Department of Transportation (HDOT) – [0:13:00]: Casey Abe provided his report and highlighted the following: updates regarding the planting of 1000 trees on State own forest, updates on homeless encampment under the H1 viaduct westbound along Waiʻalae Avenue; updates on graffiti removal; updates on a damaged utility box; and updates on the damaged railing on the pedestrian ramps at the end of the 20th Avenue.

Hawaiian Electric Pole Replacement Notification – [0:42:46]: Member De Quevedo announced Hawaiian Electric utility pole replacement on 943 Hunakai Street.

Traffic Study on Kilauea Avenue Proposal – [0:43:32]: Renee Espiau from Complete Streets returned to the Kahala Meeting to provide a presentation on the proposed Complete Streets project on Kilauea Avenue. The purpose of the project to remodel Kilauea Avenue to protect facilities for non-vehicular travel, decrease pedestrian motor vehicle crashes, and limit the opportunities for speeding. The project plans to mitigate speeding on Kilauea Avenue by reconfigure the beginning and end of Kilauea Avenue. They will reconfigure the lane from a double lane to a single lane, adding buffer bike lanes and center turn lane, and removing street parking. The Projects design phase is still ongoing and anticipates construction to start no sooner than 2027.

Division of Aquatic Resources Presentation – [1:39:06] : Biologist Jake Reichard from the State of Hawai‘i Division of Aquatic Resources (DAR) provided a presentation on the proposed expansion of the Maunalua Bay Artificial reef site. The existing Maunalua Bay Artificial reef is located 1.5 miles offshore of Kahala Beach, 77-117 feet depth, approximately 74 acres, and were created in 1961. The objective of this project is to expand the existing Manual Bay Artificial reef to 70-100 ft, deploy 2,200 Concrete Z Modules, and to enhance fishing opportunities for the fishing community.  They will continue doing outreach to the Neighborhood Boards and Fisher Huis and expected that all permits be granted between the month of April and June.

Kahala Wastewater Pump Station Improvement Project – [ 1:51:32]: Eric Arakawa from Limtiaco Consulting Group provided a presentation on the proposed Kahala Wastewater Pump Station Improvements. The purpose of the project is to improve City and County of Honolulu sewer system by upgrading the Kahala Wastewater Pump Station (WWPS) in order for the transport of wastewater efficiently. Construction will start on January 2025 – December 2026 and work hours are from 8:00 a.m. to 5:00 p.m. Monday through Friday except holidays.
