§2-14-118 Discussion. (a) When a board member or person properly before the board wishes to speak, the member or person shall address the chair, be recognized before proceeding, and shall confine remarks to the subject under discussion, avoiding personalities and abusive language.

The most current edition of Robert’s Rules of Order Newly Revised shall be the parliamentary authority of all boards when the Hawaii Revised Statutes, the charter, the Revised Ordinances of Honolulu, and the plan are silent. 1. CALL TO ORDER – [0:00:13]: Chair Ranell Asuega-Fualaau called the Pālolo Neighborhood Board No. 6 meeting to order at 7:00 p.m. Seven (7) members present. Quorum was established. Note: This 9-member Board requires five (5) members to establish a quorum and to take official Board action.

Councilmember Scott Nishimoto – [0:45:45]: Kylie Tokujo provided the report and shared the budget allocations for District 5 that was passed at the full City Council budget hearing that was held on Wednesday, June 4, 2025. She noted that over two million dollars was allocated for Pālolo Valley District Park design and construct sustainable and resilient improvements.

Governor Josh Green’s Representative – [0:58:57]: Kiele Amundson provided the report and highlighted various updates. Governor Green announced the appointment of Dori Booth as Hawaii’s new state Fire Marshal on Monday, June 2, 2025, reviving a critical public safety position that has been vacant for nearly 46 years. On June 27, 2025 Governor Green signed five bills into law and noted House Bill (HB) 427 which renames the Department of Agriculture as the Department of Agriculture and Biosecurity and additional amendments. On June 27, 2025 the Hawaiʻi Green Growth Business Program recognized 45 Hawaiʻi Businesses and events for their commitment to energy and water efficiency, waste reduction, pollution prevention and community involvement, as well as cultural and natural resource reservation. On June 30, 2025, Governor Green signed into law House Bill (HB) 1483 relating to illegal fireworks. On July 1, 2025, the Hawaiʻi Department of Health launched Vision Zero, which is a public service announcement campaign to raise awareness for Hawaiʻi’s commitment to eliminate all traffic debts and serious injuries on our roads. A follow-up response was provided on a question raised last month on the emergency sirens in Pālolo Valley.

Go-Greener E-Waste Recycling Event – [1:09:00]: Member Nakayama shared an announcement that Pālolo Chinese Home is hosting an e-waste recycling event on Saturday, July 26, 2025 from 8:00 a.m. to 12:00 p.m. They will also be accepting donations for other charitable organizations such as the Hawaiʻi Foodbank, Goodwill, and the Lions Club. This event is a collaboration between Pālolo Chinese Home, Battery Bill, and E-Opala Computer Recycling Center. It’s the first of its kind in Pālolo and is a fundraiser for the Pālolo Chinese Home.
