Honolulu Police Department (HPD) – [0:05:30]: Lieutenant T. Nakamura provided the report and shared the crime statistics for March 2025 and the safety tip for the month is to remind everyone of a useful phone app created by the City called HNL.INFO. The app provides traffic situations, weather advisories, upcoming public safety events and much more from the City departments.

CHAIR’S ANNOUNCEMENT – [0:11:50]: Chair Asuega-Fualaau shared that the Neighborhood Commission has approved the Board’s request to temporarily reduce the number of vacant seats for the remainder of the 2023-2025 term to achieve quorum by removing one (1) seat from SD1 and SD2; and two (2) seats from SD3.

[0:13:05] – Hack MOVED and McColgan SECONDED to approve the minutes for November 2024, December 2024, February 2025, and March 2025. Hearing no objections, the motion was ADOPTED; 6-0-0 (Aye:Hack, Leo, McColgan, Nakayama, Shiraki, Asuega-Fualaau; Nay: None; Abstain: None) – [0:13:30]
Filling of Vacancies – Two (2) At-Large – [0:13:37]: Keenan Tydingco introduced himself to the Board. Neighborhood Assistant has verified his residency in the Board district.
[0:15:10] – McColgan nominated Keenan Tydingco to fill the vacancy of the at-large seat. A roll-call was conducted. The nomination was ADOPTED; 5-0-0 (Aye: Hack, Leo, McColgan, Nakayama, Asuega-Fualaau; Nay: None; Abstain: None) – [0:16:24]
[0:16:35] – Chair Asuega-Fualaau called for a recess for the neighborhood assistant to swear in the newly elected Board member Kennan Tydingco.
[0:16:40] – Chair Asuega-Fualaau called the meeting back to order.
Member Tydingco joined the meeting at 7:16 p.m.; 7 members present.
5. PRESENTATIONS – [0:16:50]

Hawaii Department of Agriculture (HDOA) Coqui Response – [0:16:50]: Jessica Miura (HDOA Acting Land Vertebrate Specialist) provided updates on the efforts to address the invasive species population within the Pālolo district. HDOA has been conducting surveillance, hand captures and spot treatments every Wednesday with weather and staff permitting. HDOA is appreciative for the Pālolo community for their cooperation and assistance in granting staff access to their properties for coqui frog related efforts. Ms. Miura recommended best management practices to the public who purchase any plants or gardening materials from coqui infested areas or checking their belongings or luggage when you are air traveling back to Hawaii. She advised the public to contact their office if you think there may be invasive species such as coqui frogs on your property. Due to the growing concern of the growth of the coqui frog population, HDOA will be conducting a 380-gallon trailer spray treatment that is a mixed solution with 16 percent citric acid. This spray will only be done in the forested area of Pālolo Valley and not in the residential area. She reminded everyone that the spray is food-grade. HDOA as well as other partnering agencies are looking into other technology and methods to help rid the invasive species. Therefore, citric acid is the only legal and safe method to use currently. Ms. Miura shared that HDOA has committed 213 working staff hours to the coqui population in Palolo area and 70 percent of those working hours are done at night.

Oahu Invasive Species Committee (OISC) Coqui Response in Palolo – [0:27:06]: Robbie Snyder (OISC Community Engagement Liaison) shared since October 2024, OISC has been helping HDOA on the makai part of the coqui core population in Palolo. OISC work is mostly conducted during the night time going through rough terrain to treat areas. In the last 6 months, OISC has deployed 1400 gallons of citric acid and committed 187 staff hours for Pālolo district treatment. OISC looks forward to returning and updating the Board with quarterly reports. They urge the public to contact them if they hear any coqui frogs in their property or anywhere as soon as possible. Mr. Snyder shared that they have recently started using sound monitoring devices and will be able to collect enough data in about a year.

6. RESDIENT/COMMUNITY CONCERNS – [0:31:25]

Request for Illegal Trash Clean-up – [0:31:35]: A Palolo resident shared that someone dumped workout equipment at the corner of the intersection of Pālolo Ave and Carlos Long Street. This was the same corner someone dumped trash last month.

7. ELECTED OFFICIALS – [0:32:46]

Congressman Ed Case’s Representative – [0:32:49]: No representative present.

Councilmember Scott Nishimoto – [0:33:00]: Kylie Tokujo provided the report and highlighted the following: Councilmember Nishimoto will be co-hosting a free easter egg hunt and community food drive at Makiki District Park with State Representative Della Au Belatti on Saturday, April 12, 2025 at 9:00 a.m. All canned food donations will support the Parish of St. Clement Food Pantry. Ms. Tokujo provided follow-up responses for the concerns raised at last month’s Board meeting.

Blaisdell Center Concert Hall re-opens after renovations; the City Department of Parks and Recreation is hiring for the City’s Summer Fun Program; Hōkūleʻa’s 50th Anniversary at Kualoa Regional Park; Honolulu Charter Commission members are sworn in for decennial review of the City Charter; a briefing on how residents can download HNL Alert. Governor Josh Green’s Representative – [0:42:15]: Kiele Amundson provided the report and highlighted the following: the Department of the Attorney General’s Office successfully prosecuted two men for selling illegal aerial fireworks on March 13, 2025 as well as perform sting operations; Governor Green announced the initial disbursements from the One ʻOhana Fund; the State Department of Land and Natural Resources (DLNR) announced a new website dedicated to the critically endangered native Hawaiian plant, Ka Palulpalu o Kanaloa from Kahoʻolawe; the Hawaii State Commission on Fatherhood announces its 2025 awards and sponsorship oppurtunities; $10 million in grants from the Helmsley Charitable Trust was given to two Oʻahu hospitals to expand critical cancer care; the Department of Health is informing the public that they are expanding their efforts to prevent a measles outbreak in Hawaiʻi; and shared April is Tsunami Awareness Month.
