Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote six (6) of this nine (9)-member Board is needed to add an item to the agenda. Chair Pro-Tem Richard Turbin called the meeting to order at 7:03 p.m. Quorum was established with five (5) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Christian De Quevedo, Peter Dudgeon, Colin Fujiki, Rich Turbin, Brian Wong, and Sylvia Himeda (7:52 p.m.).

Election of Chair – [0:03:01]: Fujiki nominated De Quevedo for Chair. Hearing no further nomination, the board conducted a roll call vote. De Quevedo is ELECTED as Chair; 5-0 (De Quevedo: De Quevedo, Dudgeon, Fujiki, Turbin, and Wong; Abstain: None] – [0:04:23].

Election of Vice Chair – [0:05:00]: Turbin nominated Wong for Vice Chair. Hearing no further nomination, the board conducted a roll call vote. Wong is ELECTED as Vice Chair, 5-0 (Brian: Fujiki, Dudgeon, De Quevedo, Turbin, and Wong; Abstain: None) – [0:05:15].

Council Chair Tommy Waters – [0:53:45]: Keola Fisher provided the report and highlighted the following: Chair Water introduced Bill 50 regarding to Waikīkī parade street festivals; Bill 5024 passed first reading and was reffered to the Committee on Transportation at last City Council; Chair Waters and Councilmember Say jointly hosted the Council District 4 and 5 discussing planning and the economy at Kaimukī High School; City Council will be hosting the 2024 Hawaiʻi State Association of Counties annual conference on Tuesday, September 17, 2024 through Friday, September 20, 2024 at the Kāhala Hotel; and updates to concerns sent to Chair Waterʻs office.

Median Maintenance – [1:04:24]: Resident Himeda requested that the grass median on Kilauea Ave towards Kāhala Mall needs to be cut more frequent.

Approval of the Thursday, June 20, 2024 Minutes – [1:06:01]:

[1:06:17] – Fujiki MOVED and De Quevedo SECONDED to approve the Thursday, June 20, 2024 drafted minutes with amendments. Hearing no objections, the motion WAS ADOPTED; 5-0-0 (Aye: De Quevedo, Dudgeon, Fujiki, Turbin, and Wong; Nay: None; Abstain: None] – [1:06:25].

Outreach – Kāhala Market Mall or other venue means – [1:06:44]: Member Wong provided an update on when the board can have their outreach at Kāhala Mall. The board decided to have their outreach on Staturday, September 7,2024 at the Kāhala Mall.

Moving venue of Neighborhood Board No.3 to Wilson Elementary School to promote the work of Neighborhood Board No.3 – [1:13:00]: The NA provided an update on Wilson Elementary School and asked for other locations. Discussion followed.

B. Presentations/New Business – [1:17:35]:

Presentation from DLNR, Division of Aquatic Resources – [1:17:37]: Postponed to the next agenda.

C. Unfinished Business – [1:18:32]:

Primary Urban Center Development Plan Move to East Honolulu Region – [1:18:33]: No Updates. Discussion followed.

The danger of fires on Diamond Head caused by illegal campers and other causes – [1:22:21]: No Updates.

Proposed demolition of Shangri La Breakwater – [1:23:12]: No Updates.

Crime and other problems at Kāhala Community Park – Proposal to lock restrooms at night – [1:25:06]: Residents Pennell, Keifer, and Kimi returned to the neighborhood board for any updates regarding the criminal activity that is occuring in the Kāhala Park Bathroom and provided further testimony. Keifer and Kim claim they would hear screaming from the park and the homeless would sleep in their cars.
