§2-14-118 Discussion. (a) When a board member or person properly before the board wishes to speak, the member or person shall address the chair, be recognized before proceeding, and shall confine remarks to the subject under discussion, avoiding personalities and abusive language.

The most current edition of Robert’s Rules of Order Newly Revised shall be the parliamentary authority of all boards when the Hawaii Revised Statutes, the charter, the Revised Ordinances of Honolulu, and the plan are silent. Quorum was not established with 5 members. Note: This 13-member Board requires seven (7) members to establish a quorum and to take official Board action.

3. PRESENTATION OF CERTIFICATE OF RECOGNITION – City Councilmember Calvin Say – [0:01:23]
Member Nakayama provided information regarding the Pālolo Neighborhood Board No. 6 Certificate of Recognition presentation to Councilmember Calvin Say, who was still in a Council Committee meeting. Member Nakayama spoke of Councilmember Say’s background as a public servant for over 48 years. Chair Asuega-Fualaau presented the certificate to Judi-Ann (Pua) Smith-Kuahane, who accepted the certificate on behalf of Councilmember Say and provided remarks.

Resolution Adopted by Kaimuki NHB District 4 Regarding Bus Route 200, Leolani Iwaki, Resident of District 4 – [0:12:16]: Kapahulu resident Leolani Iwaki of District 4 provided information relating to bus Route 200, including with respect to the Pālolo Neighborhood Board No. 6 supporting the Kaimukī Neighborhood Board No. 4 resolution titled “Resolution Urging the Department of Transportation Services DTS, and the City and County of Honolulu to Address Safety Concerns of the Newly Installed Bus Route 200.”

Crop Swap Community Event – Kaleolani Leo, Longspoon Farms – [0:44:08]: Martha Samson of Long Spoon Farms gave this presentation on behalf of her daughter Kaleolani Leo, who she said was unable to be attend the meeting. Ms. Samson provided information on her daughter’s non-profit organization, which she said promotes people with community gardens, including its community crop swap on the 15th day of each month at 4:00 p.m. at Pālolo Valley District Park.

Pālolo Valley District Park Parking Lot Lights – [0:47:32]: Resident Jo Ann Nishiki shared safety concerns regarding five parking lot lights she said has been out relating to evening use of the swimming pool at Pālolo Valley District Park.

Albizia Tree Overgrowth – [0:49:14]: Residents Hoku Akiu and Jo Ann Nishiki shared safety concerns and information regarding an overgrowth of Albizia trees on Narcissus St.

Congressman Ed Case’s Representative – [0:55:42]: No representative present.

City Councilmember Calvin Say – [0:56:20]: Ms. Smith-Kuahane provided information, including the following: Councilmember Say will be in office through January 2; she is following up on concerns, including relating to the lights at the swimming pool; and the monthly newsletter will be completed at the end of the month. Ms. Smith-Kuahane provided neighborhood updates, including regarding prior requests, as well as announcements regarding information that may be found online: real property tax payment timeline; Kuahea Street Stabilization Project; and homeowner’s handbook to prepare for natural disasters.

Mayor Rick Blangiardi’s Representative – [1:00:56]: Warren Mamizuka, Department of Facility Maintenance Deputy Director, highlighted the following from the newsletter: announcement of new landfill site; celebrating Oʻahu’s storied places; new City leaders; and providing immersive experience for students. Mr. Mamizuka provided a response to a prior inquiry, and encouraged visiting the Honolulu City Lights with new light displays.

Governor Josh Green’s Representative – [1:04:40]: Kiele Amundson, Hawaiʻi Emergency Management Agency Communications Director, reported the Department of the Attorney General is working to strengthen the robocall mitigation database and provided tips. She provided information on the following: Hawaiʻi Annual Code Challenge at the University of Hawaiʻi West Oʻahu that was held on November 16; U.S. Department of Agriculture award announcement of 17 Hawaiʻi projects totaling $2.6 million under the Resilient Food System Infrastructure program; and Department of Law Enforcement Narcotics Enforcement Division enhancement of the Prescription Drug Monitoring Program. Ms. Amundson provided a follow up from the prior Board meeting.

Representative Jackson Sayama – [1:09:35]: Representative Sayama provided legislative updates, including the following: he is assigned as Chair of the Committee on Labor; reaching out to him regarding issues or ideas for legislation; and they will be reintroducing legislation to address local issues in the district and on statewide issues, including relating to pharmacy, and condominium governance and insurance. Representative Sayama announced his new room number 443.
