of Kahala Community Park, and how much does the Sony Open give to the DPR.
