Chair Pro-Tem Richard Turbin called the meeting to order at 7:03 p.m. Quorum was established with five (5) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Outreach – Kāhala Market Mall or other venue means – [1:06:44]: Member Wong provided an update on when the board can have their outreach at Kāhala Mall. The board decided to have their outreach on Staturday, September 7,2024 at the Kāhala Mall.

Moving venue of Neighborhood Board No.3 to Wilson Elementary School to promote the work of Neighborhood Board No.3 – [1:13:00]: The NA provided an update on Wilson Elementary School and asked for other locations. Discussion followed.

Primary Urban Center Development Plan Move to East Honolulu Region – [1:18:33]: No Updates. Discussion followed.

The danger of fires on Diamond Head caused by illegal campers and other causes – [1:22:21]: No Updates.

Proposed demolition of Shangri La Breakwater – [1:23:12]: No Updates.

Crime and other problems at Kāhala Community Park – Proposal to lock restrooms at night – [1:25:06]: Residents Pennell, Keifer, and Kimi returned to the neighborhood board for any updates regarding the criminal activity that is occuring in the Kāhala Park Bathroom and provided further testimony. Keifer and Kim claim they would hear screaming from the park and the homeless would sleep in their cars.
