Secretary Wong called the meeting to order at 7:00 p.m. Quorum was NOT established with three (3) members present. Note – This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Council Chair Tommy Waters – [0:33:24]: Amanda Zepeda provided the report and highlighted the following: Chair Water’s office is working on coordinating a community work day to clean Kīlauea District Park on Friday June 28, 2024 at 2:00 p.m.; 22 million dollars in Capital Budget for the fiscal year of 2025 to renovate of Kīlauea Park; addressing the Kāhala Community Park restroom concerns; the adoption of Resolution 24-105, Bill 52, and Bill 6; and Vision Zero Action Draft Plan has been released and Complete Streets is soliciting feedback; and the Primary Urban Center (PUC) Department of Planning (DP) info briefing.

Culinary Institute of the Pacific [0:55:45]: Carol Hoshiko announced on Thursday, June 27, 2024 a press conference with The Culinary Institute of America and The Culinary Institute of the Pacific regarding a professional development workshop, provided a construction update on the Culinary Institute of the Pacific, and Kapiʻolani Community College is offering Community interest courses. Complete streets – [1:01:31]: Member Wong attended the Oahu Vision Zero Action Plan meeting on June 12, 2024. From the meeting, Wong has created alternative suggestions for the drafted plan for Kīlauea Avenue. He will send his suggestion to Complete the Streets and will present his suggestions at the next board meeting.

Approval of the Thursday, May 16, 2024 Minutes – [1:08:58]: Discussion Followed.
[1:09:37] – Wong MOVED and De Quevedo Seconded to approve the Thursday, May 16,2024 minutes with amendments. With no further discussion, the board conducted a show of hands. The Motion WAS Adopted. 7-0-0. (Aye: De Quevedo, Dudgeon, Fujiki, Himeda, Turbin, Wong, and Castonguay; Nay: None; Abstain: None.) – [1:09:45].
Outreach – Kāhala Market Mall or other venue means – [1:09:51]: Member Wong has sent out a request to have an outreach at Kāhala Market and is still waiting for a reply. Wong also provided a rough draft handout that could be used in the outreach. Discussion Followed.
Moving venue of Neighborhood Board No.3 to Wilson Elementary School to promote the work of Neighborhood Board No.3 – [1:13:45]: The NA announced the new location for the Kāhala. Discussion followed.

Presentation from Department of Transportation (DTS) regarding bus route modifications – [1:16:00]: Eric Grover provided a presentation on the upcoming TheBus Service changes that will be effective Sunday, August 18, 2024. Crime and other problems at Kāhala Community Park – Proposal to lock the restrooms at night – [1:24:33]: Pennell was present at the meeting to give his testimony regarding the criminal activity happening at the Kāhala Community Park Restroom. Pennell addressed the safety issue of restrooms high number of homeless people and how it affected his community. He proposed the Park to have an earlier closing time, a gate installed at the restrooms, and more police presence.

Slow Down Signs [1:49:38]: Member Castonguay asked if Slow Down Signs can be placed in the middle of the road of Halekoa Drive to reduce speeding and prevent cars from crossing the yellow line.
